You're going to spend about another $800 in upgrades/add-ons so you might as well build it on your own from the start for about 1/3 less ($1200 or so).
As already suggested; buy a striped upper and matching lower.
Then get yourself a good BCG and trigger group.
Finally, get some decent furniture and steer clear of all the tacti-cool garbage.

If you're going .223, just get an actual 5.56 barrel and BCG so you can fire either.
.223 chamber is NOT "backward compatible" with 5.56, but 5.56 is compatible with .223 ammo.
