US offers $10 million reward for information on Russian election interference

The United States is offering a reward of up to $10 million for information on Russian interference in U.S. elections.

The U.S. State Department announced the reward on July 28, saying it seeks information leading to the identification or location of any foreign person who knowingly engaged or is engaging in interference in U.S. elections, but it specifically mentions Russia’s Internet Research Agency (IRA), Kremlin-connected businessman Yevgeniy Prigozhin and Russian entities and associates linked to him.

The United States previously identified the St. Petersburg-based IRA as having engaged in political and electoral interference operations and previously sanctioned Prigozhin for the interference.

“Beginning as early as 2014, IRA began operations to interfere with the U.S. political system, including the 2016 U.S. presidential election, with a strategic goal to sow discord,” the department said in a statement.

Donald Trump narrowly defeated former U.S. Secretary of State Hillary Clinton in the 2016 election.

Prigozhin is a Russian national who provided funding to IRA through the companies Concord Management and Consulting and Concord Catering, companies that he controlled.

“Concord sent funds, recommended personnel, and oversaw IRA’s activities through reporting and interaction with IRA’s management,” the State Department said.

Beyond Prigozhin, the department is seeking information on several other people listed as having worked in various capacities to carry out IRA’s interference operations targeting the United States.

They are accused of conspiring to defraud the United States by obstructing the functions of the government for the purpose of interfering with the U.S. electoral processes, including the presidential election of 2016, the department said.

The department said the reward offer is being made through the Rewards for Justice program and is part of the U.S. government’s wider efforts to ensure the security and integrity of U.S. elections and protect against foreign interference.

Senate Passes Resolution Calling for Russia to Be Labeled as Sponsor of Terror

The non-binding resolution was passed unanimously by voice vote

The Senate on Wednesday passed a non-binding resolution that calls for Secretary of State Antony Blinken to designate Russia as a “state sponsor of terrorism.”

The resolution passed by unanimous voice vote as there is a strong bipartisan consensus to add Russia to the list. A similar resolution has been introduced in the House, and Speaker Nancy Pelosi (D-CA) has been pressuring Blinken to make the designation.

As secretary of state, Blinken has the authority to designate a country as a terror sponsor. Currently, only Cuba, North Korea, Iran, and Syria are on the list, which expands sanctions against the targeted nation.

Since the US has already slapped so many sanctions on Russia, the designation would have little impact on Moscow. But the designation would symbolize the fact that US-Russia relations will not be repaired for years to come, as the terror sponsor designation would be difficult for a future administration to remove.

Senators Lindsey Graham (R-SC) and Richard Blumenthal (D-CT) are major proponents of adding Russia to the terror sponsor list and repeated their call for the Biden administration to do so on Thursday.

Graham and Blumenthal visited Kyiv earlier in July and met with Ukrainian President Volodymyr Zelensky to discuss designating Russia. While in Kyiv, the senators said they hoped to see a “hand-to-hand insurgency” in areas of Russian-controlled Ukraine.

Swiss bank blocks account of Russia’s permanent envoy to UN in Geneva — diplomatic mission

A Swiss bank has blocked the personal account of Permanent Representative of the Russian Federation to the United Nations Office and Other International Organizations in Geneva Gennady Gatilov, the diplomatic mission of the Russian Federation said in a commentary released on Friday.

"A number of banks, insurance and car maintenance companies we had long-standing partnerships with decided to abandon the contracts they had with us, while bluntly saying the reason - because we are from Russia. Even the personal account of the Russian permanent representative in Geneva in a local bank, which was used, among other things, to cover medical expenses, has been blocked," the statement said.

The diplomatic mission added that it has become more difficult for Russian diplomats and other officials arriving at various UN meetings and other events in Switzerland to fulfill their professional duties.

"[There are] bans on direct Moscow-Geneva flights, [as well as] tightening by our Swiss colleagues of the previous practice of issuing service visas and other unfriendly measures. Let’s take, for example, the inability of local authorities to provide an air route for the flight of aircraft of our country's top officials," the diplomatic mission stressed recalling the incident with the ban on the overflight of the aircraft of Russian Foreign Minister Sergey Lavrov in March of this year.

Latvian Prosecutors Charge Bankers with Laundering 2.1B Euro

Latvian prosecutors have charged a shareholder and top managers of the country’s erstwhile third largest bank, ABLV, with laundering 2.1 billion euros through a network of shell companies.

Also to go on trial is the manager of the notorious shell company provider investigated by OCCRP.

The indictment accuses ABLV co-owner and CEO Ernests Bernis, former deputy CEO Vadims Reinfelds as well as Arvis Šteinbergs, co-manager of shell firm provider ‘International Overseas Services’ (IOS) group, and five others of laundering the proceedings from crime using shell firms incorporated and administered by IOS.money, according to a copy of the indictment obtained by Latvian TV program "Kas notiek Latvijā?”.

The indictment follows OCCRP’s reporting on money laundering via IOS and Latvian banks such as ABLV, starting in 2012, in connection with the “The Proxy Platform” and “Troika Laundromat” projects.

OCCRP also investigated ABLV in the ‘Pandora Papers’. Other money laundering episodes involving ABLV investigated by OCCRP include ‘Grand Theft Moldova’ and Ukrainian gas fraudster Serhii Kurchenko, the latter also mentioned in the indictment, according to Kas notiek Latvijā.

Bernis, Reinfelds, and Šteinbergs plead not guilty to the charges.

According to Latvia’s Specialized Prosecutor's Office for Organized Crime and Other Sectors, starting 2010, Bernis ran an organized crime group that laundered the money using shell firms incorporated and administered by IOS.

The bank’s provision of shell firms in Cyprus, Seychelles, Panama, Belize, British Virgin Islands, and the United Kingdom allowed customers to transfer money using falsified contracts, this way concealing the ownership and the origin of their illicit funds.

ABLV Bank, via IOS, oversaw the administration of the shell firms and their filing of official paperwork. IOS provided nominee directors to hide the real beneficiaries of the shell firms.

The bank’s division ABLV Corporate Services played a key role in money laundering, according to the indictment, supervising the accounting and tracking of money being laundered, while overseeing the pipeline of shell firms, according to the indictment.

Prosecutors also charged ABLV’s former anti-money laundering heads with money laundering. Their role was to ensure that dirty money did not trigger red flags.

Ellensburg ICE officer arrested in child sex trafficking investigation

A 47-year-old Ellensburg man was arrested by Othello Police officers Tuesday in connection with an incident where he allegedly traveled to Othello to pay for sex with a 13-year-old girl.

In a press release issued Wednesday, OPD Chief Phil Schenck said Koby Don Williams was booked into the Adams County Jail on requested charges of second-degree attempted rape of a child, attempted commercial sexual abuse of a minor and communication with a minor for immoral purposes.

"During this investigation, it was discovered that Williams was employed by the U.S. Department of Homeland Security as a supervisory detention and deportation officer with Immigration and Customs Enforcement (ICE)," Schenck wrote in the press release.

The arrest was part of the department's ongoing "Human Sex Trafficking Demand Reduction" investigation.

Willaims was released from jail on his own recognizance, and Schenck said in a separate interview that wasn't an uncommon practice.

"(Williams) went in front of the (Adams County Superior Court) judge and the judge found probable cause," Schenck said. "Then the process is, they look to see if the person is a flight risk. My understanding, from my staff talking to the prosecutor, the only issue he's had is a parking ticket. So for them to say he's a flight risk would be difficult."

Schenck said the fact Williams was released without being required to post bail also isn't uncommon.

"That's a judge decision. If the judge believes he's going to come to trial when it's time, then it's not uncommon to see no bail. Bail is designed to ensure you come to court," Schenck said.

Immigration and Customs Enforcement authorities are cooperating with the investigation.

"Homeland Security has been very cooperative," Schenck said.

The Moses Lake Police Department, Toppenish Police Department and Washington Department of Corrections assisted with the investigation, Schenck wrote in the press release.

A Panicking Biden Administration Seeks Talks With Russia

Here is another story that demonstrates the incompetence and arrogance of the Biden administration.

The New York Times reports of a potential prisoner swap between the U.S. and Russia:

[T]he Biden administration has proposed trading the merchant of death for the imprisoned basketball player as well as a former marine held in Russia on what are considered trumped-up espionage charges. In the harsh and cynical world of international diplomacy, prisoner exchanges are rarely pretty, but unpalatable choices are often the only choices on the table.

Whether the swap would go through remained unclear. Secretary of State Antony J. Blinken made the offer public in part to reassure the families of Brittney Griner, the basketball player, and Paul N. Whelan, the former marine, that the administration is doing all it can to free them.

Russian officials, who have long sought the release of the arms trafficker Viktor Bout, confirmed the discussion on Thursday but said Foreign Minister Sergey V. Lavrov was too busy to talk with Mr. Blinken now.

Typically prisoner swaps are not talked about publicly before they happen:

Some veteran hostage negotiators were perplexed that Mr. Blinken made the offer public. “It is baffling why the U.S. would announce this proposal in the midst of the negotiations,” said Rob Saale, the former head of the F.B.I.-led Hostage Recovery Fusion Cell. “If you’re in sensitive negotiations why would you want to air this out publicly? It makes me wonder if the Russians haven’t already declined the deal.”

Mr. Saale suspicion was justified as the Washington Post now reports:

The Biden administration disclosed publicly that the United States had made “a substantial offer” to Russia to secure the release of two American prisoners because closed-door negotiations had stalled, an administration official said Thursday.

The administration hopes public pressure will lead Moscow to engage in negotiations resulting in basketball star Brittney Griner and security consultant Paul Whelan being released from Russian prison, the official said, speaking on the condition of anonymity to discuss sensitive deliberations.

U.S. officials say they have tried for weeks to broker the releases of Griner and Whelan. But the lack of progress, and the prospect of Griner soon facing conviction and sentencing on drug charges, prompted the administration this week to make the negotiations public.

I do not understand why the administration had started such negotiations even before the Griner court case has been closed. In general such prisoners will only be pardoned and released to the other side after they have been sentenced. Anything else would raise accusations of executive interference in the judicial process. The Brittney Griner case, over admitted smuggling of cannabis oil, is still in court. The Russian government will obviously refrain from doing anything about her before the judicial process has ended.

Los Angeles bans observers from watching county District Attorney Gascon recall effort count

Gascon has created ire among residents, rank-and-file prosecutors, Los Angeles law enforcement for such policies as downgrading felonies

Monitors will not be allowed to view the vote counting in the recall balloting for Los Angeles County District Attorney George Gascon because the county does not consider the process as an election, officials say.

The organizers of the recall campaign say they wants to make sure the voter petitions are accurately counted to place the measure on a ballot, as early possibly as November.

And supporters of the effort argue the law clearly states the recall is an election and the process should be public.

"We are concerned about it, and we have attorneys looking at it," retired LAPD Sgt. Dennis Zine, one of the campaign organizers, said of the petition counting.

If enough valid signatures are submitted and the recall makes a ballot, voters will be asked two questions: whether they would like to recall Gascon and to select a successor from a list of names.

Gascon has created ire among residents, his rank-and-file prosecutors, Los Angeles law enforcement and others for such policies as downgrading felonies, not enforcing most gun or drug crimes, and prohibiting attorneys from attending parole hearings to advocate increased prison time for people convicted of murder.

Similar policies recently resulted the recalled San Francisco District Attorney Chesa Boudin.

The Los Angeles County Registrar of Voters told the Washington Examiner that monitors are allowed in standard elections but a recall does not meet that standard.

"[A] reference to monitors/observers in the presidential election is not an accurate comparison as an election does allow for public observation, and Los Angeles County does have an Election Observer Program where members of the public get to watch election-related activities," Registrar spokesman Michael Sanchez said. "However, a recall attempt and its verification/certification activities are not the same."

Sanchez cited Government Code 6253.5, which states that petitions for ballot measures are not deemed to be public records and therefore not open to inspection.

However, campaign spokesman Tim Lineberger cites state election code 2300, which states that voters have the right to ask questions about election procedures and observe the process.

Pelosi Announces House Will Vote Immediately on ‘Assault Weapon’ Ban After Democrat Infighting

Speaker of the House Nancy Pelosi (D-Calif.) announced in a July 29 letter to Democrats that an intra-party impasse over a bill to ban assault weapons had been bridged, and said that a vote on the bill will be held the same day.

The bill would ban an array of semi-automatic firearms dubbed “assault weapons” by critics, though the exact meaning of the term has long been contested by Republicans and Second Amendment advocates.

In a “Dear Colleague” letter, Pelosi wrote: “House Democrats are committed to building safer communities, in every corner of the country. To that end, our Members have been working on a robust package of public safety bills and have made immense progress in our discussions. Work continues on this essential legislation, and we plan to bring this legislation to the Floor—increasing safety with accountability.”

“Today, our Democratic Majority will take up and pass the Assault Weapons Ban legislation: a crucial step in our ongoing fight against the deadly epidemic of gun violence in our nation,” Pelosi continued, asking her caucus to support a “same-day authority” procedural vote to allow the bill to move forward. “In order to succeed in passing the Assault Weapons Ban, we must first pass same-day authority so that we can pass the Rule enabling us to bring up the Assault Weapons Ban.

“Please vote yes on same-day authority, yes on the Rule for the Assault Weapons Ban, and yes on the legislation to reinstate the Assault Weapons Ban.

“Thanks for putting People Over Politics,” the brief letter concluded.

Initially, the bill was set for consideration on July 27.

However, that vote was delayed after infighting among Democrats—several Democrats reportedly had refused to vote for the bill—threw into doubt the possibility of advancing the legislation through the House. Because Democrats hold the lower chamber by four seats, Pelosi can scarcely afford to lose a single vote on the legislation, which is likely to face unified GOP opposition.

This impasse seems to have been overcome, however, and the bill is now set for consideration in the House sometime on the afternoon of July 29.

The bill has advanced at a rapid trot, first passing the House Judiciary Committee on July 20 over unanimous GOP opposition.

This bill is only the latest in a series of efforts by Democrats in the House and Senate seeking to advance much stricter gun control laws.

At the end of June, a compromise gun bill brokered in the Senate between Sens. John Cornyn (R-Texas) and Chris Murphy (D-Conn.) won enough support to overcome the 60-vote filibuster threshold, and has since passed the House and been signed into law by President Joe Biden.

While the measure was a victory for gun control proponents and a stinging defeat to Second Amendment advocates, Democrats have little chance of being able to replicate the feat with more wide-reaching firearms legislation.

Even if the House were to approve the assault weapons ban, it’s all but guaranteed to fail in the Senate, where it will likely fail to gain the support of at least 10 Republicans to overcome the filibuster threshold.

Specifically, Rallis accused Timmons of influencing police and judges to have him arrested and jailed on charges of kidnapping and domestic violence, 2nd degree, to further the affair Timmons was having with his estranged wife.

Rallis posted on his Instagram that he spent months wearing an ankle monitor and was separated from his young daughter before the charges were expunged.

Most citizens of the South Carolina Upstate weren’t even aware of the allegations until Timmons, a second-term congressman and fifth-generation heir to one of the Palmetto Upstate’s most prominent families, spent a full day attempting to expel the rumors on S.C. conservative radio.

“My wife and I do not comment on our personal lives because they’re private, and they should remain that way,” Timmons told 106.3 WORD’s The Tara Show.

“That said, we are experiencing challenges. We’re going through a difficult time. I regret anything I’ve ever done to let her down.”

In appearing on that show and three others, Timmons said he would not provide specifics on questions of infidelity but did want to address allegations that his personal issues could affect his ability to serve in public office.

“It’s just delusional to think that there’s any world that that can happen,” Timmons said on The Tara Show when generically asked if he ever abused the power of his office. “It’s incredibly offensive to attack the criminal justice system that way.”

“I am not a sexual deviant,” Timmons said on The Tara Show without being prompted.
