Public Statement from Josue Salmeron, Village Manager, regarding appointment of Chief of Police

Yellow Springs, OH, March 21, 2022, Effective Monday, March 21, 2022, Paige Burge has been appointed Chief of Police. She now carries all duties, responsibilities, and authority given to the Village's Police Chief.

The Citizen Advisory group leading the search for Police Chief worked diligently with the Village Manager, Josue Salmeron, to identify candidates who best fit the Vision and Values of policing in the Village of Yellow Springs. The group conducted an extensive recruitment and vetting process that included the review of over 35 applicants from the region and across the Country.

Previously, Paige Burge, served as Interim Chief of Police for the Village of Yellow Springs since November 12, 2021, and as a member of the Village Leadership and Management team beginning August of 2021.

Paige Burge, joined the Yellow Springs Police Department as a Patrol Officer in early 2019. Her prior experience includes 10 years in the private sector with a focus on asset protection across 27 locations. During her tenure with the Village of Yellow Springs, Paige has demonstrated an exemplary work ethic, a commitment to community engagement, and responsive and engaged leadership, as both Patrol Officer and Sergeant.

Paige, a Fairborn, OH, resident proudly identifies as a wife, daughter, pet parent, an Aunt, a woman, a member of the LGBTQA+ community, and an individual who recognizes that every interaction with this department matters, and that we must treat all people with the respect we afford our own family members.

I donโ€™t have a video but there are countless news articles. Anyway, the best advice I can give you is to tell them that theyโ€™ve been fine in the 2+ years since COVID started and that there chances of a bad outcome if they get COVID are almost zero (0.02% mortality rate), whereas ther chances of a bad reaction from the vaccines are much higher. Maybe throw in a couple of stories/vids of athletes collapsing.

I haven't had a chance to look into that issue itself as I have been trying to wrap up the current installment of my decode, but your post gives me a good entry point as it turns out that I discovered a very curious set of comms involving Lisa Page (who I believe is part Iranian).

 

The actual decode of this appears in the bottom right of the final graphic I will post today, but the graphic got so big that I wasn't able to fit some relevant historical background.

 

Anons recall that Lisa Page tried to take down the legitimate government with her "boyfriend" Peter Strzok (despite the fact that both were married to other people).

Now contrast her with the Roman beauty Lucretia (pictured).

(I am glad I get to use this picture as I had two picked out but I put the other one in the graphic, and there is an amusing twist to that choiceโ€ฆ see the graphic.)

Anyway, the king of Rome had a very dissolute son.

One day he heard Lucretia's husband praise her great beauty and he had to see for himself.

It turned out she was even more beautiful than words had conveyed.

If you read through the prior installments, you will see that I have argued that James Comey is a whitehat, and that he is very likely Q.

No doubt someone will immediately jump in and say that this cannot possibly be so and so on, but if you carefully examine what I have already posted, I suspect you will be surprised. Many "impossible" things aren't.

That said, I deem it important to carefully consider counterevidence, and Comey's recent Washington Post opinion piece must surely count as a big piece of counterevidence.

He seems to be calling for the DOJ to bring down the hammer on countless citizens who went to DC on Jan 6 to peacably exercise their rights to speak and to assemble.

He could hardly be a whitehat, right? (And much less Qโ€ฆ)

But appearances can be deceiving.

 

The entire WaPo piece is included in the graphic, which I modeled on my prior decode of his initial HRC "exoneration".

I didn't initially intend to include "Q decode" style stuff, but once I noticed a few things I didn't want to leave them out.

I admit I was feeling a bit nervous at times, as most of my readings are merely plausible and hardly knockdown decodes.

But once I caught the business about the "matters" my mood improved.

 

In any case, the main purpose of this graphic is not to provide positive evidence that Comey is a whitehat, but rather to undermine the article as counterevidence.

It is my rebuttal of a hostile witness, so to speak, but I think I come close to flipping the witness.

That one got a bit large, and I was frustrated, but I noticed the team dropped some Comey comms, and figured a nice, clean graphic was in order.

I would like to offer a personal reflection thoughโ€ฆ.

The reason I know that aspect of GW's life was because in a doldrumy part of my own life, I forced myself to learn to dance.

I viewed it as quite literally the most difficult thing I could possibly strive to do.

But I felt very, very lost and concluded that that is what I must do.

(I had actually tried and failed many times before.)

But I did it.

There is a very steep learning curve if you are the man learning to dance, but once you get over that it is as if a whole new world opens up.

A few years after I saw that world I remember being utterly astounded one moment.

I was dancing in a crowded bar with some scantily-clad Brazilian girl I had never seen before and was spontaneously producing sixteen measures of complex moves that meshed with the music and I wasn't "thinking" at all, and the whole thing just struck me as amazingโ€ฆ how was I even the same person?

I suppose there's a story to that, but I'm getting off track.

My point is that dancing is way better than you might imagine.

And perhaps even more important is striving to do things that are very difficult, but which might make a difference for you.

Mostly this graphic speaks for itself (but also see especially my first post today).

That said, it got so large that I had innumerable technical problems, including multiple data losses and great difficulty performing even basic alterations.

Also, I kept discovering new comms as I went along, and ultimately they don't all fit.

I was aiming to develop a fuller analogy between the WW2 and ancient Rome themes, and you can likely see that if you try to dissect what I've got.

But all in all, I don't think anyone who carefully reads this can conclude anything other than that Comey has been working with Q team, and might well be Q.

 

I included some entire decode graphics by other anons, and I thank them even though I don't have links.

I must say that a big decode like this is totally reliant on the work of many other anons and I thank them all.

The one interpretive "move" that might seem a bit questionable is the jump to the Prince Halftime Show.

But I think there is a deeper point here.

Decodes aren't simply about doing tricks with numbers and so on.

That is all well and good, but we need to think and understand.

I think the Prince decode in the end just works.

But I think even the initial move makes sense.

What is Trump's main slogan?

MAKE AMERICA GREAT AGAIN!

I think that Prince puts this idea into action and strives to be the BEST right then and there.

But more than the best, ONE OF A KIND.

Not everyone put into the same situation does that.

People whine and make excuses and say that conditions aren't ideal so it is OK to not put in the top effort.

But Prince goes on stage and thinks: "I'm muthafucking Prince! I've prepared my whole life for this and I CAN be the best RIGHT NOW and that's WHAT I'M GONNA DO!"

NO EXCUSES!

It may sound a bit egotistcal, but NOT to do so would be MORALLY WRONG, I think.

If you are given the chance to be the best, then others can see that, and if you slack off then others can see that too.

And then they might emulate you negatively in areas of life that might seem to "matter" more than a onetime performance.

But if you strive to be the best, then maybe others will follow too.

And even if they don't, you still better strive to be the best.

That's what I think.

A federal judge on Wednesday slammed Bidenโ€™s corrupt Justice Department for having two standards in prosecuting January 6 defendants vs. left-wing rioters.

 

US District Judge Trevor McFadden, a Trump appointee on Wednesday ignored the recommendation from federal prosecutors and sentenced a Texas florist to pay a $5,000 fine and serve two months probation for entering the Capitol on January 6.

 

Jenny Cudd entered the US Capitol on January 6 and Bidenโ€™s rabid DOJ asked the judge to sentence her to 75 days in jail, one year of supervised release and 60 hours of community service, WUSA reported.

 

Cuddโ€™s lawyer, Marina Medvin, argued her client was being recommended jail time for a non-violent offense because of her political views.

 

And Judge McFadden agreed.

 

Judge McFadden blasted the DOJโ€™s prosecutors and said their recommended sentencing of Cudd was โ€œdisproportionateโ€ to other left-wing protestors during Brett Kavanaughโ€™s Supreme Court hearings.

 

โ€œIt does feel like the government had had two different standards here, and I canโ€™t abide by that,โ€ McFadden said, according to WUSA.

A Texas florist who bragged about storming the Capitol on Jan. 6 and promised to join in โ€œthe next oneโ€ will pay a large fine and serve a short probationary sentence โ€” avoiding the jail time prosecutors argued she deserved.

 

Jenny Cudd, of Midland, Texas, appeared before U.S. District Judge Trevor McFadden for sentencing Wednesday on one Class โ€œAโ€ misdemeanor count of entering and remaining in a restricted building. After hearing arguments from the prosecution and Cuddโ€™s attorney, McFadden sentenced her to pay a $5,000 fine and serve two months of probation. She was also required to pay $500 in restitution, which her attorney said she had already done.

 

Prosecutors had asked McFadden to sentence Cudd to 75 days in jail, a year of supervised release and 60 hours of community service. Assistant U.S. attorney Laura Hill said Cudd prepared for violence on Jan. 6 by wearing a bulletproof sweatshirt, engaged in a self-described push against law enforcement and celebrated property destruction after leaving the Capitol. She also pointed to her apparent lack of remorse for her role in the riot, as evidenced by repeated statements since Jan. 6.

 

Cuddโ€™s attorney, Marina Medvin, accused the DOJ of โ€œgamesmanshipโ€ and suggested prosecutors were recommending jail time not because of her individual actions, but because of her political views. She dismissed Cuddโ€™s social media statements as โ€œdrunken tiradesโ€ and repeatedly drew comparisons to how federal prosecutors have charged, or not charged, protestors in Portland and during the confirmation hearings for Supreme Court Justice Brett Kavanaugh. McFadden was the right audience for those arguments, having repeatedly made the same comparisons himself during other hearings in Capitol riot cases.

 

Before delivering his sentence, McFadden said he didnโ€™t believe in โ€œaggregate justiceโ€ and that he found the DOJโ€™s sentencing recommendation for Cudd โ€œdisproportionateโ€ from others with similar conduct.

An expert in pharmaceutical policy has said that the frequent interactions between pharmaceutical companies and health professionals can pose a conflict of interest for clinicians.

 

Prof. Barbara Mintzes told The Epoch Times that research has demonstrated that there was a corollary between health professionals receiving a low price meal while being promoted a drug and the rate of the professional then prescribing that medication compared to generic alternatives of similar quality.

 

Mintzes said a common example is pharmaceutical companies sponsoring events to provide food and drinks for health professionals.

 

โ€œIf you survey doctors, they will say, I canโ€™t be bought for the price of a pizza or I canโ€™t be bought for the price of a sandwich,โ€ Mintzes said but she noted that research in the US found physicians that receive a meal promoting the drug of interest, averaging less than $US20 ($AU29), had a significantly higher rate of prescribing that medication compared to generic alternatives of similar quality.

 

The study also found a dose-response where โ€œthe more meals provided; the more likely doctors are to prescribe the product.โ€

 

Mintzes noted that while the decision may not be conscious, โ€œweโ€™re all human and there is a tendency to reciprocity whether weโ€™re conscious of it or not.โ€

 

โ€œYou would also expect that the companies are also looking at the returns on investment on their marketing activities and would not continue with marketing activities that were ineffective in terms of stimulating sales.โ€

 

Prior to 2015, Medicines Australia required its member companies to publicise each event they had sponsored, including information of the event such as the number of health professionals and who had attended, how much money was spent and what was spent on with spending on food and drinks by far the most common.

 

Additionally, from Medicines Australiaโ€™s data from 2011 to 2015, Mintzesโ€™s team found that on average, corporate sponsored events for pharmaceuticals were being held at hospitals and universities over 600 times every week, averaging 30 attendees per event.

 

However, since October 2015, Medicines Australia changed its codes of conduct from requiring food and drink payments being reported to have companies only listing clinicians they provided funding for.

 

Whilst this enhanced transparency around the identification of individual health professionals, subsequent studies led by the University of Sydney also observed a 34.1 percent reduction in disclosed spending in 2016 and decreased expenditure reports in the year following.

It is also important to note that while the entire Islamic world strictly adheres to the norms of Islam, Riyadh puts itself above the Righteous Caliphs, the Prophet and the word of the Quaran. This is because it has been violently punishing and killing people and seeks for a way to justify it religiously.

 

Lately, Saudi Arabia has been beheading and publicly beating offenders. Itโ€™s true that according to interpretations of Islamic law, some offenses can be punished by death, especially those violating the boundaries set by Allah. The so-called Hudud crimes include adultery, fornication, false accusations, consuming intoxicants, rebellion against the lawful Caliph, as well as robbery and theft. For each crimes thereโ€™s a predefined punishment. It should be noted that at the end of the tenth century, Sharia law formally ceased to evolve. But today the Muslim World has been actively discussing the need to bring Sharia regulations in line with modern day realities. Itโ€™s curious that Osama bin Laden criticized the Saudi regime for disallowing the โ€œfree believerโ€ and imposing harsh restrictions on the practice of Islam.

 

Most offenses that are being strictly punished in Saudi Arabia are those that fall under the Hudud category, however Riyadh is acting well beyond the scope of actual Sharia law. If Islam remains intolerant to apostasy, adultery, rebellion in the form of treason, the use of alcohol, for example, even though it is condemned implies the punishment of a more educational nature, since Muslims believe that after drinking alcoholic beverages a person loses his identity. Thus, the Quran strongly condemns the use of alcohol: in verse 5:90 it states:

 

O you who have believed, indeed, intoxicants, gambling, [sacrificing on] stone alters [to other than Allah ], and divining arrows are but defilement from the work of Satan, so avoid it that you may be successful.

However, it doesnโ€™t set a penalty for this sin. The measure of punishment that a person must get for this offence is established in the Sunnah, for example:

 

Anas b. Malik reported that a person who had drink wine was brought to Allahโ€™s Apostle (Peace be upon him). He gave him forty stripes with two lashes. Abu Bakr also did that, but when Umar (assumed the responsibilities) of the Caliphate, he consulted people and Abd al-Rahman said: The mildest punishment (for drinking) is eighty (stripes) and โ€˜Umar their prescribed this punishment.

 

Later sources, like the book written by Islamic scholar Nuh Ha Mim Keller, published under the title Reliance of the Traveler: A Classic Manual of Islamic Sacred Law, would clarify it further:

 

The following criteria must be obtained before imposing the punishment of forty to eighty stripes: (a) he drinks; (b) he has reached puberty; (c) he is sane; (d) he is a Muslim; (e) he does so voluntarily; (f) and he knows it is unlawful.

 

Thus, an adult Muslim can be brought to justice according to the norms of Sharia law if he has been drinking alcohol and he knows that itโ€™s a sin. But since 1978 Saudi Arabia has been using harsh punishments for non-Muslims, changing the rules of Sharia law for its own purposes.

 

In 1978, Saudi Arabia sentenced nine Britons to flogging for drinking alcohol. In 2003 an Australian, Robert Thomas was sentenced to 16 months in prison and 300 lashes. Finally, in 2014, 73-year-old Karl Andree faced 378 lashes for having wine in Saudi Arabia.

 

Similar concerns can be voiced about the mass execution that occurred in Saudi Arabia on January 2, 2016. It must be noted that in recent years, dissatisfaction with the rule of Saudi Arabia is gaining great momentum, but Saudi authorities monitor those dissatisfied with their rule to bring them to their version of justice. However, the degree of responsibility is not dependent on the degree of dissatisfaction of a person, instead its depends on his ability to lead others. Thus, Saudi Arabia violated one of the fundamental principles of law โ€“ the principle of equality.

 

In the last three years, Riyadh has been sentencing those who were dissatisfied with the regime. Raif Badawi, a Saudi blogger, was sentenced to 10 years in prison and 1,000 lashes for allegedly โ€œinsulting Islam through electronic channelsโ€. Human rights activists Mikhlif bin Daham al-Shammari and Omar al-Saed were sentenced to 200 and 300 lashes respectively. Then, finally the Shia scholar Sheikh Nimr Baqir al-Nimr Amin who was executed at the beginning of this year on the day of the mass execution of 47 people, was accused of having ties with terrorists. All of these people called for political reforms, for the recognition of and respect for human rights, but none of them called for regime change, no one tried to undermine the lawful authorities or betray their homeland. Therefore, the concept of rebellion, used in within the context of Sharia law cannot be applied to those individuals, and thus the punishment was out of the scope of Sharia law.

 

The list of Riyadhโ€™s crimes and human rights violations through cruel and disproportionate punishment is extensive. We havenโ€™t even discussed the cruelty of punishment for adultery. It is important to note that a person who was sexually abused will get no protection from the Saudi state, instead they will be punished for adultery as well, since the fact that a person filed a complaint is regarded as an admission of committing this offense. Therefore, official statistics in Saudi Arabia for sexual assault is close to zero, because the victims are unable to defend themselves in any way.

 

Thus, today, Saudi Arabia, proclaiming itself as the center of the Sunni community, violates the very founding principles of Islam. So where could Riyadh bring the Islamic World, and in what way does it differs from ISIS, where executions have become a common practice as well?

Capital punishment is a legal penalty in Saudi Arabia.[4] Execution is usually carried out by beheading with a sword or may occasionally by shooting in public. Despite having signed the Convention on the Rights of the Child,[5] Saudi Arabia executed offenders who were juveniles at the time of the crime up until 26 April 2020.[6] In January 2022, there at least 43 detainees were threatened with execution, including 12 minors.[7]

 

In recent years, the kingdom has carried out a number of mass executions of civilians convicted for terrorism, most notably a mass execution of 47 convicts in 2016 and another one of similar scale in 2019.[8][9]

 

The UN High Commissioner for Human Rights Michelle Bachelet noted the extremely broad Saudi definition of terrorism, which included non-violent acts that "endanger national unity" or "undermine the Stateโ€™s reputation".[1]

On 12 March 2022, the Kingdom of Saudi Arabia carried out a mass execution of 81 men in a day. the Kingdom of Saudi Arabia has put 81 people in including 7 Yemenis and 1 Syrian and 37 Saudi nationals to the mass execution on charges of loyalty to foreign terrorist organizations and holding deviant beliefs Saudi Press Agency (SPA) reported on Saturday.[10] The interior ministry claimed in a statement, the crimes perpetrated by these men include committing loyalty to foreign terrorist organizations, such as Isis (Islamic State), Al-Qaeda, and the Houthi movement, murdering innocent people. The 37 men of those executed were Saudi nationals who were convicted of one count of trying to assassinate government employees and targeting police stations, vital economic locations, and convoys, smuggling weapons into the country. They did not report on how they were executed.[11][12] According to the SPA report, the charged were supplied with the right to a lawyer and their full rights under Saudi law during the judicial process.[3]

 

These mass executions were carried out as the crown prince of Saudi Arabia, Mohammed bin Salman Al Saud, claimed that the country was reforming the judiciary and restricting the use of the death penalty in Saudi Arabia.[13] According to The New York Times, the war in Yemen, the killing of Jamal Khashoggi, the execution of minors, the Washington Post columnist in a Saudi consulate in 2018, and a crackdown on dissent have thwarted Saudi Arabia's efforts to create a clean image, in recent years.[12]

 

Reaction

Human rights groups condemned the executions.[12] Ali Adubusi, head of the European Saudi Organisation for Human Rights said: "These executions are the opposite of justice,".[14] There were no charges that deserve the death penalty under the benchmarks that Saudi Arabia has made public. Some of the executions were only accused of participating in rights protests.[12] Crown prince Mohammed bin Salman Al Saud said that the country was reforming the judiciary and restricting the use of the death penalty in Saudi Arabia.[15]

Common Law and the Constitution

The theory of common law is that there are ''principles of justice that arise naturally from the biological and social nature of humanity.'' I have sometimes discussed that in terms of there being an (unwritten) constitution of nature, and a subordinate (unwritten) constitution of society, to which there is a subordinate constitution of the state (society in exclusive control of a territory), and a further subordinate (probably written) constitution of government (the document adopted in 1789 for the U.S.). In this concept what a court does when it has to decide without a legislative enactment (written constitution, statute, etc.) is to discover those natural principles applicable to the case and its issues. Court precedents are therefore a history of such discoveries (called โ€œfindingsโ€) in similar cases that are respected on the assumption that the previous courts did a good job of discerning the principles. In this sense, common law courts are something like a peer-review process in scientific fields , in which claims of discoveries by scientists are subjected to examination to determine whether they stand up to challenge, and past scientific discoveries are accepted until refuted by a later discovery.

 

So while the term โ€œcommon lawโ€ goes back to the 11th century in England, the concept is much older, and was discussed in ancient Hebrew, Greek, and Roman law, as well as the legal traditions of other lands and peoples.

 

The distinction is important. In theory, the judge and jury are not โ€œmakingโ€ law. That would be legislation, and that is not within their jurisdiction. It is โ€œfindingโ€ the underlying principles of justice that presumably govern all human societies, whether some of them know it or not.

By the 17th century, the system of common law in England was becoming problematic. There were just too many precedents, and it was usually possible to find a supporting precedent to support any position litigants might take. Lawyers could spend a lifetime reading the record of old cases and never cover them all. Attempts were made to codify common law in legal treatises, such as those of Bracton, Britton, Hugo Grotius, Francis Bacon, Edward Coke (pronounced โ€œcookโ€), Thomas Hobbes, Samuel Rutherford, Samuel Pufendorf, John Locke, Algernon Sidney, Bynkershoek, Burlamaqui, Thomas Rutherforth (online edition in progress), Vattel, and Blackstone. However, this only led to conflicting schools of thought on the subject.

 

The demand for codification and simplification was one of the factors driving the emergence of the English House of Commons as that countryโ€™s supreme lawmaking body. However, without a single, coherent written constitution of government, other than a collection of enactments that had special weight by tradition, Commons functioned as a kind of ongoing constitutional convention, concerning which it came to be said, โ€œNo manโ€™s life, liberty, or property are safe while [Commons] is in session.โ€

 

This problem is precisely what caused tension with the British North American colonies, and ultimately to the break and the independence of the United States. Coming out of that experience without a written constitution of government, and comprehensive statutes, the new country chose to abandon so much reliance on tradition and the common law, and adopted written constitutions for each state and then for the Union. They did not, however, discard it altogether. The written constitutions incorporated the nonconflicting parts of what had then become the American branch of common law (Camdenian rather than Mansfieldian), including almost all the definitions of legal terms.

 

So the U.S. Constitution is written in the language of the American common law, and I strongly advise modern students to approach the Constitution as though they were learning a foreign language. Contrary to what many think, much of the Constitution is not really written to be understood by ordinary, non-legal-educated people. Terms like โ€œdue processโ€ and โ€œjuryโ€ were terms of legal art with a vast body of cases and treatises behind them. Americans in the Founding Era were much more law-literate than are people today, but even the Founders had to hit the books mentioned above to find out what they were saying when they drafted the Constitution. So must we to understand what they wrote. There are no shortcuts.

 

Jury โ€œnullificationโ€ did not really come into being with the 1670 Trial of Penn and Mead and Bushellโ€™s Case. Those cases only solidified what had already become established as a foundation principle of common law, although until them there was much judicial practice in conflict with the principle. It is to noted that it was also already established that arguments on issues of law were to be made in the presence of the jury, and not just in the privacy of the judgeโ€™s chambers, a principle confirmed as late as Stettinius v. United States, 22 F. Cas. 1322 (1839); 5 Cranch C.C. 573, which has never been overturned (although it is now uniformly ignored).

One opinion that backs up one of my suspicions.

 

Joe is worse than they can sustain but in order to replace him with someone who at least appears competent, they have to get rid of Kamoola first.
