At discretion of BO. If anons see something BO should put in his Globals that's a direct request to BO, not a nomination imho. Globals exist, again imho, for BO to communicate rules policies refereeing, whatever BO has to communicate.
If it's left to anons to notable I think the best stuff will bubble up and the rest will be pruned, at least from what I remember of how it worked before.
