People always get this wrong when they use the term "game theory." Usually used by people trying to sound smart.
From my understanding there are several classes of people that can end up on the list. People who've been involved in Black Ops, whistle blowers, activists, experimentation, etc. I've read that you can be put on the list simply by pissing off the wrong person.
From what we've learned about the Deep State over the past 6 months I think it's safe to say if you're truly a threat to them you aren't walking around for long. I think this is more of a "you're an inconvenience" list.
