the jews claim that when Moses was given the 10 commandments, he was also given the oral teachings. I believe these are the Mishnah. The Gemara are further "living document" type expositions on the MIshnah. There are two versions of the Gemara that make two different Talmuds the Palestinian and the the Babylonian, one was written in 100 ad the other in th e300s.
But before it was written, they were teaching it to each other and pasing it on orally that's why they call it the Oral Techings and the Torah which they dont actually practice is written.
