Most recently, Troye served in the Office of the Vice President of the United States as the Homeland Security and Counterterrorism Advisor to Vice President Pence. In this role, she focused on tracking imminent and evolving domestic and international security threats, natural disaster events, and managing complex policy decisions and responses to large scale crisis events facing the American people. Prior to this, she served in the Office of Intelligence & Analysis at the Department of Homeland Security as Chief of Strategy, Policy, & Plans.

NICB was formed in 1992 from a merger between the National Automobile Theft Bureau (NATB) and the Insurance Crime Prevention Institute (ICPI), both of which were not-for-profit organizations. The NATB, which managed vehicle theft investigations and developed vehicle theft databases for use by the insurance industry, dates to the early 20th century. The ICPI investigated insurance fraud for approximately 20 years before joining with the NATB to form the present National Insurance Crime Bureau.

David J. Glawe is the President and Chief Executive Officer of the National Insurance Crime Bureau. Mr. Glawe is responsible for leading a united effort of property-casualty insurance companies, law enforcement agencies, car rental companies, and other strategic partners to prevent and combat insurance fraud and crime. Mr. Glawe oversees the operational and intelligence capabilities of NICB employees who are deployed in eight regional offices throughout the United States and Mexico.

 

Prior to joining NICB, Mr. Glawe served as the Under Secretary for Intelligence at the Department of Homeland Security.He was nominated by the President of the United States and received unanimous confirmation by the Senate.  Prior to his appointment, Mr. Glawe served as Special Assistant to the President of the United States for Homeland Security, and as the Chief Intelligence Officer and Assistant Commissioner at U.S. Customs and Border Protection.  Mr. Glawe also served in the Office of the Director of National Intelligence as Deputy Intelligence Manager for Threat Finance and Transnational Organized Crime, and subsequently on the President’s National Security Council.  Earlier in his career, Mr. Glawe served as a Supervisory Special Agent with the Federal Bureau of Investigation, a Federal Agent with the United States Postal Inspection Service, and a Police Officer in Houston, Texas, and Aurora, Colorado.

 

Mr. Glawe’s numerous honors include the Central Intelligence Agency Warren Medallion and Citation, the Department of Homeland Security Distinguished Service Medal and Citation, the National Intelligence Superior Service Medal, and the Department of Justice Meritorious Public Service Award.

 

Mr. Glawe achieved a Bachelor of Arts in Behavioral Science degree from the University of Northern Iowa and a certificate from Harvard University.

Career

 

Glawe was born in 1970, and grew up in Davenport, Iowa. He graduated in 1992 from the University of Northern Iowa with a B.A. in Behavioral Science in criminology and certificate from the Harvard University in 2015.[2]

 

Glawe started his law enforcement career as a police officer with the Houston, Texas and Aurora, Colorado Police Departments. He served as a federal agent with the United States Postal Inspection Service and then as a counter-terrorism special agent with the Federal Bureau of Investigation.In 2007, as an FBI Supervisory Special Agent in the Counterterrorism Division, he served in Iraq and Africa.[2][3]

 

In 2012 he became Deputy National Intelligence Manager for Threat Finance and Transnational Organized Crime at the Office of the Director of National Intelligence.[2] In 2015 he was appointed to serve as the Assistant Commissioner and Chief Intelligence Officer at United States Customs and Border Protection.[4]

 

He was appointed as the acting Under Secretary of Homeland Security for Intelligence and Analysis by the President Trump on January 23, 2017, and was unanimously confirmed to that position on a permanent basis by the United States Senate on August 3, 2017. He also served briefly in the White House as Special Assistant to the President for Homeland Security.[4][5] He was the longest serving Senate-confirmed official in DHS.[3]

 

Personal life

 

When Glawe was confirmed he was the highest ranking openly gay LGBTQ U.S. Government Official, the first LGBTQ individual to be nominated by a Republican President, was supported and introduced at his confirmation hearing by the most senior Republican Senator from Iowa, Chuck Grassley, and is the first LGBTQ official to lead a U.S. intelligence organization.

 

He currently resides with his husband and two children in the Washington D.C. metro area.[7]

Timothy R. Slater serves as NICB’s Senior Vice President and Chief Operating Officer. In this capacity he has oversight of all field operations throughout the United States and Mexico, both field and headquarters-based intelligence and analytics activities, partner engagement & member services, and learning and development. Through a combined effort of all of these programs, and in partnership with all NICB programs, Mr. Slater is responsible for leading NICB’s continued growth into a more data-driven organization – an effort anchored by the 100+ years of high-quality traditional investigative and analytical support provided by the organization in leading the fight against insurance fraud and crime.

 

Immediately priorto assuming his role at NICB, Mr. Slater held the position ofAssistant Director in Charge of the Federal Bureau of Investigation’s (FBI) Washington Field Office, where he was responsible for providing executive and strategic leadership to personnel tasked with protecting the nation’s capital and greater United States from all threats domestically and abroad.

 

Mr. Slater began his career with the FBI as a Special Agent in the Detroit and Miami Divisions, earning investigative commendations and sustained performance awards for his work on a variety of multifaceted cases. He promoted through the ranks to leadership positions in multiple locations, including the headquarters-based Criminal Investigative Division, the Oklahoma City Division as the Senior Supervisory Resident Agent, and the Knoxville Division as an Assistant Special Agent in Charge. Following his time in Knoxville, Mr. Slater served in several roles with the Critical Incident Response Group, culminating in an assignment as Deputy Assistant Director of the Quantico, Virginia-based division responsible for the coordination of crisis response capabilities nationally and internationally. As a recipient of several executive leadership awards, he has been recognized for his ability to successfully solve complex problems and manage teams, strengths which contributed to his selections as Special Agent in Charge (SAC) of multiple FBI Divisions including the Detroit Division and the Criminal and Cyber Division of the Washington Field Office, where he was honored with the United States Capitol Police Medal of Merit.

 

Mr. Slater holds a Masters of Science from the Michigan State University Eli Broad School of Business and is a graduate of the Northwestern University Kellogg School of Management.

James Berry serves as Vice President of Learning & Development for the National Insurance Crime Bureau. Mr.Berry is responsible for leading the effort to provide a host of training solutions which include instructor-led, eLearning and specialized academies to NICB members, law enforcement and key stakeholders. Mr. Berry also manages the National Insurance Crime Training Academy (NICTA) online eLearning platform which offers over 60 training programs to members.

 

Prior to joining NICB, Mr. Berry served asa Special Agent in the Federal Bureau of Investigation (FBI) for 23 years. Most recently, Mr. Berry served as the Supervisory Special Agent for the FBI’s Springfield Field Office – Quad Cities Resident Agency where he maintained oversight for criminal and national security investigative matters. During his 23-year career Mr. Berry also served in the Denver, Washington D.C. and Detroit field offices. While in Washington D.C., Mr. Berry was assigned to the protection detail for then FBI Director Robert Mueller and he served as Unit Chief for the FBI’s Weapons of Mass Destruction Render Safe Program in Quantico, Virginia.

 

Prior to joining the FBI, Mr. Berry served as an Assistant Athletic Trainer in the Sports Medicine Department at the University of Notre Dame in South Bend, Indiana. This position involved the daily management and rehabilitation of athletic injuries for a number of Notre Dame athletic teams to include football.

 

Mr. Berry attended St. Ambrose University where he earned a degree in Education and Athletic Training and Indiana State University where he obtained a Master of Science in Education.

Mr. Christman is Assistant Director of the FBI’s Criminal Justice Information Services (CJIS) Division in Clarksburg, W.Va. He became an Advisor to the NICB Board of Governors in 2021.

 

Prior to his March 2021 CJIS appointment, Mr. Christman served as the special agent in charge of the FBI’s Pittsburgh Division from May 2020 to March 2021. Mr. Christman joined the FBI as a special agent in the Salt Lake City Division (February 1992) and later moved to the Cleveland Division (September 1997). In February 2005, he was promoted to supervisory special agent and assigned to the Criminal Investigative Division at FBI Headquarters in Washington, D.C. In June 2007, Mr. Christman moved to the Pittsburgh Division, where he supervised violent crime, violent gang, drug, and organized crime programs. He was promoted to assistant special agent in charge of the Pittsburgh Division’s Criminal, Intelligence, and Administrative Programs in February 2014. Following, other positions he held included section chief of a Cyber Operations section at FBI Headquarters and deputy assistant director of the CJIS Division's Operational Programs Branch. Prior to his appointment with the FBI, he worked for the City of Akron, Ohio, Prosecutor's Office.

 

Mr. Christman holds a bachelor's degree in Business Administration from Youngstown State University and a juris doctorate degree from the University of Akron.

Lebanese Hezbollah is using money laundering and the drug trade — and dabbling heavily in used cars — to raise revenue for their own nefarious operations and benefit their Iran regime benefactors, a leading Drug Enforcement Administration official said today.

 

John Fernandez, the DEA’s assistant special agent in charge of the Special Operations Division’s Counter-Narcoterrorism Operations Center, told a forum at The Washington Institute for Near East Policy in D.C. that when it comes to connections on the criminal side of terrorist organizations, the ideologies of criminal partners cease to matter — whether Hezbollah teams up with Colombian cartels or Shia drugs are funneled to Saudi nightclubs.

 

“When it comes to the bottom line, it doesn’t matter about sectarian differences,” he said.

 

And though Iran infamously supports Hezbollah, the lucrative proceeds from the group’s underworld dealings allow a reciprocal relationship. “We have seen indications of Hezbollah criminal activity also benefiting their Iranian masters,” Fernandez said.

As stated above, Operation Fast and Furious was only one of several such operations. The name itself, “Operation Fast and Furious,” is related to the fact that the suspects were involved in car racing together.

 

Operation Fast and Furious simply picked up the gunwalking practices which had been going on previously, as if they were new again. Once again, the operation began when a firearms dealer contacted the ATF about a suspicious purchase. Unlike Operation Wide Receiver, many of these purchases involved hundreds of weapons. What’s more, there was no official collaboration between the firearms dealers and the ATF. Perhaps most disturbing is that both Mexican law enforcement officials and the Mexico City Office of the ATF were left completely in the dark about what was going on.
