The horses should have never been sent in. These horses are at least part draft so bigger than normal, some riders are using two hands to try to control them, and unless a horse has gone through a lot of training and maybe a sedative, this is a scary situation for them.

To add, when scared, it's flight or fight. There is a reason horses were given swiftness. First instinct is flight.

I don't see these horses under very good control.
