CHISINAU, Moldova a** Moldova's army is feeding its soldiersonions and garlic to help them ward off swine flu.

 

Defense Ministry chief doctor Col. Sergiu Vasislita says about 0.9 ounces

(25 grams) of onions and 0.5 ounces (15 grams) of garlic will be added to

each soldier's daily diet. That roughly corresponds to a small onion and a

couple of garlic cloves.

 

Onion and garlic are traditional remedies in Moldova where they are widely

believed to boost the immune system.

 

Vasislita said Thursday that the measure was taken after 24 soldiers fell

sick with swine flu in the past two weeks. More than 1,000 Moldovans have

swine flu with 90 new cases reported daily.

 

About 6,500 troops serve in the army of Moldova, a small former Soviet

republic bordering Romania and Ukraine.

and assign blame for Ukraine's flu outbreak, Yushchenko accused

handling of the epidemic. In a televised address to the nation,

Yushchenko claimed his opponents were aware of a flu outbreak when

they held their mass election campaign rallies and compared the

events to May Day rallies in Kyiv held just days after the Chernobyl

disaster. "I see not only moral, but criminal responsibility here,"

Yushchenko said on TV and reportedly asked the Prosecutor General's

Office "to open a criminal investigation into the cases of

negligence" amongst Ukraine's top health officials and government

members.

 

GARLIC, ONION AS ALTENATIVE TO VACCINES - TYMOSHENKO

  1. (U) Tymoshenko, addressing residents of Ivano-Frankivsk in

western Ukraine, said that people must decide whether to get

vaccinated or protect themselves by "traditional" methods. "I am

not vaccinated. I am protecting myself like everybody – with

lemon, onion, garlic […]. I think the best way to protect your

health is through well-known means," Tymoshekno said on local TV.

 

  1. (SBU) The Ministry of Health, following the WHO guidelines,

advised residents of non-quarantined regions to get vaccinated

against seasonal flu. Yushchenko also called on the Ukrainians to

overcome their negative attitude toward vaccines and protect

H1N1 VACCINATION NEEDED TO STOP VIRUS - WHO

  1. (U) WHO Ukrainian country office head Igor Pokanevych underscored

the importance of vaccination in an interview with German News

agency Deutsche Welle. According to Pokanevych, only a mass

vaccination of the population with H1N1 vaccines will stop the flu

outbreak in Ukraine. Answering a question about the availability of

H1N1 vaccines in Ukraine, Pokanevych said the WHO has the capability

to import the vaccines relatively quickly, should the situation in

Ukraine present a real threat. At the same time, however, he

cautioned that the H1N1 vaccine is in high demand around the world,

not just in Ukraine.

now died and more than 250,000 have become sick with flu-like

symptoms over the past three weeks in Ukraine. The actual number of

confirmed cases of swine flu, however, is very small, primarily due

to the lack of test results. The outbreak affects 11 out of 25 of

Ukraine's regions.

dangerous tendency among Ukrainians to rely on home remedies and

shun modern medical practices. Already few Ukrainians receive

annual flu vaccinations and are skeptical of their safety. The

problem extends beyond flu vaccinations as well. General childhood

immunization rates have fallen in the past few years as a result of

sensational stories in the press of children dying as a result of

routine vaccinations. It is likely many will shun H1N1 vaccines

UKRAINE: "UNKNOWN FLU" OUTBREAK IN TERNOPIL REGION

  1. (U) Summary: In the past two weeks,thousands of people in the

Ternopil region of western Ukraine have fallen ill with an "unknown"

type of flu, according to local media sources. Reports suggest at

least seven people have died as a result of complications caused by

this outbreak. While Ukrainian authorities have stopped short of

indentifying the disease as A-H1N1, symptoms described in news

reports suggest that the "swine flu" has arrived in force. Thus

far, Ukrainian authorities have officially acknowledged only two

cases of A-H1N1 in Ukraine and no deaths. However, local experts

suspect that the number is significantly higher and likely to rise

as the annual flu season comes into full swing. End Summary.

 

FLU OUTBREAK IN TERNOPIL

  1. (U) According to media reports, at least seven people in the

Ternopil region of western Ukraine have died of complications caused

by an unknown flu strain. Moreover, approximately 6,000 - 10,000

people visited local medical facilities to be treated for flu-like

symptoms. Most patients are reportedly young and otherwise in good

physical health. In response, Ternopil authorities have closed

schools and universities and suspended public activities for

children and teenagers. According to the Ministry of Health,

medical facilities in Ternopil have instructions to isolate any

patients presenting flu like symptoms as a precaution.

 

  1. (SBU) The flu virus has so far not been identified as A-H1N1.

According to Bohdan Oniskiv, head of the Ternopil Regional

Administration's Health Department, the strain will be known by

November 3, when authorities are scheduled to receive test results

from a London-based WHO-certified laboratory. Unofficial testing

results performed by the Ukrainian National Influenza Center should

be available on October 30. The Ministry of Health has set up a

special commission to investigate the causes of the outbreak in

Ternopil and present its findings on November 1.

 

H1N1 IN UKRAINE

  1. (SBU) Ukraine has so far acknowledged two cases of A-H1N1 in May

and in September. Both individuals had travelled to Ukraine from

other countries and fully recovered after hospitalization and

treatment. However, as Dr. Galina Romanyuk of Program for

Appropriate Technologies in Health (PATH), who is directly involved

in PATH's pandemic influenza project in Ukraine, told us the actual

number of those infected with H1N1 may be much higher due to

difficulties associated with properly diagnosing the flu virus.

Consensus opinion is that, with the advent of the annual flu season,

the number of H1N1 cases in Ukraine is likely to increase

dramatically.

 

ATTEMPTS AT PREPAREDNESS

  1. (SBU) Oleksandr Bilovol, First Deputy Minister of Health and

Ukraine's Chief Health Inspector said in a press conference on

October 23 that Ukraine has filed an application with the World

Health Organization (WHO) to buy H1N1 vaccines, should the situation

in Ukraine deteriorate. According to Oleksandr Hrynevych, director

of the Ukrainian Flu Center, H1N1 vaccines should be available by

the end of the year, he said at a press conference on October 16.

In the meantime, Ukrainian health authorities have distributed

Tamiflu to regional hospitals but, according to PATH's Romanyuk, the

quantities are likely to be insufficient and more will does will

need to be purchased, should the situation deteriorate.

  1. (SBU) Ukraine has thus far avoided a significant H1N1 outbreak,

partially due to the relative difficulty average Ukrainians face in

obtaining U.S. and Schengen (E.U.) visas. Emergency measures taken

by the GOU after the first two individual H1N1 cases proved

effective and prevented the spread of the virus. If the current

Ternopil scare proves to be an actual H1N1 outbreak, however, the

Ministry of Health will be forced to actively deal with an

in-country epidemic and will likely need additional guidance from

those already coping with outbreaks around the world.

KIEV, October 12 (RIA Novosti) - The leader of the opposition Party of Regions is leading public opinion polls in Ukraine ahead of presidential election scheduled for January 17, 2010, the UNIAN news agency reported on Monday.

 

According to a poll conducted by the Ukraine Public Opinion Foundation, 26.8% of voters are ready to cast their votes in favor of Viktor Yanukovych, a former prime minister widely seen as pro-Russian. Incumbent leader Viktor Yushchenko trails with a mere 2.2%.

 

Yushchenko defeated Yanukovych five years ago in an election re-run, which followed street protests against alleged ballot rigging. The power shift to a pro-Western leadership was known as the Orange Revolution.

 

Yanukovych's closest rival is Prime Minister Yulia Tymoshenko,with 15.6%.Former parliamentary speaker Arseniy Yatsenyuk is placed third with 9.3%.

 

Communist Party leader Petro Symonenko has 4%, former Ukrainian National Bank chief Sergiy Tygypko 1.6%, and Supreme Rada speaker Volodymyr Lytvyn 1.4%, UNIAN said.

 

A total of 15.2% of respondents intend to vote against all candidates, 6.7% are unwilling to go to the polls, and 6.7% are undecided.

 

However, 85.1% of respondents said they will vote.

 

The poll was conducted from September 26 to October 4 and covered 1,000 respondents in 85 populated areas of Ukraine, with a statistical error of 4%, UNIAN said.

Mr. Chairman, Members of the Committee, I am pleased to be here today to discuss with you current developments in Ukraine and U.S. policy.

 

The following are examples of the most egregious, widely observed and reported examples of election-day fraud on November 21:

 

Illegal Use of Absentee Ballots:According to the respected NGO "Committee of Voters of Ukraine" (CVU), massive electoral fraud was committed through the illegal use of absentee voter certificates. For example, people were caught in Dnipropetrovsk and Sumy oblasts with their pockets stuffed with blank absentee ballots that they were using to vote at multiple polling stations.

 

Opposition Observers Ejected:Observers from Our Ukraine and other opposition groups were expelled from most polling stations in eastern Ukraine on Election Day. For example, in Territorial Election Commission (TEC) district number 42 in Donetsk oblast, Our Ukraine observers were kicked out of all but a few polling stations.

 

North Korean-Style Turnout in the East: Turnout in the pro-Yanukovych eastern oblasts was unnaturally high. In several electoral districts, turnout for the run-off round increased by 30 to 40 percent over the first round. In Luhansk oblast, the reported turnout rate hit nearly 96 percent – a number that, to quote the OSCE, even Stalinist North Korea would envy. A similar turnout rate was reported in Donetsk oblast, where 98 percent of the votes went to hometown candidate Prime Minister Yanukovych.

 

Mobile Ballot Box Fraud: In the second round of the election, the number of voters who supposedly cast ballots at home using mobile ballot boxes was double that of the first round. Much of this voting occurred without observers being present and was massively fraudulent. In Mykolayiv oblast, for example, nearly 35 percent of the oblast's voters purportedly cast their ballots "at home."

 

Computer Data Allegedly Altered To Favor Yanukovych:There were credible reports showing that that Yanukovych supporters gained illegal access to the Central Election Commission's computer system and illegally altered vote tabulation data being transmitted by TECs to the CEC.

 

Reports of Opposition Fraud:Yanykovych’s supporters allege that Yushchenko’s supporters stuffed ballot boxes in western Ukraine. But the reports and evidence of pro-Yanukovych fraud greatly outweighed those indicated for Yushchenko.
