MEP who appears to give Nazi salute in European Parliament faces sanctions procedure

Bulgarian nationalist MEP Angel Dzhambazki calls incident a ‘small misunderstanding.’

European Parliament President Roberta Metsola is set to launch a sanctions procedure against Bulgarian MEP Angel Dzhambazki, who made what appeared to be a Nazi salute while leaving the Parliament chamber Wednesday evening.

Dzhambazki, a nationalist MEP in the ECR group, denies his gesture was a fascist salute, calling the incident a “small misunderstanding” in an email to his colleagues seen by POLITICO. He accused fellow MEPs of “libel and defamation,” arguing that his hand sign, which was captured on camera, was a goodbye signal. “I was in the hemicycle finishing my speech at which admittedly I said something with which many of you disagree thus provoking you. As I was leaving the hemicycle I wanted to apologise … by humbly waving to the chair.”

The scene took place after an intervention by Dzhambazki during a rule-of-law debate in Parliament, following Wednesday’s decision by the EU’s top court to allow the Commission to cut funds to countries that breach rule-of-law standards. Lambasting the ruling, Dzhambazki said it had “nothing to do with law and the rule of law” but “hate for nation states.” He accused the EU of trying to “shame” Hungary and Poland, declaring: “Long live Orbán, Fidesz, Kaczyński, Bulgaria, and our nation state. Long live Europe, the Europe of nations,” was referring to Hungarian Prime Minister Viktor Orbán of the Fidesz party, and Jarosław Kaczyński, Poland’s de facto leader.

Dzhambazki did not respond to a request for comment.

MEPs across the political spectrum reacted with outrage to the gesture. Manfred Weber, the leader of the European People’s Party group in the European Parliament, said the use of a “Hitler salute” is the “opposite of what the European Parliament stands for.”

Metsola confirmed to POLITICO’s Playbook Brussels that she will initiate a sanctions procedure against Dzhambazki. “A fascist salute in the European Parliament is unacceptable to me — here and everywhere,” she said. “We stand for the opposite. We are the House of democracy. That gesture is part of the darkest part of history. Unacceptable.”

Dzhambazki could be sanctioned under Rule 10 of the European Parliament’s rules of procedure which deals with the conduct of MEP and states that members’ conduct should be “based on the values and principles laid down in the Treaties, and particularly in the Charter of Fundamental Rights. Members shall respect Parliament’s dignity and shall not harm its reputation.”

Italian MEP Sandro Gozi, whom Dzhambazki had targeted in the chamber, said: “The mask slips. Every time we discuss democracy and the rule of law, the nationalists and the extreme right remind us of their motto: intolerance and provocation … I am their favorite target and I am proud of it,” he said.

In 2019, Dzhambazki issued a half-hearted apology after he referred to two of his Parliament colleagues as a “Frenchwoman of Algerian origin” and “the German of Turkish origin.”

U.S. pushes Jamaica to extradite Haiti politician suspected in plotting the assassination of President Jovenel Moise

 

Former Haitian Senator John Joel Joseph is in Jamaica awaiting his extradition to the United States

Joseph fled the Caribbean nation with his wife and two sons and was taken into custody in Jamaica in January

The United States requested the extradition from Jamaica of a former politician allegedly connected to the assassination of Haitian President Jovenel Moïse.

Former Haitian Senator John Joel Joseph, whom the Haitian government considers a key suspect in the July 7, 2021 murder of Moïse, was arrested in Jamaica on January 20 after having fled Haiti.

He was with his wife and two sons when they were intercepted in the Jamaican parish of St. Elizabeth.

Joseph has agreed to the extradition, his lawyer Donahue Martin told Reuters in a telephone interview.

A provisional arrest warrant was issued for Joseph on Tuesday as a result of the extradition treaty that exists between the United States and Jamaica, Jamaican Senior Deputy Director of Prosecutions, Jeremy Taylor, revealed during a court hearing Thursday.

The United States has 60 days to provide evidence supporting its request for Joseph's extradition.

Joseph told the court he is concerned about leaving his wife, Edume, and children behind in Jamaica.

The three have an application for asylum that is currently under consideration. Their next appointment is set for April 5 when they will find out if the request for refugee status will be granted.

The United States has become increasingly involved in the investigation of Moise's murder, with key suspects facing the prospect of trial in U.S. courts as a probe by the Caribbean nation's authorities stalls.

Moise was shot dead by assassins armed with assault rifles who stormed his private residence in the hills above Port-au-Prince, sparking a manhunt and investigations across several countries in Latin America and the Caribbean.

Days after the murder, then-National Police Chief Leon Charles said Joseph was a key player in the plot, saying he supplied weapons and planned meetings.

The Associated Press obtained an unreleased police report in which multiple sources said Joseph had several links to the attack, with at least one identifying him among the leaders of it.

The sources said Joseph paid in cash for rental cars used by the attackers and had met with other suspects ahead of the killing, including Christian Emmanuel Sanon, a Haitian businessman and evangelical pastor who had expressed desire to lead his country.

Associates have suggested that Sanon was duped by the true masterminds of the assassination. He was arrested shortly after the killing.

The report indicated that the former senator introduced other suspects to Joseph Badio, an alleged leader of the plot who previously worked for Haiti's Ministry of Justice and the government's anti-corruption unit until he was fired.

It said phone records show James Solages, a Haitian-American arrested in the case, had a WhatsApp conversation with Joseph regarding preparations for the mission. And it said that Solage told authorities that Joseph, Badio and Rodolphe Jaar - a Haitian citizen and former U.S. government informant arrested January 7 in the Dominican Republic - were among those appointed leaders of the operation.

Jarr was extradited to the United States on January 19.

Former Colombian soldier Mario Antonio Palacios Palacios was the the first person to be formally charged by the U.S. in Moïse's assassination.

Panama turned him over to U.S. authorities on January 4.

He evaded captured after the assassination and fled from Haiti to Jamaica. A Jamaican judge ordered him deported to Colombia, but he was detained in Panama during a layover by U.S. authorities who had been in touch with him while he was still in hiding.

Jarr and Palacios are accused of conspiring to commit murder or kidnapping outside the United States and providing material support resulting in death, knowing or intending that such material support would be used to prepare for or carry out the conspiracy to kill or kidnap.

More than 40 suspects have been arrested in the presidential slaying, including 18 former Colombian soldiers.

Haitian PM: Human Organs Are Being Trafficked In Aftermath Of Quake (VIDEO)

On CNN last night Haitian Prime Minister Jean-Max Bellerive talked to the network's Christiane Amanpour about the unsettling reality of trafficking of human organs from victims in the wake of the earthquake that struck a few weeks ago.

"A lot of organizations - they come and they say there were children on the streets," Bellerive said. "They are going to bring them to the States – we have already reports of trafficking, even of organ trafficking."

AMANPOUR: And do you know for sure that children are being trafficked now?

BELLERIVE: There are children trafficking for children and adult persons, also. Because they need all types of organs.

AMANPOUR: No, but I mean live children. Are they being trafficked now?

BELLERIVE: The reports I receive; yes.

As TIME reported, the fact that vulnerable children in Haiti are the target of predators is something many organizations are concerned about:

Haitian Prime Minister Jean-Max Bellerive on Tuesday expressed the fear that amid the clamor to airlift Haitian orphans out of the devastated country to waiting adoptive parents in the U.S. and Europe, others are being trafficked. The U.N. says it's on alert to prevent the exploitation of the thousands of Haitian kids who've lost or been separated from their parents and who wander aimlessly in search of food, water and shelter. UNICEF, the U.N.'s child advocacy arm, as well as groups like Save the Children and the Red Cross, say they're registering at-risk kids and setting up shelters exclusively for them. Says one UNICEF official monitoring reports of scenes like the one witnessed by Pean, "Traffickers fish in pools of vulnerability, and we've rarely if ever seen one like this."
