(If this is dominion, this is my experience)

The "poll pads" talk back to the county server where the voter information files are housed.

They connect via a wifi hotspot known as a 'mifi' device. MIFI allows for multiple connections kind of like a home router.

Each poll pad has a configuration on it that establishes a connection to the Cellular network (tunnel) which connects to the county server.

Jovan's dude hacked it in Fulton county GA last year sitting outside a polling location.

Dominion argues the poll pad isn't connected to the internet. However, that's a generalization. It requires the internet to establish the link and then setup some type of private network (vpn/tunnel) to talk to the county server.

The nuance of 'not on the internet' is exactly mincing words. It cannot function without the initially establishing a connection to the public internet via the MIFI device.

One more thing. The poll pads were the only thing connected. The vote scanners have SD cards in them. They do not connect to the internet or the MIFI.

They tally the votes thru the scanner cards away from the precinct. The "SD" cards are extracted by the poll manager and taken to the county supervisor's computer and the vote totals are uploaded from the SD cards.

See if you can locate the "poll managers" instruction guide.

That will tell you what they do with the SD cards and the process for the scanners.

Basically, the close out process.

Also, if you want to read on the SD card drama in Fulton county, that document from the "consultant" who was hired spells out some of the drama that they had "locating" and accounting for all the SD scanner cards.

The county supervisor people have to do something to 'load' and tabulate the cards on the Administration server.

The county server, however, IS connected to the internet. The vote totals we see in elections are coming from the feed from the server. The state systems have a way to read the data from the county servers. I think I read it was an RSS feed, but haven't seen it myself.
