Russian multiple rocket launcher system would be supplied with a variety of warheads, high explosive, incendiary, thermobaric, fragmentation etc. Using the TOS-1 rocket launcher is not equal to using thermobaric warheads.
TOS-1 is roughly equivalent to the US M-270 system.
