It's either to draw the US's attention towards Iraq and away from Ukraine because NATO was starting to ponder getting involved, or it's an attempt to draw the US into conflict with a Russian ally and thus into WW3. I'm not sure which yet.
Or maybe Russia is just pissed off at the US for all the Russian blood being spilled by Javelin missiles.
