My bet is that Zelensky had already shut them down. Maybe had friendlies surround them one night after everyone went home. Quick, easy, little risk.

And… such a bold move by Zelensky would have been an immediate tipoff to Bidan as to where his allegience was, and that the Russians must be about to invade - Bidan would know that Zelensky would risk a counter unless the Russians were physically present to defend his move. So, a Zelensky move like that would explain why Bidan was adamant the Russians would invade.

In any event, I think it is clear Zelensky is already in a deal with the Russians.
