It does not refer to different things anon, you just lack understanding. We are His words. Heaven and earth will pass away, but His words will never pass away. We are also His voice. His voice is like rushing waters.

The FIRMAMENT separates the "waters above" from the "waters below". Again, Revelation 17:15 tells you the waters, where the PROSTITUTE sits, stands for people, multitudes, nations, and languages.

The firmament will give way, heaven and earth will pass away, but His words will never pass away. Heaven and earth aren't what you think they are anon.
