Gardner and Cook City are completely isolated.
Even if people can get out of these areas there is no place for them to stay.
It's a pretty epic cluster fuck at this point. Potato will be worthless dealing with this situation. Montana does have a somewhat competent governor, we'll see how he manages the situation.
