God has authority over everything, including govt.

Govt authority has limits ordained by God.
a. Govt is supposed to be God’s Servant, rewarding what God thinks is good, and punishing what God thinks is bad.
b. Govt authority is primarily to protect sinners from other sinners.
When the Govt is NOT acting as God's servant, then following God over Govt is what God requires. "Whether it be right in the sight of God to obey you rather than God, you judge"
