Yeah, I'm pretty sure that's illegal. The US Senate has to vote on all treaties with foreign entities. And the UN is still a foreign entity. The Constitution is clear on the matter. ONLY the US government can make treaties and agreements with foreigners. The states have ceded that right. The cities have never had that right.
