The United States uses a number of policy tools to address the threat of attack using chemical, biological, radiological, and nuclear (CBRN) weapons. These include a set of financial and technical programs known, variously, as cooperative threat reduction (CTR) programs, nonproliferation assistance, or, global security engagement. Congress has supported these programs over the years, but has raised a number of questions about their implementation and their future direction.

 

Bioweapons

 

The CTR program has built a secure Central Reference Laboratories (CRL) for pathogen collections in Ukraine and Kazakhstan, and is constructing a CRL in Azerbaijan. Currently, the CTR program has completed upgrades at39 “Secured Labs” in Armenia, Georgia, Kazakhstan, and Ukraine. DOD continues to support upgrades and training at these facilities.

Like the same evidence of election fraud that has never seen a courtroom so It can't be entered in to the record?

Any and all evidence has to be used for leverage which means "we citizens" will never see it, unless it is declassified.
