Kazakhstan unrest: Government calls for Russian help

Russian-led military troops will be deployed to help "stabilise" Kazakhstan amid anti-government demonstrations.

 

President Kassym-Jomart Tokayev called for support from the Collective Security Treaty Organization (CSTO) as nationwide unrest escalates.

 

The protests were first sparked by rising fuel prices, but have broadened to include other political grievances.

 

President Tokayev claimed the unrest was the work of foreign-trained "terrorist gangs".

 

However, Kate Mallinson, an expert on Central Asia at the foreign affairs think tank Chatham House in London, said the protests are "symptomatic of very deep-seated and simmering anger and resentment at the failure of the Kazhak government to modernise their country and introduce reforms that impact people at all levels".

 

The president has imposed a nationwide state of emergency that includes an overnight curfew and a ban on mass gatherings and has vowed a tough response to the protests.

 

In a televised speech in the early hours of Thursday, he said he had sought help from the CSTO - a military alliance made up of Russia and five ex-Soviet states to help stabilise the country.

 

Later on Wednesday the CSTO's chairman, Armenian Prime Minister Nikol Pashinyan, confirmed in a statement on Facebook that the alliance would send peacekeeping forces "for a limited period of time".

 

The US State Department said it is "closely following" the situation in Kazakhstan, with a spokesman urging restraint by authorities and protesters alike.

 

BACKGROUND: Kazakhstan country profile

 

CONTEXT: Rare protests in a country that bans dissent

 

President Tokayev is only the second person to lead Kazakhstan since it declared independence in 1991. His election, in 2019, was condemned by the Organization for Security and Co-operation in Europe (OSCE) as showing scant respect for democratic standards.

 

Much of the anger on the streets, however, seems to have been aimed at his predecessor, Nursultan Nazarbayev, who has held a powerful national security role since stepping down. On Wednesday, he was fired in a bid to subdue the growing unrest.

 

Protesters had been heard chanting Mr Nazarbayev's name, while a video showing people attempting to pull down a giant bronze statue of the former leader has been shared online. According to BBC Monitoring, the now-dismantled monument appears to have stood in Taldykorgan, Mr Nazarbayev's home region.

 

Staff at Kazakhstan's main airport had to flee anti-government demonstrators, who have also targeted government buildings.

 

Protesters gathered at the mayor's office in Almaty before eventually storming it. Videos on social media showed a plume of smoke rising from the building, while gunfire could also be heard.

 

The city's police chief, Kanat Taimerdenov, said "extremists and radicals" had attacked 500 civilians and ransacked hundreds of businesses.

 

Water cannon were used against protesters in the western city of Aktobe. There are reports that security forces have sided with protesters in some places.

 

However, getting a clear picture of what is happening in the central Asian nation is proving difficult. The interior ministry released figures of reported casualties among the security forces, but there were no equivalent reports of any injuries or deaths among protesters amid what monitoring groups have described as a "nation-scale internet blackout".

 

Other attempts to end the protests, which began on Sunday when the government lifted the price cap on liquefied petroleum gas which many people use to power their cars, causing it to double in cost, have been made.

 

As well as Mr Nazarbayev's dismissal, the entire government has resigned.

Kazakh President Kassym-Jomart Tokayev plans to announce the resignation of the country’s government amid massive protests. About this in his Telegram channel reports the portal Zakon.kz with reference to information from its own sources on Wednesday, January 5.

 

“The President of the Republic of Kazakhstan, Kassym-Zhomart Tokayev, plans to announce the resignation of the government in the morning,” the message says.

 

It is also noted that the protesters in Almaty dispersed.

Members of Congress are seeking to pass H.R. 550, which would enable the federal government to track Americans’ vaccination status, infringing upon their privacy.

H.R. 550, the Immunization Infrastructure Modernization Act of 2021, is sponsored by Rep. Ann Kuster D-NH and cosponsored by 14 representatives. The bill passed the House by a 294-130 vote on November 30, 2021, and it is currently pending in the Senate.

If enacted, H.R. 550 would spend $400 million for “immunization system data modernization and expansion,” and to “[expand] CDC and [state and local] Public Health Department Capabilities.”

 

Specifically, H.R. 550 would require the Secretary of Health and Human Services (HHS) to create national standards for vaccine database records — it authorizes the use of grants to pressure state and local officials to adopt these standards. Additionally, the bill requires that states make their databases accessible to the federal government, “non-governmental entities,” and “other persons.”

These state vaccine databases — called immunization information systems (IIS) — that the federal government would have access to and that would be expanded under H.R. 550, “remind patients when they are due for a recommended vaccine,” among other functions. H.R. 550 includes other provisions that empower the federal government and infringe upon Americans’ privacy.

 

Additionally, H.R. 550 allows the HHS to use fascist-style public-private partnerships to implement the bill’s provisions.

 

H.R. 550 represents a serious erosion of medical privacy and yet another socialist, unconstitutional enlargement of federal power. First and foremost, the U.S. Constitution does not delegate any public health-related powers to the federal government. The only powers that Congress has are specifically enumerated in Article I, Section 8. Under the 10th Amendment, these powers are reserved to the states and the people.

 

Additionally, H.R. 550 opens the door to a federal vaccine database and, by extension, the coercion and punishment of those who do not abide by the government’s wishes. Although the bill’s sponsors and supporters claim that the bill has “guardrails” against government tracking, Biden’s own HHS secretary, Xavier Becerra, has claimed that it is “absolutely the government’s business” to know who has received the COVID shot.

House Republican leaders are targeting House Speaker Nancy Pelosi (D-CA) over the January 6 riot, saying she refuses to respond to their questions about security at the U.S. Capitol and that her select committee is in fact a “cover-up” for the speaker’s missteps surrounding the riot.

 

Four Republicans, led by GOP Conference chair Rep. Elise Stefanik (R-NY), held a press call Monday to deliver the party’s messaging on the riot, which Pelosi is currently probing through her Democrat-led select committee.

 

“This partisan sham committee is not focused on answering the most important questions of why the Capitol was left unprepared that day and how we can ensure this never happens again,” Stefanik began.

 

“Most importantly, the American people deserve to know what the mainstream media refuses to cover: The fact that the only office that is off-limits to this partisan sham investigation is Speaker Pelosi’s office,” Stefanik continued. “This is a political weapon, and it’s used to cover up for Nancy Pelosi’s failures.”

 

House Administration Committee ranking member Rep. Rodney Davis (R-IL), who was also on the call, detailed a letter he wrote to Pelosi on Monday demanding the security officials who ultimately report to her — the House Sergeant-at-Arms and the House Chief Administrative Officer — comply with Republican requests for information about how the Capitol was protected on January 6.

 

In his letter, Davis accused Pelosi of continuing to “obstruct Republican access to House records relating to the security preparedness of the Capitol complex on January 6th, 2021.”

 

He also cited letters he sent early last year to both security officials and Pelosi that he said went unaddressed, but he added that a third security entity, the U.S. Capitol Police (USCP), was immediately responsive to his initial letter.

 

In his new letter, the Illinois Republican highlighted that former USCP Chief Steven Sund and former Sergeant-at-Arms Paul Irving had “conflicting” accounts about what occurred leading up to and during the January 6 riot, namely whether Irving rejected Sund’s request for National Guard presence on January 6 because he was worried about the “optics” of it and who in the “chain of command” was directing Irving as the Capitol breach occurred.

Judiciary Committee ranking member Rep. Jim Jordan (R-OH), a known oversight hawk who also joined in on Monday’s call, told reporters that the conflicting testimonies between USCP and the Sergeant-at-Arms represent a “fundamental issue” given USCP was fully compliant with Davis’s requests while the Sergeant-at-Arms, who reports to Pelosi, has not been.

 

Jordan also drew attention to January 6 committee chair Rep. Bennie Thompson’s (D-MS) comment to CNN last July, when Thompson essentially absolved Pelosi of any and all responsibility for the January 6 riot. “Well, if you look at the charge that we have in the resolution, it says the facts and circumstances around January 6. I don’t see the speaker being part and parcel to that,” Thompson had said.

 

Rep. Jim Banks (R-IN), chair of the Republican Study Committee tasked with crafting and delivering GOP talking points, also spoke on the call and noted that House Republicans are pursuing their own informal investigation and have conducted “numerous interviews” with USCP officers and others with a “role related to security” at the Capitol.

Life-extending prostate drug is ruled out for NHS use as officials deem it's not worth the money

 

A life-extending prostate cancer drug has been rejected for use on the NHS after officials ruled it is not worth the money.

 

The innovative drug is the first ‘precision treatment’ for the disease, which treats men based on the genetic make-up of their cancer.

 

It has already been approved for use in Scotland but will not be available to men in England and Wales.

 

The National Institute for Health and Care Excellence (Nice) said evidence on the benefits of olaparib is uncertain and approving it would not be a good use of NHS funds.

 

The drug has a list price of £2,317.50 per pack of 56 tablets - enough for 14 days use - and an average course of treatment costs £37,491.

 

The 2019 PROfound trial found that men treated with olaparib lived 7.4 months before their cancer progressed, compared with 3.6 months when they received ‘one size fits all’ hormonal treatments.

 

Dr Matthew Hobbs, of Prostate Cancer UK, said the charity was ‘extremely disappointed’ but was working with Nice on the issues raised.

 

Johann De Bono, professor of experimental cancer medicine at the ICR and leader of the PROfound trial, said: ‘Olaparib is a precision drug that can extend life for men with some mutations in their tumours while sparing them the side-effects of chemotherapy.

 

‘I was delighted when olaparib was approved for NHS patients in Scotland earlier this year - and it’s disappointing that this decision means their counterparts in England and Wales will miss out on such a valuable new treatment option.

 

‘It’s an example of the barriers that exist to making innovative drugs available at prices that the NHS can afford and is going to result in postcode prescribing across the UK.

 

Nice looked at people who had already had treatment with the hormone therapies abiraterone or enzalutamide.

 

The current treatment for prostate cancer that has spread and no longer responds to hormone therapy is chemotherapy with docetaxel, cabazitaxel or radium-223 dichloride.

 

Nice said that clinical trial evidence shows that people taking olaparib have more time before their disease gets worse and live longer overall than people having retreatment with abiraterone or enzalutamide.

 

However, it said retreatment with abiraterone or enzalutamide is not considered effective and is not standard care in the NHS.

Breitbart News reached out to Pelosi’s office for comment on Republicans’ claims against her, and her office pointed to Administration Committee chair Rep. Zoe Lofgren’s (D-CA) statement on Monday responding to Davis’s letter, which she described as “pure revisionist fiction.”

 

“The Chief Administrative Officer and House Sergeant at Arms have already notified Ranking Member Davis they are complying with preservation requests and will fully cooperate with various law enforcement investigations and bonafide Congressional inquiries,” Lofgren said.

 

“Today’s letter is yet another attempt by the minority party to distract and deflect,” Lofgren contended, adding that Democrats will “continue to examine” the January 6 riot and “identify lessons learned, and recommend laws, policies, procedures, rules, or regulations necessary to protect our republic in the future.”

Some Democrats are using the anniversary of last year’s Capitol riot on January 6 to launch an effort to win the 2022 midterm elections by disqualifying Republicans who supported the effort to challenge the 2020 elections results as “insurrectionists.”

 

The effort, spearheaded by Russia hoaxer Marc Elias, aims to use a provision of the post-Civil War 14th Amendment that was crafted to disqualify former Confederates or anyone who “shall have engaged in insurrection or rebellion against the same, or given aid or comfort to the enemies thereof” from holding federal office. Elias has pushed the effort for months:

Anyone who assisted President Donald Trump’s team in encouraging challenges to the election results in Congress is defined as “participating” in the insurrection, according to the coalition, which cites a Rolling Stone report as its source, and names several incumbent Republican members of Congress whom it would disqualify for doubting the 2020 election results.

 

Some Democrats have already begun demanding the disqualification of Republicans who merely signed legal briefs supporting election challenges in the courts. As liberal constitutional scholar Jonathan Turley, who opposes the disqualification effort, noted recently, the U.S. vehemently opposes such efforts in other countries, such as Iran.

 

Moreover, as has been shown repeatedly, many Democrats have objected to the certification of election results in the past, and Elias himself led the Democrats’ effort to plant the idea that Trump’s election in 2016 was illegitimate because of “Russia collusion.”

 

According to the Democrats’ new standard, many of their own — including President Joe Biden — would be disqualified.

CDC urges Covid-19 booster shots for children as young as 12

 

Today, CDC is endorsing the Advisory Committee on Immunization Practices’ (ACIP) recommendation to expand eligibility of booster doses to those 12 to 15 years old. CDC now recommends that adolescents age 12 to 17 years old should receive a booster shot 5 months after their initial Pfizer-BioNTech vaccination series.

 

Data show that COVID-19 boosters help broaden and strengthen protection against Omicron and other SARS-CoV-2 variants. ACIP reviewed the available safety data following the administration of over 25 million vaccine doses in adolescents; COVID-19 vaccines are safe and effective.

 

At this time, only the Pfizer-BioNTech COVID-19 vaccine is authorized and recommended for adolescents aged 12-17.

UNSC Likely to Discuss Sudan as Military Coup Gov Struggles to Replace Resigned PM Hamdok

 

When Abdallah Hamdok resigned as Sudan’s prime minister on Sunday, it left the country’s ruling military government in a bind, as he had been the civilian figurehead legitimizing the October 25 coup. However, simply appointing another civilian might not be so simple.

“My acceptance of the assignment to the position of prime minister was on the basis of a political consensus between the civilian and military components, which I had preached as a unique Sudanese model,” Hamdok said on Sunday as he announced his resignation on state television. “But it did not survive with the same degree of commitment and harmony with which it began.”

Hamdok had been appointed in 2019 to head the joint civilian-military Sovereign Council established after a popular uprising overthrew longtime military leader Omar al-Bashir. The council reflected the still-strong power of the military, which was led by men who had been close to Bashir and were reluctant to see the system change significantly, and the powerful pro-democracy groups that organized millions during months of protests that Bashir’s government had brutally repressed.

On November 21, Hamdok reached an agreement with Gen. Abdel Fattah al-Burhan, the head of the council after Hamdok had been arrested and placed in house arrest a month earlier, to return to office if he formed a "technocratic" and "non-partisan" Cabinet. In turn, Burhan agreed not to meddle in Hamdok’s appointments - a deal Hamdok said the military had broken, causing him to resign.

However, a senior member of the Forces of Freedom and Change (FFC), one of the most powerful pro-democracy groups, told Axios on Wednesday that the real reason was that Hamdok knew his new cabinet would not be accepted by the protest movement, which already viewed his return to office as a fig leaf disguising military rule.

Burhan can’t simply appoint a new puppet to Hamdok’s office, though: a group of Western powers and the European Union said on Tuesday they “will not support a Prime Minister or government appointed without the involvement of a broad range of civilian stakeholders.”

Some reports have suggested that Burhan has already approached Ibrahim Elbadawi, a former finance minister under Hamdok, to head the government. Elbadawi is the director of the Economic Research Forum think tank in Egypt and has worked in a wide variety of finance positions in Dubai, Nairobi, and at the World Bank.

Nor can the military continue along its path since October of brutally repressing the mass protests without significant penalties, either: hanging over the heads of any government in Khartoum is the billions foreign aid sent to Sudan since Bashir’s ouster, including the $700 million terminated by the US on October 25.

However, some suggested it might still try, using the militant response it’s likely to provoke from the protesters as an excuse to crack down even harder.

“The military wants the streets to lose credibility, so that they can say that they’re putting down a violent insurgency,” Kholood Khair, the managing partner of Khartoum-based think tank Insight Strategy Partners, told Al Jazeera on Wednesday. “They could then call the violence whatever they want. They could stick a label of terrorism on it.”

At least 57 protesters have been killed by security forces since the October 25 coup, and protesters have mounted 11 “March of Millions” demonstrations against the coup in that time.

Also on Wednesday, Mona Julla, Norway's Ambassador to the United Nations and chair of the UN Security Council, said the council was likely to discuss the situation in Sudan next week - its earliest opportunity to do so.

A modified virus being used in four COVID-19 vaccine contenders — called adenovirus 5 (Ad5) — has been shown to increase transmission of the AIDS virus in the past, the researchers wrote in a “cautionary tale” published in The Lancet medical journal Monday.

 

Adenoviruses — a group of common viruses which can cause a range of illnesses, including the common cold — are sometimes genetically engineered and used to create inoculations.

 

But the Ad5 strain used in a potential HIV vaccination a decade ago was found to make some men more vulnerable to HIV in placebo-controlled trials, according to Science Magzine.
