Sessions explained in his letter to Congress why a Special Counsel was not necessary and would actually slow down the process.

 

  1. It's the IG's job to investigate the DOJ and FBI.

  2. Special counsel for extraordinary circumstances that require the AG to go outside of the DOJ.

  3. Department has investigated itself before and is capable of doing it.

  4. AG assigns Federal Attorney to assist prosecute what IG finds.

  5. AG assigned Huber to this task. Experienced with violent crime and terrorism.

  6. Huber sits outside of DC.

  7. Huber reports to the AG and not the Deputy AG - [RR].

 

Request for Special Counsel further sets the stage for what Gen. Kelly is going to disclose to Congress and what the OIG report will contain.

It was also agreed that White House Chief of Staff Kelly will immediately set up a meeting with the FBI, DOJ, and DNI together with Congressional Leaders to review highly classified and other information they have requested.

 

Certainly, the answers to these questions are on the list of highly classified information Gen. Kelly will provide.

I knew what you meant, anon. Had simply dug into this recently and wanted to make it available. I think a key point is the fact that Huber is reporting directly to ]Sessions[, [RR] is out of the loop.
