Fletcher retired in 1977, just as the space shuttle program was beginning. However, disaster struck on January 28, 1986, when the space shuttle Challenger was destroyed at launch due to a faulty booster rocket. In response, Fletcher was pulled out of retirement and was reinstated as the administrator of NASA, becoming the only man to hold the position twice. On taking over, Fletcher put the shuttle program on hiatus and oversaw a complete redesign of the shuttle components. His leadership gave NASA some much-needed stability although Fletcher himself was caught up in fruitless conflict-of-interest investigations. He retired for good in 1989, shortly after approving the Hubble Space Telescope program.
