William Joseph McDonough was President of the Federal Reserve Bank of New York and was “Jesuit” educated from Georgetown University and also at the College of the Holy Cross in Worcester, Massachusetts. He was a director on the Council on Foreign Relations beginning in 1995.
The Federal Reserve Bank of New York is housed in 22-story edifice located on33 Liberty Street,and includes a vault for gold storage. The New York Fed acts as the guardian and custodian of the gold on behalf of account holders, which include the U.S. government, foreign governments, other central banks, and official international organizations.
The Comex, short for The Commodity Exchange, is the platform used for precious metals (futures) trading in New York. Before 9-11, Comex had it’s vault in the basement of WTC-4.
Nearly a thousand tons of gold and silver were kept there in a secret bi-level 6,000-square-foot vault. Not only did they hold some of the world's largest gold depositories, but they were home to stashes belonging to the CIA and secret service. The building also housed an office of the CIA containing drugs, weapons and contraband seized by customs officers. The Bureau of Alcohol, Tobacco and Firearms also lost two evidence vaults.
Before the 9-11 attack there were 379,036 ounces of gold, stacked in 30-pound ingots. There was much more silver, in bars as big as bread loaves, weighing 70 pounds per loaf, 29,942,619 ounces. There is no verified accounting for what happened to the gold and silver after the 9-11 attack. Some believe it all was recovered. Some say a portion of it or most of it was stolen, perhaps even before the attack occurred.
Reports describing the contents of the vaults before the attack suggest that nearly $1 billion in precious metals was stored in the vaults. A figure of $650 million in a National Real Estate Investor article published after the attack is apparently based on pre-attack reports.
Rudolph Giuliani announced that "more than $230 million" worth of gold and silver bars that had been stored in a bomb-proof vault had been recovered. (New York Times article)
