Putin wants Ukraine to blink first, making the West look like the aggressors. However, if Putin moves first, NATO/US will be able to justify coming to Ukraine's aid.
How long can Ukraine stand the heat before calling on Joe to do something? The longer Biden lets Putin get away with encroachment, the weaker Biden looks. Putin has the better hand and knows it. He just has to time it correctly.
