I can't rule that out, either, especially if you go with Trump intentionally wanting to hand over the WH. Figure DS laid all kinds of land mines for term 2 and Trump let Brandon "handle" them . Best scenario is Trump returning as SOH and impeaching Brandon's incompetent ass, anyway, AFAIC.
Could be an angle that Pence set up a condition that forced DS to commit a crime in order to try to stop it. Thinking of Miller (secdef) (I think) praising Pence for his leadership on the greatest military incursion ever, or something similar.
Trying to change the VP rule now might be to plug that hole so they don't get trapped again or maybe they want it retroactive in case Trump returns. Makes no sense to me to change a rule like that with a dem currently as VP.
