OK, so I took off on a tear based on past antenna array digs (Chernobyl, HAARP, etc…) and when I see high security megawatt power and lots of antennas, I see projects.
This one may have a more mundane but plausible answer…fireworks storage.
I was thinking of power out and how overdone things were…but reversing that and thinking about power in then the oversized wires above fireworks storage sheds makes sense…as does the elevated insulated drain wires to ground far from the sheds.
This place is in the global center of lightning activity…central FL. So much for a morning's work…I'll get 'em tomorrow. kek

Very well could be more to it, but for now it's looking plausibly like its public purpose…a fireworks storage facility. High power up, high power down…the wires look the same. Occam's razor suggests the fireworks thing makes best sense atm.
