I've been reporting those as inappropriate political ads with the intention of constitutional violations, and money laundering. Probably won't have any effect, but it's worth a shot. Click the little circled i in the lower left corner and choose why this ad. Then there should be a link to report ad. The third radio button down will allow you to select a reason. YouTube makes it a challenge reporting this crap.
