Woodpecker was more of a carefully modulated extremely high power HF directional radio antenna array being used as an OTHR, with modulation in the brainwave spectrum. A funtionality clearly designed into it and since it overshot uninhabitated domestic territory and aimed across the center of N. America, it's easy to infer it's target. Spotting aircraft and missiles in flight would be a secondary, if plausible capability.
