Summary

In February 2006 Foreign Minister Alexander Downer signed an MOU with Clinton that if read up shows an Australian Government preparedness to spend up to $25M in matched spending with the Clinton Foundation in HIV/Aids aid work in China, Vietnam and Papua New Guinea over 4 years.

The Papua New Guinea funding agreement was signed in July with the Clinton Foundation. In August the Australian Government made a call for tenders or expressions of interest in the work already contracted to the Clinton Foundation.

The due date for tenders was 3 October 2006. By then the Clinton Foundation's sham incorporated entity in PNG was already 3 months old.

The post contract evaluation report, commissioned at a cost of $100,000 is damning of the contract and performance.

There is no statement of project goal or purpose, thus no indicators at that level, no clear Program Area objectives (with indicators) and no targets.

A Funding Agreement was signed in July 2006 between the government of Australia and CHAI. This outlined the terms and conditions of the arrangement between AusAID and CHAI for the implementation of CHAI in PNG. This agreement states that “the parties agree to monitor the Program against the Program Milestones and evaluate it against the Program Outcomes.” The defining document against which this occurs is the Program Workplan 2006- 2009. As noted above there is no stated objective/outcome in this document (or any documents subsequent to this) for the whole project (and associated indicators). Outcomes or objectives for each of the AoC are not articulated (thus no indicators provided). It is therefore impossible for this part of the agreement to be adhered to.

Now compare the $100K audit with the PR spin from Julie Bishop's Department to me yesterday.

The funding agreement for the PNG Clinton Foundation agreement 2006-2010 had specified outcomes, deliverables, budgets and conditions including the supply of audited Financial Statements. Australian Government funding was delivered as per the agreed schedule and milestones met under the terms of the agreement.

Part 9 of the order sets out the matters dealt with by The Department of Foreign Affairs and Trade, including

relations and communications with overseas governments; and,

international development co-operation; and,

international development and aid

On 19 July 2016 Julie Bishop took the prescribed oath and was commissioned to be the Minister for Foreign Affairs.

Joe Biden and Kamala Harris on Thursday held a meeting with the White House Covid response team to discuss the Omicron variant.

CDC COVID-19 Response Team published a weekly report last Friday where a vast majority of the patients infected with the Omicron variant identified in the US so far were fully vaccinated individuals.

The U.S. Centers for Disease Control and Prevention (CDC) reported that of the 43 COVID-19 cases caused by the Omicron variants, 34 people were fully vaccinated. Of those fully vaccinated, 14 people had received their booster shots but five of those received their additional shots less than 14 days.

Only 8 people were unvaccinated who got infected with the Omicron variants and 1 person has status unknown.

Despite this report from the CDC showing that fully vaxxed people are getting infected with Omicron, Joe Biden claimed it is the unvaxxed who are at risk of severe illness from Omicron.

“For the unvaccinated, we are looking at a winter of severe illness and death – for the unvaccinated,” Biden said adding that the unvaxxed are going to overwhelm hospitals.

He continued, “But there’s good news: If you are vaccinated and you have your booster shot, you’re protected from severe illness and death. Booster shots work!”

The first two shots didn’t work but this third one will (until Pfizer needs another boost for its stock price).

Search warrant issued for Alec Baldwin's phone after he reportedly refused to voluntarily turn it over to police

A search warrant was issued on Thursday for the phone of actor Alec Baldwin as investigators probed the circumstances of the lethal accidental shooting on the set of "Rust," Baldwin’s latest movie.

The latest development in the investigation was documented in a court filing from Santa Fe, New Mexico, where the movie set was located.

The Oct. 22 shooting took the life of 42-year-old cinematographer Halyna Hutchins and wounded director 48-year-old director Joel Souza. Baldwin reportedly fired the fatal shot but later said in an interview that he didn't pull the trigger, and that the trigger wasn't pulled at all.

"The trigger wasn't pulled. I didn't pull the trigger. I would never point a gun at someone and pull the trigger on them, never," said Baldwin during the ABC News interview.

No charges have yet been filed in the case, but the investigation has not yet been completed.

Detective Alexandria Hancock said in an affidavit attached to the warrant for Baldwin's phone that officials asked the actor to voluntarily turn over the phone, but that his attorney told them to seek a warrant.

Prior to the shooting, several movie crew members walked off of the set in an apparent protest of inadequate safety standards because the production reportedly had a low budget. Baldwin was a producer of the movie as well as the star actor, which could expose him to legal liability in the shooting.

A separate report claimed that the gun used by Baldwin in the tragic shooting had been used for casual live ammunition target practice the morning of the incident.

Baldwin and his wife Hilaria Baldwin deactivated their Twitter accounts weeks after the incident.

When Baldwin was asked directly in an ABC News interview where the live ammunition came from, he said he did not know.

"I have no idea!" Baldwin blurted out. "Someone put a live bullet in a gun. A bullet that wasn't even supposed to be on the property."

US Blacklists Dozens of Chinese Biotech Firms That Aid Military, Including for ‘Brain-Control Weaponry’

The United States on Dec. 16 placed trade and investment restrictions on dozens of Chinese entities over their role in weaponizing biotechnology and other U.S. innovations to bolster the Chinese military and to further its human rights abuses.

Among the 34 Chinese entities targeted was the Academy of Military Medical Sciences—China’s top medical research institute run by the Chinese military—alongside its 11 research institutes, for aiding the Chinese military with biotechnology, including “purported brain-control weaponry,” the department stated without elaborating on the technology.

In 2018, the Academy of Military Medical Sciences applied for a patent for technology for collecting and processing brain signals, according to an online patent repository.

The Institute of Radiation and Radiation Medicine, one of its subsidiaries that was targeted, published a Chinese paper in 2012 discussing how to establish a data bank on the behavioral effects of “mind control assault weapons.”

Trade restrictions were also imposed on HMN Technologies, formerly a company under Chinese telecom provider Huawei as Huawei Marine, as well as Jiangsu Hengtong OpticElectric, Shanghai Aoshi Control Technology Co., and Zhongtian Technology Submarine Cable, for their role in acquiring U.S. items to modernize the Chinese military.

These bodies were put on the “entity list,” which bars U.S. companies from doing business with the sanctioned entity without a special license.

“The scientific pursuit of biotechnology and medical innovation can save lives. Unfortunately, the PRC [People’s Republic of China] is choosing to use these technologies to pursue control over its people and its repression of members of ethnic and religious minority groups,” Secretary of Commerce Gina Raimondo said in a Dec. 16 statement.

“We cannot allow U.S. commodities, technologies, and software that support medical science and biotechnical innovation to be diverted toward uses contrary to U.S. national security.”

The trade restrictions followed a U.S. investment ban last week on Chinese artificial intelligence firm SenseTime, after it was discovered that its subsidiary had developed a facial recognition program targeting ethnic Uyghurs in Xinjiang, where Beijing is conducting an expansive campaign of repression.

Philadelphia Joins Other Democrat Cities, Will Require Vaccine Passports For Indoor Dining, Events

Philadelphia has joined the list of U.S. cities that require proof of vaccination for indoor dining and various other indoor events.

The mandate is set to go into effect starting January 3, 2022, according to a news release from the city on Monday.

Philadelphia residents will be required to show proof of vaccination in order to gain entry to restaurants, bars, museums, and other indoor entertainment events.

Philadelphia joins San Francisco, Seattle, Los Angeles and nearby New York in requiring proof of vaccination for indoor events.

Establishments can accept negative Covid-19 tests taken within 24 hours of entry instead of proof of vaccination for the first two weeks of the mandate, but this exception will end on January 17, according to the news release.

Those wishing to enter these establishments must provide proof of having received two doses of either the Pfizer or Moderna vaccines, or one shot of the Johnson & Johnson injection.

The mandate does not apply to some other settings.

Among those settings are K-12 schools, hospitals, residential or healthcare facilities, grocery stores, convenience stores or Philadelphia International Airport.

“We recently announced a COVID-19 vaccine mandate for Philly establishments that sell food or drink for consumption onsite,” wrote Philadelphia Mayor Jim Kenney in a tweet.

Medical Examiner Reveals Cause of Death of 10 Victims Killed at Travis Scott’s Astroworld Fest

HOUSTON, TX – The Harris County Medical Examiner on Thursday released the cause of deaths of the victims killed in a crowd surge at Travis Scott’s Astroworld festival.

The Medical Examiner ruled “compression asphyxia” was the cause of deaths for all 10 victims and one victim, a 27-year-old man, had contributing factors of “combined toxic effects of cocaine, methamphetamine, and ethanol.”

The victims were identified as Ezra Blount, 9, from Houston; John Hilgert, 14, from Houston; Brianna Rodriguez, 16, from Houston; Jacob “Jake” Jurinek, 20, from Illinois; Franco Patiño, 21, from Illinois; Axel Acosta, 21, from Washington State; Bharti Shahani, 22, from Houston; Madison Dubiski, 23, from Cypress; Rodolfo “Rudy” Angel Peña, 23, from Laredo; and Danish Baig, 27, from Euless.

According to The American Journal of Forensic Medicine and Pathology, compression asphyxia is a type of mechanical asphyxia, where respiration is prevented by external pressure on the body, at the same time inhibiting respiratory movements and compromising venous return from the head. It is usually due to heavy weight compressing the chest or the abdomen.

Jan. 6 Panel Subpoenas Retired Colonel Who Shared Plan to Overturn Election

Washington — Chairman Bennie G. Thompson (D-MS) today announced that the Select Committee has issued a subpoena to James P. “Phil” Waldron for records and testimony. Waldron was involved with efforts to promote fraud claims in the 2020 election.

Waldron reportedly claimed to have visited the White House on multiple occasions after the election, spoken to Mark Meadows “maybe 8 to 10 times,” and briefed several members of Congress on election fraud theories. He also publicly acknowledged contributing to the creation of a PowerPoint presentation that was given to, or described for, Republican Members of Congress on the eve of January 6th. According to reporting, he also participated in meetings at the Willard Hotel in early January 2021.

“Mr. Waldron reportedly played a role in promoting claims of election fraud and circulating potential strategies for challenging results of the 2020 election. He was also apparently in communication with officials in the Trump White House and in Congress discussing his theories in the weeks leading up to the January 6th attack. The document he reportedly provided to Administration officials and Members of Congress is an alarming blueprint for overturning a nationwide election. The Select Committee needs to hear from him about all these activities. We expect him to comply with the law and provide records and testimony as the Select Committee continues its work to get answers for the American people about January 6th, make legislative recommendations to strengthen our democracy, and help ensure nothing like that day ever happens again,” said Chairman Thompson.
