He is C_A. There's bad blood between the C_A and No Such Agency. His mission was to infiltrate and gather info to paint No Such Agency in a negative light. Then Pedowood made a movie to cement the story, much like they did with Zuck. At least that's how I understand it. At least that's how I understood it.
