Josh Hawley Seeks to Ban Federal Contracts for China-Linked Consulting Firms
A plan by Sen. Josh Hawley (R-MO) would prohibit the United States federal government from awarding contracts to China-linked consulting firms.
The legislation, called the Time to Choose Act, would prohibit the Department of Defense and other federal agencies from dishing out contracts to U.S. consulting firms that contract with the Chinese government, Chinese Communist Party, or subsidiaries.
“The fact that these consultants are awarded huge contracts by our Defense Department and other federal agencies, while they are simultaneously working to advance China’s efforts to coerce the United States is appalling and completely unacceptable,” Hawley said.
“It is well past time that we hold these companies accountable and prohibit this kind of conflict of interest in government contracting,” he continued.
In addition, Hawley’s legislation would impose penalties on consulting firms that attempt to hide or misrepresent their affiliations with the Chinese government. They would also be banned from receiving future contracts.
Likewise, the legislation would terminate existing federal contracts with firms working for China and require those firms to pay fines in the sum of three times what the U.S. government spent on their contract.
Most recently, McKinsey & Company was found to be working for China-owned corporations while also holding federal contracts with the United States government. Since 2008, the firm has received nearly $900 million in taxpayer money via contracts.

Federal Judge Blocks Biden Administration’s Effort to Allow Males to Compete in Women’s Sports
A federal judge has blocked the Biden administration’s recent rules giving gays and transgender people extended rights in schools and the workplace because Biden’s regulators bypassed a critical requirement of federal law that must be satisfied before issuing such a regulation: giving the public notice of the regulation, time to file comments, and forcing the agency to respond to those comments.
U.S. District Judge Charles Atchley Jr. agreed with 20 state attorneys general that the regulations may infringe on states’ rights and could be seen as having been improperly drawn. Atchley blocked the implementation of the rules until a lawsuit addressing the changes could be resolved, the Associated Press reported.
“The APA sets different procedural requirements for ‘legislative rules’ and ‘interpretive rules’: the former must be promulgated pursuant to notice-and-comment rulemaking; the latter need not,” the judge wrote.
“If an agency attempts to issue a legislative rule without abiding by the APA’s procedural requirements, the rule is invalid.”
Atchley continued, “Notice and comment gives affected parties fair warning of potential changes in the law and an opportunity to be heard on those changes—and it affords the agency a chance to avoid errors and make a more informed decision.
“As demonstrated above, the harm alleged by Plaintiff States is already occurring — their sovereign power to enforce their own legal code is hampered by the issuance of Defendants’ guidance and they face substantial pressure to change their state laws as a result,” the Trump-appointed judge wrote.
The request to block the rules was filed by the attorneys general of the states of Alabama, Alaska, Arizona, Arkansas, Georgia, Idaho, Indiana, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Montana, Nebraska, Ohio, Oklahoma, South Carolina, South Dakota, Tennessee, and West Virginia.
“The directives regarding discrimination based on sexual orientation was issued by the U.S. Department of Education and the Equal Employment Opportunity Commission in June,” the AP added, “following a landmark civil rights decision by U.S. Supreme Court in 2020 that, under a provision called Title VII, protects gay, lesbian and transgender people from discrimination in the workplace.”

A"good Samaritan" fatally shot the gunman who killed three people Sunday at a mall in Greenwood, Ind., city officials say.
Greenwood Mayor Mark Myers says a total of four people including the gunman are dead and two others are injured, including a 12-year-old girl, in connection with the incident.
"As of now, we do not know the shooter's identity or motive," Myers said in a statement released by the city police department. "We do know that someone we are calling the 'good Samaritan' was able to shoot the assailant and stop further bloodshed. This person saved lives tonight. On behalf of the City of Greenwood, I am grateful for his quick action and heroism in this situation."
The Indianapolis suburb of Greenwood is home to about 64,000 people.
As of July 1, Indiana stopped requiring a permit to legally carry or conceal a handgun, provided carriers meet certain requirements such as not having an order of protection issued against them.
