Trump talked about this in campaign speeches. US universities train foreign students, but they are not allowed to stay in the US after graduation. Best & brightest are shown the door while the riff raff just walks across the southern border.
Chinese talent scouts are in the schools looking for the students the US will eventually kick out, or profs are paid head hunter premiums for dircting their best students to the Chinese. This is just a war on competency in the US. Any competent US grads are attacked by the SJWs if they are successful, and the talented but financially less skillful are bound to grants that have strings attached, as well as a bias in the outcomes that grant givers will accept.
This really isn't a H-1B issue, as I see it. Visas should be awarded for merit. It should be like pro sports, where the best athletes in the world are offered contracts. The one that exists now is a system is like one that would replace the run of the mill players with lower cost ones to save money, so what if the team sucks. It's abused.
