Nancy Pelosi, Byrds, Privilege and Scrub

The above PB Notable inspired a dig to find out what in the world Nancy was talking about and why she seemed so uncomfortable answering a question. Anon may be onto something. It could be all about congressional rules. IRL is a thing today, so Anon is bringing this to the board to ask for help figuring out what this is and how/if it fits into Nancy's ramblings.

Nancy's "Byrdable" statement may be in reference to The Senate's Byrd Rule. Here is a House PDF of the Senate's Byrd Rule.

Found this concerning the Byrd Rule.

Nancy Pelosi, Byrds, Privilege and Scrub

Nancy's "Privilege" comments may be in reference to something called "Franking Privilege". It's about Congress's mass mailings through the US Postal Service. This is the bill that restricts Congress's mass mailings to constituants within 90 or maybe 60 days of an election. The US Postal Service used to monitor mass mailings but has since decided that …“the final judge as to whether or not the franking privilege has been properly used must be the Congressman himself.”

Anon gets the impression that this may be the privilege that Nancy was talking about. In the video, she said, "…you have to be careful… privilege can take you out…". Has Nancy (or someone in her inner circle) broken some rule about mailings via the US Post Office (on the taxpayers" dime)? Franking Privilege is not supposed to be used in the pol's district during election time, if the politician is running for election. In the video, Nancy was very uncomfortable and chose her words very carefully.

Anon knows that Pelosi is in the House and the Franking Privilege sauce is from the Senate. The Byrd Rule sauce is the same (house sauce on a Senate rule).

The House also has something called Questions of Privilege. Not exactly sure what this is but will attach the PDF.

Nancy Pelosi, Byrds, Privilege and Scrub

Nancy also mentioned something about privilege scrub. Anon found a bill designed to reduce rules which harm the economy. It says, "There is established a commission, to be known as the 'Retrospective Regulatory Review Commission', that shall review rules and sets of rules in accordance with specified criteria to determine if a rule or set of rules should be repealed to eliminate or reduce the costs of regulation to the economy." Is Nancy concerned that one of her bills or rules will be eliminated because it harms the economy? Did her mention of Byrd baths have something to do with scrub?
