Yeah, he is doing very great things for this country. Which would be a good thing if it ends up in the hands of someone who isn't evil.

There's usually a lot of unserious to things like this. Presenting the situation as serious and about "affirming their identity" is much different.
Things like this are generally some sort of joke or punishment.
