Kazakhstan unrest: Government calls for Russian help

Russian-led military troops will be deployed to help "stabilise" Kazakhstan amid anti-government demonstrations.

 

President Kassym-Jomart Tokayev called for support from the Collective Security Treaty Organization (CSTO) as nationwide unrest escalates.

 

The protests were first sparked by rising fuel prices, but have broadened to include other political grievances.

 

President Tokayev claimed the unrest was the work of foreign-trained "terrorist gangs".

 

However, Kate Mallinson, an expert on Central Asia at the foreign affairs think tank Chatham House in London, said the protests are "symptomatic of very deep-seated and simmering anger and resentment at the failure of the Kazhak government to modernise their country and introduce reforms that impact people at all levels".

 

The president has imposed a nationwide state of emergency that includes an overnight curfew and a ban on mass gatherings and has vowed a tough response to the protests.

 

In a televised speech in the early hours of Thursday, he said he had sought help from the CSTO - a military alliance made up of Russia and five ex-Soviet states to help stabilise the country.

 

Later on Wednesday the CSTO's chairman, Armenian Prime Minister Nikol Pashinyan, confirmed in a statement on Facebook that the alliance would send peacekeeping forces "for a limited period of time".

 

The US State Department said it is "closely following" the situation in Kazakhstan, with a spokesman urging restraint by authorities and protesters alike.

CONTEXT: Rare protests in a country that bans dissent

 

President Tokayev is only the second person to lead Kazakhstan since it declared independence in 1991. His election, in 2019, was condemned by the Organization for Security and Co-operation in Europe (OSCE) as showing scant respect for democratic standards.

 

Much of the anger on the streets, however, seems to have been aimed at his predecessor, Nursultan Nazarbayev, who has held a powerful national security role since stepping down. On Wednesday, he was fired in a bid to subdue the growing unrest.

 

Protesters had been heard chanting Mr Nazarbayev's name, while a video showing people attempting to pull down a giant bronze statue of the former leader has been shared online. According to BBC Monitoring, the now-dismantled monument appears to have stood in Taldykorgan, Mr Nazarbayev's home region.

 

Staff at Kazakhstan's main airport had to flee anti-government demonstrators, who have also targeted government buildings.

 

Protesters gathered at the mayor's office in Almaty before eventually storming it. Videos on social media showed a plume of smoke rising from the building, while gunfire could also be heard.

 

The city's police chief, Kanat Taimerdenov, said "extremists and radicals" had attacked 500 civilians and ransacked hundreds of businesses.

 

Water cannon were used against protesters in the western city of Aktobe. There are reports that security forces have sided with protesters in some places.

 

However, getting a clear picture of what is happening in the central Asian nation is proving difficult. The interior ministry released figures of reported casualties among the security forces, but there were no equivalent reports of any injuries or deaths among protesters amid what monitoring groups have described as a "nation-scale internet blackout".

 

Other attempts to end the protests, which began on Sunday when the government lifted the price cap on liquefied petroleum gas which many people use to power their cars, causing it to double in cost, have been made.

 

As well as Mr Nazarbayev's dismissal, the entire government has resigned.

Kazakh President Kassym-Jomart Tokayev plans to announce the resignation of the country’s government amid massive protests. About this in his Telegram channel reports the portal Zakon.kz with reference to information from its own sources on Wednesday, January 5.

 

“The President of the Republic of Kazakhstan, Kassym-Zhomart Tokayev, plans to announce the resignation of the government in the morning,” the message says.

 

It is also noted that the protesters in Almaty dispersed.

Earlier it was reported that Tokayev introduced a state of emergency in Almaty and Mangistau region until January 19. Massive protests began in Kazakhstan after a jump in prices for liquefied gas.

House Republican leaders are targeting House Speaker Nancy Pelosi (D-CA) over the January 6 riot, saying she refuses to respond to their questions about security at the U.S. Capitol and that her select committee is in fact a “cover-up” for the speaker’s missteps surrounding the riot.

 

Four Republicans, led by GOP Conference chair Rep. Elise Stefanik (R-NY), held a press call Monday to deliver the party’s messaging on the riot, which Pelosi is currently probing through her Democrat-led select committee.

 

“This partisan sham committee is not focused on answering the most important questions of why the Capitol was left unprepared that day and how we can ensure this never happens again,” Stefanik began.

 

“Most importantly, the American people deserve to know what the mainstream media refuses to cover: The fact that the only office that is off-limits to this partisan sham investigation is Speaker Pelosi’s office,” Stefanik continued. “This is a political weapon, and it’s used to cover up for Nancy Pelosi’s failures.”

 

House Administration Committee ranking member Rep. Rodney Davis (R-IL), who was also on the call, detailed a letter he wrote to Pelosi on Monday demanding the security officials who ultimately report to her — the House Sergeant-at-Arms and the House Chief Administrative Officer — comply with Republican requests for information about how the Capitol was protected on January 6.

 

In his letter, Davis accused Pelosi of continuing to “obstruct Republican access to House records relating to the security preparedness of the Capitol complex on January 6th, 2021.”

 

He also cited letters he sent early last year to both security officials and Pelosi that he said went unaddressed, but he added that a third security entity, the U.S. Capitol Police (USCP), was immediately responsive to his initial letter.

 

In his new letter, the Illinois Republican highlighted that former USCP Chief Steven Sund and former Sergeant-at-Arms Paul Irving had “conflicting” accounts about what occurred leading up to and during the January 6 riot, namely whether Irving rejected Sund’s request for National Guard presence on January 6 because he was worried about the “optics” of it and who in the “chain of command” was directing Irving as the Capitol breach occurred.

Judiciary Committee ranking member Rep. Jim Jordan (R-OH), a known oversight hawk who also joined in on Monday’s call, told reporters that the conflicting testimonies between USCP and the Sergeant-at-Arms represent a “fundamental issue” given USCP was fully compliant with Davis’s requests while the Sergeant-at-Arms, who reports to Pelosi, has not been.

 

Jordan also drew attention to January 6 committee chair Rep. Bennie Thompson’s (D-MS) comment to CNN last July, when Thompson essentially absolved Pelosi of any and all responsibility for the January 6 riot. “Well, if you look at the charge that we have in the resolution, it says the facts and circumstances around January 6. I don’t see the speaker being part and parcel to that,” Thompson had said.

 

Rep. Jim Banks (R-IN), chair of the Republican Study Committee tasked with crafting and delivering GOP talking points, also spoke on the call and noted that House Republicans are pursuing their own informal investigation and have conducted “numerous interviews” with USCP officers and others with a “role related to security” at the Capitol.

“We keep hearing a repeated theme,” Banks said, explaining that “policy and personnel changes that occurred in November [2020],” the intelligence gathering and dissemination process, and USCP officers being ill-equipped to manage a riot are consistent topics broached in their interviews.

 

“We hope in the months to come to release our findings in a more formal manner, and with that make policy recommendations,” Banks said.

 

Several reporters from right-leaning outlets, including Fox News, the Daily Caller, and the Washington Examiner, joined the call, as well as former House Speaker Newt Gingrich, who is a Fox contributor.

 

Gingrich reminded Republicans that with the midterms approaching and a potential GOP majority on the horizon, “one of the benchmarks” they could set is to “formally instruct all the various officers and people that you want them to preserve everything” in preparation for a “genuinely nonpartisan effort to review all of this once you’re in charge since this [January 6 committee] is so clearly an absurd and totally partisan approach.”

 

One outlet not on the call, D.C. insider Politico, complained later on Monday that Stefanik “cherry picked reporters” to participate. “I wasn’t allowed on call nor were others,” Politico congressional reporter Olivia Beavers wrote on Twitter.

Breitbart News reached out to Pelosi’s office for comment on Republicans’ claims against her, and her office pointed to Administration Committee chair Rep. Zoe Lofgren’s (D-CA) statement on Monday responding to Davis’s letter, which she described as “pure revisionist fiction.”

 

“The Chief Administrative Officer and House Sergeant at Arms have already notified Ranking Member Davis they are complying with preservation requests and will fully cooperate with various law enforcement investigations and bonafide Congressional inquiries,” Lofgren said.

 

“Today’s letter is yet another attempt by the minority party to distract and deflect,” Lofgren contended, adding that Democrats will “continue to examine” the January 6 riot and “identify lessons learned, and recommend laws, policies, procedures, rules, or regulations necessary to protect our republic in the future.”

Elias is the main election lawyer for the Democratic Party nationwide and has worked closely with national party leaders.

 

Liberal groups — one even calling itself “Free Speech For People” — are following suit. In a press statement Wednesday, they said:

 

Nonprofit public interest organizations Free Speech For People and Our Revolution today announced a partnership to urge Secretaries of State to bar elected officials who engaged in the January 6, 2021 insurrection from appearing on any future ballot.

 

 

“Secretaries of State have a duty to ensure that candidates who seek to appear on their state ballots meet the constitutional qualifications for serving in public office,” says Alexandra Flores-Quilty, Campaign Director for Free Speech For People, “Those who violated their oath of office by engaging in the violent January 6th insurrection do not meet these terms. Thus, we are urging election officials to make clear that insurrectionists such as President Trump and his Congressional allies are barred from ever again holding public office, as is required under the 14th Amendment to the US Constitution.”

 

“On many levels, our democracy is under threat, and grassroots activists are ready to stand up to defend it,” said Paco Fabián, Director of Campaigns for Our Revolution. “We need to demand that our election officers follow the rule of law and ensure that current and former elected officials who participated in the January 6th insurrection are barred from appearing on any future ballot.”

 

Anyone who assisted President Donald Trump’s team in encouraging challenges to the election results in Congress is defined as “participating” in the insurrection, according to the coalition, which cites a Rolling Stone report as its source, and names several incumbent Republican members of Congress whom it would disqualify for doubting the 2020 election results.

 

Some Democrats have already begun demanding the disqualification of Republicans who merely signed legal briefs supporting election challenges in the courts. As liberal constitutional scholar Jonathan Turley, who opposes the disqualification effort, noted recently, the U.S. vehemently opposes such efforts in other countries, such as Iran.

 

Moreover, as has been shown repeatedly, many Democrats have objected to the certification of election results in the past, and Elias himself led the Democrats’ effort to plant the idea that Trump’s election in 2016 was illegitimate because of “Russia collusion.”

 

According to the Democrats’ new standard, many of their own — including President Joe Biden — would be disqualified.
