Because the governors/tribal leaders pushed it on them. Somebody was taking Federal money to vaccinate them. It was about the money not the shot.
NM is taking millions of infrastructure money to improve broadband on the reservations and give them water. Doesn't matter that money keeps getting thrown at those problems and they are never fixed. The tribal leaders pocket the money and kick back to the politicians.
