Poor countries are "hesitant" because they are being coerced into taking out loans to pay Pfizer for their shots. They are also being pressured into signing legal indemnity agreements to clear Pfizer of any liability.
Again, Pfizer is using international institutions to pressure poor countries into accepting loans with substantial risk to pay for delivery of their shots. Bourla is acting as a cartel chief. This is not a humanitarian endeavor. It's a blackmail operation.
