According to NPR (of questionable accuracy generally) in an article about the biography of Obama's mother (again of unknown accuracy), Obama and his mother were living in Hawaii (which is where her parents lived) in 1963. She did not move to Indonesia until 1967. So, yes, Obama (and or he and his mother) could have accompanied his grandparents (if it is they in the picture at >>14866969), to Dallas in 1963. Of course, that is also true regardless of where any of them lived.

Four years after moving to Indonesia with his mother in 1967 when he was 6 or so (assuming the "birth record" is accurate), then 10-yr-old Obama returned to Hawaii and was thereafter raised by his grandparents alone (his mother remained in Indonesia).
