Current FRB Chair "Jerry" Powell" was at Banker's Trust as Managing Director and presided over the huge increase in derivatives that was going tits up and they had to "sell" it to Douche Bank in 1999-they announced it in Nov 98 but it did not get done until 99. He left for Dillon, Read & Co. from 1997 to 2005 and got out before the derivative time-bomb went 'off' at Banker's Trust. Powell was a partner at The Carlyle Group, where he founded and led the Industrial Group within the Carlyle U.S. Buyout Fund. So there is ZERO coincidence that 'Jerry' is the FRB chair at this point. Because between him, Robert Rubin, Larry Summers and Alan Greenspan it's no wonder we are at $187T in derivatives at this point.

You may ask why they did that in 1999 (Banker's Trust selling to Douche Bank) a few reasons-The entire Y2k thing was a result of Alan Greenspan not programing 4 digits into all the trading programs that were implemented in the mid 70's-he wrote all of them. Before he was a financial 'genius' he was a programmer and he and John Kemeny (who invented BASIC in '64 along with Thoma Kurtz) wrote all those programs. The back-end system has been digital ever since then and those programs are based on BASIC/COBOL/FORTRAN and with the coming change they had a leetle problem as when the date switched over to 2000 from 1999 it would have thought it was year 1900 and not 2000 . Greenspans book he even blames himself for Y2k (and you'd have to wonder why he would do that) and he got pretty vocal about that in later '99 but that was only after all it was reprogrammed to make the change over.
We still had fractional pricing (1/8,1/4,1/2 etc) in the markets until june of 2001 and it switched to decimals right in front of 911.
At the same time you had the Hunt Brothers start cornerning the Ag markets cause they knew what was going on with all that-digital programs for "them".
