>Back to my question, what is it about the powers and authority of a special council that makes Durham untouchable? Looking for legal clarification

For a sitting President to fire a special council was once considered by a bipartisan Congress to be automatic grounds for Impeachment. That obviously isn't a concern here so why exactly isn't Biden moving to fire him? No worry about a Constitutional crisis as the SCOTUS is compd. (Actually, it is null and void as a result of Devolution).

The short answer is that "firing Durham" is not in the resident's script and we know that resident won't deviate from his script for fear of the consequences.
