That poster is saying the law doesn't say Pence can do what Trump asked him to do. Point to be made is, if you ask me, is that the law doesn't say he can't.
It has been done before by Jefferson and by Nixon. Jefferson took electors to make himself president, Nixon gave electors for himself to Kennedy. It was shown after the fact that Nixon didn't win Hawaii, but electors had been certified already, I think. Wouldn't have changed the outcome.
Bottom line is VP has plenary power as President of the Senate. My guess is that if it isn't expressly forbidden, he can do what he wants. Request was to send electors for questionable states back, which also isn't screechingly unreasonable, IMO.
Not sure about the proposed rule change, but if it has to do with expressly forbidding the VP to reject electors, then I'd have to assume the VP can do it as the law is written now.
