A July 17, 2014 report drafted by the Viral Hemorrhagic Fever Consortium, accused Metabiota Inc. of failing to abide by an existing agreement on how to report test results and for bypassing the Sierra Leonean scientists working there. The report also raised the possibility that Metabiota was culturing blood cells at the lab, something the report said was dangerous, as well as misdiagnosing healthy patients. All of those allegations were denied by Metabiota.

 

Military Experiments on biting insects

 

Entomological warfare is a type of biological warfare that uses insects to transmit diseases. The Pentagon has allegedly performed such entomological tests in Georgia and Russia.In 2014 The Lugar Center was equipped with an insect facility and launched a project “Raising Awareness about Barcoding of Sand Flies in Georgia and Caucasus”. The project covered a larger geographic area outside of Georgia – Caucasus. In 2014-2015 Phlebotomine sand fly species were collected under another project “Surveillance Work on Acute Febrile Illness” and all (female) sand flies were tested to determine their infectivity rate.A third project, also including __sand flies __collection, studied the characteristics their salivary glands.

As a result Tbilisi has been infested with biting flies since 2015. These biting insects live indoors, in bathrooms, all year long, which was not the typical behaviour of these species in Georgia previously (normally the Phlebotomine fly season in Georgia is exceptionally short – from June to September). Local people complain of being bitten by these newly appeared flies while naked in their bathrooms. They also have a strong resistance to cold and can survive even in the sub-zero temperatures in the mountains.

 

Biting Flies in Dagestan, Russia

 

Since the start of the Pentagon project in 2014 flies similar to those in Georgia have appeared in neighboring Dagestan (Russia). According to local people, they bite and cause rashes. Their breeding habitats are house drains.

It has been many, many years since I have seen all of you. My son is

graduating from High School this May, and I thought I could use this

announcement as an opportunity to reach out and say hello. Matthew, my son,

has not yet decided what he wants to do after School. He is leaning towards

a technical school, but he is taking his SAT just in case he decides to go

to a college. Earl and Lois are doing well. Mom is in recovery from surgery

slowly. Dad stays busy in the yard. He does not get out hunting and fishing

as much as he wants, but my husband says he can still out fish everyone.

I'm sending a few photos of everyone. I hope that we all will meet again

one day.

Philip Mark Breedlove (born September 21, 1955) is a four-star General in the United States Air Force who serves as the Commander, U.S. European Command, as well as the 17th Supreme Allied Commander Europe (SACEUR) of NATO Allied Command Operations. He previously served as the Commander, U.S. Air Forces Europe, which he concurrently served as Commander, U.S. Air Forces Africa, Commander, Air Component Command, Ramstein, and Director, Joint Air Power Competence Center. He previously served as the 36th Vice Chief of Staff of the United States Air Force from January 14, 2011, to July 27, 2012. On 10 May 2013, in a ceremony in Stuttgart, Germany, Breedlove took over the command of USEUCOM. Three days later, on May 13, 2013, he assumed command as SACEUR.

On 11 March 2016 NATO’s Atlantic Council designated US Army General Curtis Scaparrotti as Breedlove’s successor.

 

Starting in May 1993, Breedlove was the commander of the 80th Fighter Squadron at Kunsan Air Base, South Korea. This position lasted until July 1994, when he became a student at the National War College, Fort Lesley J. McNair, Washington D.C.. In June 1995, he became the operations officer, United States Pacific Command Division, Joint Staff, The Pentagon, Washington D.C., where he stayed until June. That next month, he became commander of the 27th Operations Group, Cannon Air Force Base, New Mexico. In June 1999 and going to that next May, he was the executive officer to the Commander, Headquarters Air Combat Command, Langley Air Force Base, Virginia. For the next year, he was the commander of the 8th Fighter Wing, Kunsan Air Base, South Korea. Beginning in June 2001 and lasting for the next year, he was the senior military assistant to the Secretary of the Air Force, Headquarters United States Air Force, Washington D.C.

 

Colin Luther Powell (born April 5, 1937) is an American statesman and a retired four-star general in the United States Army. He was the 65th United States Secretary of State, serving under U.S. President George W. Bush from 2001 to 2005, the first African American to serve in that position. During his military career, Powell also served as National Security Advisor (1987-1989), as Commander of the U.S. Army Forces Command (1989) and as Chairman of the Joint Chiefs of Staff (1989-1993), holding the latter position during the Persian Gulf War. Conditions for membership

 

The EU operates comprehensive approval procedures that ensure new members are admitted only when they can demonstrate they will be able to play their part fully as members, namely by:

 

complying with all the EU's standards and rules

having the consent of the EU institutions and EU member states

having the consent of their citizens – as expressed through approval in their national parliaments or by referendum.

 

Membership criteria – Who can join?

 

The Treaty on the European Union states that any European country may apply for membership if itrespects the democratic values of the EUand is committed to promoting them.

 

The first step is for the country to meet the key criteria for accession. These were mainly defined at the European Council in Copenhagen in 1993 and are hence referred to as 'Copenhagen criteria'. Countries wishing to join need to have:

 

stable institutions guaranteeing democracy, the rule of law, human rights and respect for and protection of minorities;

a functioning market economy and the capacity to cope with competition and market forces in the EU;

the ability to take on and implement effectively the obligations of membership, including adherence to the aims of political, economic and monetary union.

 

The EU also needs to be able to integrate new members.

 

In the case of the countries of the Western Balkans additional conditions for membership, were set out in the so-called 'Stabilisation and Association process', mostly relating to regional cooperation and good neighbourly relations.

What is negotiated?

 

The conditions and timing of the candidate's adoption, implementation and enforcement of all current EU rules (the "acquis").

 

These rules are divided into different policy fieldsSearch for available translations of the preceding linkEN•••, such as transport, energy, environment, etc., each of which is negotiated separately.

 

Other issues discussed:

 

financial arrangements – such as how much the new member is likely to pay into and receive from the EU budget (in the form of transfers)

transitional arrangements – sometimes certain rules are phased in gradually, to give the new member or existing members time to adapt.

 

Oversight by the EU institutions

 

Throughout the negotiations, the Commission monitors the candidate's progress in applying EU legislation and meeting its other commitments, including any benchmark requirements.

 

This gives the candidate additional guidance as it assumes the responsibilities of membership, as well as an assurance to current members that the candidate is meeting the conditions for joining.

 

The Commission also keeps the EU Council and European Parliament informed throughout the process, through regular reports, CommunicationsSearch for available translations of the preceding linkEN•••, and clarifications on conditions for further progress.
