Liver-branding surgeon Simon Bramhall struck off medical register

A surgeon who branded his initials on two patients' livers has been struck off the medical register.

Simon Bramhall admitted using an argon beam machine to autograph the organs in 2013 while working at Birmingham's Queen Elizabeth Hospital.

Reviewing the case, the Medical Practitioners Tribunal Service (MPTS) said it was an "act borne out of a degree of professional arrogance".

It said his actions "undermined" public trust in the medical profession.

In December 2017, Bramhall, of Tarrington, Herefordshire, admitted two counts of assault by beating at Birmingham Crown Court and the following year was fined £10,000.

Bramhall had in December 2020 been suspended from the profession for at least five months, but a report from the latest tribunal on Monday said a review hearing on 4 June found his fitness to practise was no longer impaired by reason of his criminal convictions and the suspension order was revoked.

The General Medical Council (GMC) also appealed against the suspension decision and a High Court judge, the report said, quashed the sanction, with the matter then resubmitted to MPTS for its consideration.

On Monday, MPTS found Bramhall's actions "breached" the trust between patient and doctor, and he was struck off.

'Gross violation'

Although, the tribunal said, it "accepted that no lasting physical damage was caused to either patient", Bramhall's actions had caused one of them "significant emotional harm".

It also noted Bramhall was of "previous good character" but erasure from the medical register was the "proportionate sanction" as the "overall context of providing life-saving care" did not mitigate against "Mr Bramhall's gross violation of his patients' dignity and autonomy".

Following the tribunal hearing, an immediate suspension order was put in place to cover a 28-day appeals period.

His actions came to light when 1.6-inch (4cm) initials were discovered by another doctor on an organ that had been transplanted by Bramhall and failed about a week after the operation.

Bramhall resigned from his job at the Birmingham hospital in 2014.

https://en.wikipedia.org/wiki/Nur-Sultan

Nur-Sultan has become a platform for high-profile diplomatic talks and summits on critical global issues. Nur-Sultan has hosted multiple rounds of talks between the Syrian Arab Republic government led by Bashar al-Assad and Syrian opposition. The 12th Ministerial Conference of the World Trade Organization (WTO) is to be held there in 2020. Since 2003, Nur-Sultan has hosted the Congress on World and Traditional Religions, which is a diverse gathering of religious leaders to discuss religious harmony and ending terrorism and extremism.

On 6 May 1998, it was renamed to Astana, which means "capital city" in Kazakh. On 20 March 2019, the capital was renamed from Astana to its current name Nur-Sultan in honor of the long-ruling Kazakh President Nursultan Nazarbayev, shortly after his resignation. Nur-Sultan (нұр-сұлтан) can be read literally as "radiant sultan" in the Kazakh language.

The Virgin Lands campaign ('reclamation of tselina') was Nikita Khrushchev's 1953 plan to dramatically boost the Soviet Union's agricultural production in order to alleviate the food shortages plaguing the Soviet populace.

https://en.wikipedia.org/wiki/Tselina

Tselina or virgin lands ('whole lands') is an umbrella term for underdeveloped, scarcely populated, high-fertility lands often covered with the chernozem soil. The lands were mostly located in the steppes of the Volga region, Northern Kazakhstan and Southern Siberia.

https://en.wikipedia.org/wiki/Chernozem

Chernozem ('black ground') is a black-colored soil containing a high percentage of humus (4% to 16%) and high percentages of phosphoric acids, phosphorus, and ammonia. Chernozem is very fertile and can produce high agricultural yields with its high moisture storage capacity. Chernozems are also a Reference Soil Group of the World Reference Base for Soil Resources (WRB).

https://en.wikipedia.org/wiki/Great_Leap_Forward

The Great Leap Forward (Second Five Year Plan) of the People's Republic of China (PRC) was an economic and social campaign led by the Chinese Communist Party (CCP) from 1958 to 1962. Chairman Mao Zedong launched the campaign to reconstruct the country from an agrarian economy into a communist society through the formation of people's communes. Mao decreed that efforts to multiply grain yields and bring industry to the countryside should be increased. Local officials were fearful of Anti-Rightist Campaigns and they competed to fulfill or over-fulfill quotas which were based on Mao's exaggerated claims, collecting non-existent "surpluses" and leaving farmers to starve. Higher officials did not dare to report the economic disaster which was being caused by these policies, and national officials, blaming bad weather for the decline in food output, took little or no action. Millions of people died in China during the Great Leap, with estimates ranging from 15 to 55 million, making the Great Chinese Famine the largest or second-largest famine in human history.

The major changes which occurred in the lives of rural Chinese people included the incremental introduction of mandatory agricultural collectivization. Private farming was prohibited, and those people who engaged in it were persecuted and labeled counter-revolutionaries. Restrictions on rural people were enforced with public struggle sessions and social pressure, and forced labor was also exacted from people. Rural industrialization, while officially a priority of the campaign, saw "its development … aborted by the mistakes of the Great Leap Forward". The Great Leap was one of two periods between 1953 and 1976 in which China's economy shrank. Economist Dwight Perkins argues that "enormous amounts of investment only produced modest increases in production or none at all. … In short, the Great Leap was a very expensive disaster".

In 1959, Mao Zedong ceded day-to-day leadership to pragmatic moderates like Liu Shaoqi and Deng Xiaoping and the CCP studied the damage which was done at conferences which it held in 1960 and 1962, especially at the "Seven Thousand Cadres Conference". Mao did not retreat from his policies, instead, he blamed problems on bad implementation and "rightists" who opposed him. He initiated the Socialist Education Movement in 1963 and the Cultural Revolution in 1966 in order to remove opposition and re-consolidate his power. In addition, dozens of dams constructed in Zhumadian, Henan during the Great Leap Forward collapsed in 1975 (under the influence of Typhoon Nina) and resulted in the 1975 Banqiao Dam failure, with a death toll which ranged from tens of thousands to 240,000.

https://en.wikipedia.org/wiki/1975_Banqiao_Dam_failure

The 1975 Banqiao Dam failure was the collapse of the Banqiao Dam and 61 other dams in Henan, China, under the influence of Typhoon Nina in August 1975. The dam collapse created the third-deadliest flood in history which affected a total population of 10.15 million and inundated around 30 cities and counties of 12,000 square kilometers (or 3 million acres), with an estimated death toll ranging from 26,000 to 240,000. The flood also caused the collapse of 5 million to 6.8 million houses. The dam failure took place during the Cultural Revolution when most people were busy with it. The Chinese Communist Party (CCP) as well as the Chinese government subsequently concealed the details of the disaster until the 1990s, when The Great Floods in China's History, a book prefaced by Qian Zhengying who served as the Minister of Water Resources of China in the 1970s and 1980s, revealed details of the disaster to the public for the first time.

There are widespread oral reports, though little official documentation, of human cannibalism being practiced in various forms as a result of the famine. Due to the scale of the famine, some have speculated that the resulting cannibalism could be described as "on a scale unprecedented in the history of the 20th century".

Then I looked, and there before me was the Lamb, standing on Mount Zion, and with him 144,000 who had his name and his Father’s name written on their foreheads. And I heard a sound from heaven like the roar of rushing waters and like a loud peal of thunder. The sound I heard was like that of harpists playing their harps. And they sang a new song before the throne and before the four living creatures and the elders. No one could learn the song except the 144,000 who had been redeemed from the earth. These are those who did not defile themselves with women, for they remained virgins. They follow the Lamb wherever he goes. They were purchased from among mankind and offered as firstfruits to God and the Lamb. No lie was found in their mouths; they are blameless.
