Reporter finally pointed out to Psaki that nobody has ever been charged with 'insurrection' for January 6th, and asked if Biden wants people charged with that particular crime. She says that he wants the Justice Department to act independently, and would not directly acknowledge the lack of any prosecution that would support a claim of an 'insurrection'.
