A darker interpretation: they didn't trust their water bottles, thought they might be poisoned by someone in the FEMA building. After all they had blue caps so others could be sure they didn't get those bottles.

Not to over-push this, but the more I think about it, the more I believe this. Trump is a guy who goes to McDonalds because he knows he won't be poisoned there. FLOTUS' eyes go "wild" when she sees what POTUS does, so she knows why he did it.

I don't think it was necessarily staged between Pence and POTUS. POTUS, being the man who's been wary of such things his whole life, decides the water is dangerous and decides to make the gesture of putting it on the floor, to communicate to Pence and FLOTUS. Both immediately understand it means "don't drink the water", Pence puts his on the floor, FLOTUS keeps hers on the table but her eyes widen.
