Members of the Aidar territorial defence battalion, operating in the northLuhansk region, have been involved in widespreadabuses, including abductions,unlawful detention,ill-treatment, theft, extortion, and possible executions. The Aidar battalion is one of over thirty so-called volunteer battalions to have emerged in the wake of the conflict, which have been loosely integrated into Ukrainian security structuresas they seek to retake separatist held areas.In the course of a two-week research mission to the region, an Amnesty International researcherinterviewed dozens of victims and witnesses of the abuses, as well as local officials, armycommandersand police officers inthe area and representatives of the Aidar battalion.

 

Our findings indicate that, while formally operating under the command of the Ukrainian security forces combined headquarters in the region members of the Aidar battalion actwith virtually no oversight or control, and local police are either unwilling or unable to address the abuses. Some of the abuses committed by members of the Aidar battalion amount to war crimes, for which both the perpetrators and, possibly,the commanders would bear responsibility under national and international law.

[In 2017], the Ukraine’s parliament (Verkhovna Rada) voted to outlaw the St George’s Ribbon, an emblem often worn to commemorate those who liberated the Soviet Union from Hitler’s rule. Up to seven million Ukrainian infantrymen comprised part of the Red Army during their struggle against Nazi Germany, as Hitler was finally broken in the east.

 

By winter 1943, the once apparently indestructible Wehrmacht was spinning on its tail, their officers with their heads turning about westward, as they gradually retreated towards the German frontiers. Come the spring of 1945, about 2.5 million dead Ukrainian soldiers lay strewn across central and eastern Europe, many of their bodies never to be recovered.

 

The decision by an increasingly far-right Ukrainian parliament to ban remembrance symbols which commemorate those who fought against the Third Reich is, therefore, a desecration of their memory. It is an attempt to wash over that awful suffering the Ukrainian state endured during the Nazi occupation, with Hitler outlining plans to turn the country into a servile colony of Germanic dominion.

 

Over elapsing timefrom the February 2014 US-instituted “pro-democracy revolution”, an ever expanding group of neo-Nazis has been elected to office.Notable amid these menacing figures is the far-right military commander Yuriy Bereza (image on the right), an MP since November 2014 who was elected under the title “People’s Deputy of Ukraine”.

 

Bereza is a member of fascist-infiltrated party, People’s Front, which counts among its prominent MPs the neo-Nazi Andriy Parubiy, Chairman of the Ukrainian parliament since April 2016. In the early 1990s, Parubiy co-founded the far-right Social-National Party of Ukraine with fellow extremist Oleh Tyahnybok, that later became known as the Svoboda (Freedom) party.

 

When, in May 2017, a few of the Ukraine’s conscientious MPs objected to moves in banning the St George’s Ribbon, Bereza roared down from his parliamentary seat that he would like to“grab a machine gun and shoot those bast*rds”. Bereza cuts an intimidating figure. He is a tall man routinely clad in full army fatigues, with tightly-cropped hair, broad shoulders and stern expression.

 

Bereza is familiar with the use of arms. Since April 2014, he has held the position of Dnipro Battalion leader: A fascist-linked unit which has fought Moscow-backed separatists in eastern Ukrainian regions such as the Donetsk Oblast, an area which rests directly upon Russia’s south-western border, and is a mere 400 miles from Volgograd (Stalingrad). The Dnipro Battalion is subordinated to the Ministry of Internal Affairs of Ukraine, which among other things implements state policy.

 

Bereza and his regiment were involved in fighting during the autumn 2014 Battle of Ilovaisk, ending in decisive victory for the Moscow-supported Donetsk People’s Republic.

 

Bereza’s cause has drawn sympathy and backing from commercial media outlets like the Los Angeles Times, which wrote how his unit “survived on grass and rainwater as they braved five days of incessant sniper fire”. The LA Times also quotes Bereza and, despite a heightened risk of nuclear war, the newspaper calls for increased funding to be granted to the far-right battalions.

 

Over Christmas 2014,Bereza’s regiment was accused of war crimes by human rights groups, such as the deliberate starvation of Ukrainian civilians. His battalion has received more than $10 million of financial support from billionaire businessmanIhor Kolomoyskyi. There are photographs of the oligarch shaking hands amiably with Bereza in spring 2014.

 

Kolomoyskyihas provided critical support too for Volodymyr Zelensky, the Ukraine’s president-elect, by guaranteeing him widespread exposure on television networks that the tycoon owns. Kolomoyskyi is one of the most powerful and affluent Ukrainians in the world. His corporate influence extends from the Caucasus of Eurasiato the Appalachian mountains of North America.

n a plot befitting a Hollywood film noir, Kolomoyskyi is presently under investigation by the FBI regarding claims of “ordering contract killings” and “financial crimes”, including money laundering and embezzlement. In 2016, Kolomoyskyi was accused of defrauding the Ukraine’s largest bank (PrivatBank) of hundreds of millions of dollars.

Also that year a criminal case was opened in Russia against Kolomoyskyi, purporting that he had organized the killings of civilians. He has been compelled to deny other allegations in the past relating to bribery and abduction.

 

Kolomoyskyi, who lived in the US for a period and retains vast business interests in states like Ohio and West Virginia, moved to Israel last September – which may well complicate a potential extradition to America, as he also possesses part Israeli citizenship.

 

Kolomoyskyi has bankrolled other far-right regiments fighting in eastern Ukraine, such as the Azov,Aidarand Donbas battalions. These armed groups have been cited by human rights activists for committing an array of offences, including war crimes – which have gone unpunished – like torture, abductions, possible executions, unlawful detention, sexual assault, etc.

 

Serhiy Melnychuk, former leader of theAidar Battalion, is likewise a Radical Party MP, as he has been since November 2014. Melnychuk is currently under investigation over allegations regarding a false assets declaration, while he has previously been the subject of multiple legal cases and accused of abduction. Melnychuk was stripped of his parliamentary immunity in June 2015.

 

There are further far-right Ukrainian MPs embedded in seemingly respectable parties like the People’s Front. Among them is Ihor Lapin, a multi-decorated militant commander who comprised part of the Aidar Battalion, which draped Nazi-style insignia over its armoured vehicles.

 

Holding membership of the People’s Front too is the aforementioned Parubiy, who has enjoyed trips to America and Canada, and is acquainted with NATO Secretary General Jens Stoltenberg. The far-right military figure, Mykhailo Havryliuk, is himself a People’s Front member and MP, with Yuriy Bereza as stated also claiming a position in that party.

The former participant of the “ATO” and son of the deputy minister of Ukraine “concerning the temporarily occupied territories and internally displaced persons” Pavel Tuka told the Ukrainian media that the former chief of staff of the punitive “Aidar” battalion Valentin Likholit and his colleague Igor Radchenko (nickname “Rubezh”) are involved in serious crimes committed in Donbass.

 

According to him, this concerns marauding, assaults, and the infliction of bodily injuries.

 

“In one village in Donbass a church was plundered. And the local residents caused a scandal by accusing Aidar members of doing this. And conscientious Aidar members started to investigate the situation. They cracked open a safe belonging to Likholit, and found stolen church utensils inside. And what do we see in court concerning this person? Under the pressure of the public, Likholit was released. How is this possible?!” said an outraged Tuka.

 

In addition, referring to the chief military prosecutor of Ukraine Anatoly Matios, he has said that the witnesses of the affairs of Likholit and Radchenko testified that the militants are suspected of cutting off the ears of a nine-year-old girl.

 

“Recently the chief military prosecutor Anatoly Matios came to speak to me online and wrote that some additional testimonies are being given there. There are several people connected to the same case — Likholit, ‘Rubezh’ … So, Matios wrote that in one episode witnesses even described how these militants cut off the ears of a 9-year-old girl in order to take her gold earrings!” he said.

 

“I think that if it is the chief military prosecutor who speaks about this, it means that he speaks having concrete reasons and evidence. And here, like in many other cases, out-and-out villains and bastards who are trialed for real crimes are depicted by society as ‘poor patriots’ who the ‘mean authorities’ put in prison. And this is very bad,” summed up Tuka.

roups of right-wing Ukrainian nationalists are committing war crimes in the rebel-held territories of Eastern Ukraine, according to a report from Amnesty International, as evidence emerged in local media of the volunteer militias beheading their victims.

 

Armed volunteers who refer to themselves as the Aidar battalion "have been involved in widespread abuses, including abductions, unlawful detention, ill-treatment, theft, extortion, and possible executions", Amnesty said.

 

The organisation has also published a report detailing similar alleged atrocities committed by pro-Russian militants, highlighting the brutality of the conflict which has claimed over 3,000 lives.

Ukrainian billionaire Rinat Akhmetov owns four coal mining operations sprinkled across Appalachia that received loans intended to help small businesses keep workers on payroll during the pandemic. They received a total of $21 million in Paycheck Protection Program (PPP) loans, according to a statement Akhmetov’s company provided to the Project On Government Oversight (POGO).

 

Far from mom-and-pop shops, many of which have reported difficulty obtaining these PPP loans, the oligarch’s United Coal Company and its subsidiaries had estimated sales of $1.5 billion last year. They export high-grade coal to Akhmetov’s overseas steel-making empire, and occupy a segment of the coal industry that is reportedly still strong during the pandemic.

 

As a growing body of evidence shows that numerous loans went to companies that don’t seem to truly need them, the firms controlled by Akhmetov—who reportedly owns two of the planet’s most expensive homes and who had a cameo in Special Counsel Robert Mueller’s report last year—appear to fit the mold of the less deserving.

 

“Strategic Decision”

 

United Coal is among at least 27 companies with estimated revenues exceeding $1 billion last year that received Paycheck Protection Program loans.United Coal and its subsidiaries—Pocahontas Coal, Carter Roag Coal, and Wellmore Energy—reported that they used the loans to help retain a total of 1,044 employees, according to federal data. The company also told POGO the loans were used for rent and utilities.

 

“This Deadly Circle”

 

Companies owned by two other Ukrainian oligarchs also obtained Paycheck Protection Program loans, but, unlike Akhmetov’s operations, the Justice Department has accused those entities of being “shell companies.”

 

The companies are owned by the oligarchs Ihor Kolomoisky and Gennadiy Boholiubov,according to a recent Justice Department court filing, and were used in “an international conspiracy to launder money embezzled and fraudulently obtained” from one of Ukraine’s largest banks. Kolomoisky’s attorney emailed the Washington Post, “Mr. Kolomoisky emphatically denies the allegations in the complaints filed by the Department of Justice.” POGO could not identify Boholiubov’s attorney before publication.

 

At least five of the companies allegedly involved in the conspiracy received Paycheck Protection Program loans.

 

It appears to have been within the bounds of the Paycheck Protection Program for these companies, which are the subjects of a federal money laundering lawsuit, to receive loans. Federal loan rules make those under criminal indictment ineligible, but the companies haven’t been indicted.

WASHINGTON – Five American companies owned by Ukrainian tycoons who are accused of laundering money and using the misappropriated funds to help buy U.S. assets were approved for as much as $13.3 million in loans through a federal program aimed at saving jobs during the pandemic, according to U.S. government records.

 

CC Metals & Alloys, Felman Production, Felman Trading Americas, Optima Management Group, and Optima 777 were among the more than 600,000 U.S. businesses approved for loans of $150,000 or more under the federal government's Paycheck Protection Program, commonly called the PPP, Treasury Department records show.

 

The U.S. Justice Department filed a civil complaint on August 6 that accuses Ukrainian billionaires Ihor Kolomoyskiy and Hennadiy Boholyubov of laundering hundreds of millions of dollars from a Kyiv-based bank and using the misappropriated funds to help purchase assets in the United States, including alloy and steel plants as well as real estate.

 

The two men control CC Metals & Alloys, Felman Production, Felman Trading Americas, Optima Management Group, and Optima 777 with their U.S. associates, Uriel Laber and Mordechai Korf, according to the Justice Department’s lawsuit.

 

At least four of the companies are formally run by Laber and Korf from their headquarters on the penthouse floor of a Miami skyscraper.

 

The FBI on August 4 raided their Miami office as well as Optima Management Group’s office in Cleveland, Ohio, where they own three commercial buildings. The FBI has not charged anyone with a crime; its investigation is continuing.

 

Kolomoyskiy denies the laundering accusation, saying the money he and his partner used to purchase the U.S. assets came from their sale of Ukrainian steel assets to a Russian company for about $2 billion. The sale was completed in 2008.

 

Laber and Korf, through their lawyer, also deny the charges, saying they are part of a politically motivated attack against Kolomoyskiy and Boholyubov, whose relations with then-Ukrainian President Petro Poroshenko began to sour in 2015.

 

Kolomoyskiy fled Ukraine in 2017, months after PrivatBank, his main funding vehicle and the largest commercial bank in Ukraine, was nationalized over a $5.5 billion hole caused by what banking regulators said was reckless lending to entities connected to him and Boholyubov.

He returned to Ukraine in May 2019, after Volodymyr Zelenskiy, a comic and television star who ran for president with the informal backing of the tycoon’s media firm, beat Poroshenko in a presidential runoff election.

 

CC Metals & Alloys, a Kentucky-based producer of ferrosilicon alloys used in the manufacturing of iron and steel, was approved for a PPP loan on April 14 of between $2 million and $5 million to help support 145 jobs, according to the data.

 

CC Metals & Alloys shut down temporarily due to the coronavirus pandemic on July 1, according to a company press release.

 

Felman Production, a West Virginia-based producer of silicon manganese, which is also used in steel production, was approved for a loan of between $1 million and $2 million to help support nearly 100 jobs. The Ukrainian tycoons and their U.S. partners have invested tens of millions of dollars into Felman Production since purchasing it out of bankruptcy in 2006. Through their lawyer, Korf and Laber say their investments have helped revive “depressed” U.S. industrial assets.

 

Felman Trading Americas, a ferroalloys trading company that the Justice Department said was set up by Korf and Laber to hide the tycoons’ ownership, was approved for a loan of between $350,000 and $1 million.

 

Optima Management Group, which managed the tycoons' U.S. commercial real estate, was approved for a loan of between $150,000 and $300,000.

 

Finally, Optima 777, which owns the Westin Hotel in Cleveland, was approved for a loan of between $2 million and $5 million to support 240 jobs.

 

Sage Hospitality Group, a Denver-based hotel manager, owns a minority stake in the Westin, its spokeswoman Kelly Bajorek told RFE/RL. Bloomberg News in July reported that Optima 777 was approved for a PPP loan.

 

A spokesman for Korf and Laber declined to say how much of the $13.3 million in approved loans their companies received.

 

The low-interest PPP loans are designed to keep employees on the payroll during the pandemic.

 

The PPP program has not avoided controversy. Some well-connected or well-funded businesses were approved for loans.

 

Korf had hired some of his relatives at the firms he ran for the tycoons, including his nephew, Menachem Sossonko, who had been employed at Felman Trading. The spokesman for Korf declined to say whether Sossonko was still employed.

 

Korf and Laber are also listed as managing members of Transenergy USA, a Texas-based trucking company for the energy industry.

 

Transenergy was approved for a PPP loan in May of between $350,000 and $1 million to help support 200 jobs.
