CHARLESTON, S.C. (WCBD) — President Joe Biden and first lady Jill Biden will be traveling to the Lowcountry this week.

According to the White House, the Bidens will depart for Kiawah Island on Wednesday soon after the president delivers remarks and signs into law the Sergeant First Class Heath Robinson Honoring our Promises to Address Comprehensive Toxics (PACT) Act of 2022.

The Bidens have been known to vacation on Kiawah Island over the years. The president visited Kiawah while serving as vice president in 2009, 2013 and in 2015.

No others details about the Bidens’ trip have been released.

Florida prosecutor vows to fight Gov. DeSantis suspension

ST. PETERSURG, Fla. — A Florida prosecutor vowed Sunday to fight his suspension from office by Gov. Ron DeSantis over his promise not to enforce the state’s 15-week abortion ban and support for gender transition treatments for minors.

Andrew Warren, a Democrat suspended last week from his twice-elected post as state attorney in Hillsborough County, which includes Tampa, said in a Facebook video message and news release Sunday he plans a “vigorous defense” by his legal team but did not give specifics.

“I’m not going down without a fight,” Warren said on the video. “I refuse to let this man trample on your freedoms to speak your mind, to make your own health care decisions, and to have your vote count.”

Warren was suspended Thursday by DeSantis, a Republican seeking re-election in November and potential 2024 presidential candidate, who cited neglect of duty and other alleged violations. The governor contended that’s because Warren signed statements with dozens of other prosecutors nationwide vowing not to pursue criminal cases against people who seek or provide abortions or gender transition treatments.

Warren contended Sunday the governor was essentially seeking to nullify the will of voters in the Tampa area who elected him in 2016 and 2020.

Army vet gets 18 months for stealing $2.1M in military gear from Texas base

A US Army veteran who pleaded guilty to stealing $2.1 million worth of military gear from a Texas army base was sentenced to 18 months in prison last Tuesday and ordered to pay more than $1 million in restitution to the Army.

Jessica Elaintrell Smith, 30, was ordered to serve 18 months in prison followed by two years of post-release supervision by US District Judge Drew Tipton during a remote hearing, the Killeen Daily Herald reported.

Smith must also pay nearly $1.3 million to the Army as restitution for her role in the Fort Hood theft, Tipton ruled.

The vet pleaded guilty in April to stealing dozens of Army thermal scopes, radios and night vision goggles from the Texas base. She and two co-conspirators snatched the expensive specialty equipment sometime overnight between June 16 and June 17 of last year, the local outlet reported.

The next day, soldiers at Fort Hood found the locks on 17 shipping containers had been cut and a count of inventory found that a total of 137 items worth about $2.1 million were missing from the containers.

“It was a smash-and-grab,” Assistant US Attorney Joel Stacey Dunn, said on Tuesday, according to the Herald. “They took whatever they could get.”

Smith and her co-conspirators were caught when Army investigators spotted items from the stolen loot for sale on eBay less than two weeks later. The items listed on the resale site had serial numbers that matched the missing equipment.

On April 5, Smith pleaded guilty to one count of conspiracy to defraud the US. A second count she was charged with was dropped as part of the plea agreement, according to the Herald.

The veteran apologized to the government, her Army unit and her family during her sentencing Tuesday, the outlet reported.

“I want a better reality,” Smith said. “I want to do better in life and I’ll never be in this situation again.”

Her lawyer, a court-appointed public defender, said the mom of two got “financially desperate” in trying to provide for her children.

One of Smith’s co-defendants in the case, Nathan Nichols, also pleaded guilty and is scheduled to be sentenced in October. He is expected to share in the responsibility of paying the $1.3 million restitution to the Army, the judge in the case said.

A third co-defendant and fellow Army veteran, Brandon Dominic Brown, pleaded not guilty in November 2021. He will go on trial on Sept. 6 with a grand jury.

Russia takes out 45,000 tons of NATO ammo – MoD

A depot housing Western-supplied ammunition has been destroyed in Ukraine, Russia’s Defense Ministry claimed

The Russian military has taken out a depot in southern Ukraine that stored NATO-supplied ammunition, the Defense Ministry claimed on Sunday.

"In the Voznesensk area of the Nikolaev region an arsenal that stored 45,000 tons of ammunition recently supplied to the Ukrainian Armed Forces by NATO countries has been destroyed,” the ministry stated, adding that Russian forces eliminated five other ammo depots.

Meanwhile, the Russian army conducted strikes on the deployment point of units of Ukraine's 72nd mechanized brigade at an agricultural facility in the Donetsk People’s Republic city of Artemovsk, wiping out up to 130 soldiers and eight transport and armored vehicles, the ministry’s statement read.

Moscow’s forces, the ministry continued, also used high-precision air-based missiles to attack a howitzer battery of Ukraine’s 95th Air Assault Brigade in the village of Dzerzhinsk in the DPR. According to the statement, the strike killed up to 70 service members, destroyed three 2S1 Gvozdika self-propelled guns and four vehicles.

The Russian Defense Ministry noted that faced with high losses, “the regime of [Ukrainian President Vladimir] Zelensky is taking measures to make up for the shortage of military personnel” in the Donbass. Kiev, the statement said, has decided to send to the frontline mobilized Ukrainian citizens from a training center, as well as wounded service members who did not have enough time to fully recover.

On Tuesday, Zelensky said that the fighting in Donbass was “hell,” claiming that Kiev’s military remained heavily outgunned and even outnumbered by Russia. He appealed to the US and its allies for even more weapons, in particular the HIMARS rocket launchers.

Moscow has repeatedly warned the West against sending weapons to Kiev, saying it only prolongs the conflict, increases the number of casualties, and will result in long-term consequences.

Who is I. Lewis Libby? The not-Karl-Rove character at the center of the CIA leak investigation is so mysterious he hides his first name. Rove we know: He’s Bush’s political id—a self-taught master of political hardball, a brash Texan who has plotted the president’s advance for 25 years.

The adviser universally known as “Scooter” represents the other side of the Bush administration: the secret undisclosed side. Like the vice president he works for, Libby prefers to work on policy in the shadows and leave the politics to others. Unlike Rove, or even fellow neocons Paul Wolfowitz and Richard Perle, Libby rarely speaks on the record; he almost never gives public speeches. Unlike the Texas gang, he doesn’t boast at being an anti-intellectual and is in fact proud of his intellectual credentials. “Lewis Libby is a graduate of Yale University and Columbia University School of Law,” reads the blurb under his picture on the back flap of his book, a historical novel about Japan at the turn of the 20th century.

If these two men are so different, why are Rove’s and Libby’s names now spending so much time in the same sentence? Both are under investigation by Special Prosecutor Patrick Fitzgerald for telling reporters that Joe Wilson’s wife, Valerie Plame, worked at the CIA after Wilson challenged the administration’s claim that Saddam Hussein sought to buy unenriched uranium from Niger. Though there is still much we do not know about their actions, one thing we can say is that the two were almost certainly leaking for different reasons. Rove’s principal instinct would have been to knock back a threat to Bush’s political standing. Libby’s natural urge would have been to push back against the CIA with whom he and his boss had been waging an ongoing war over the intelligence that led to the war itself, a war for which he was a key proponent, and in which he continues to deeply believe.

According to one report, Libby became so obsessed with knocking back Wilson’s claims, White House advisers had to step in. Arguing the point would only keep the charges alive and harm the president politically.

“Everything you know about Cheney you know about Scooter,” says one who worked with him closely. That means that Libby is discreet, big-thinking, detail-oriented, and addicted to action over show. Libby is not only chief of staff but the vice president’s top foreign-policy adviser. In the rare photos of Bush’s war counsel, Libby can be seen in the background. He particularly shares his boss’ fixation on external nuclear and bioterrorism threats. When Cheney was tasked with preparing a homeland security plan before the 9/11 attacks, it was Libby who handled it. He was minutes away from a meeting on the final report when the planes hit the World Trade Center.

Libby is a neocon’s neocon. He studied political science at Yale under former Deputy Secretary of Defense Paul Wolfowitz and began working with his former teacher under Cheney at the Defense Department during the George H.W. Bush administration, thinking about grand national security strategy in the post-Cold War era. When a document outlining their thinking leaked to the New York Times, the foreign policy establishment, including many of the more moderate voices in the first Bush administration, howled at its call for pre-emptive action against nations developing weapons of mass destruction. After 9/11, what was once considered loony became the Bush Doctrine.

Libby is not political in the glad-handing way—he looks as lost as Cheney at Republican Lincoln Day dinners. But he plays internal politics with force and lack of emotion. If the State Department under Colin Powell hated Dick Cheney, it hated Scooter almost as much, viewing him accurately as a pre-eminent member of the cabal hellbent for war with Iraq. It was Libby who sat with Powell in the final session before Powell’s U.N. speech, eyeing every detail to make sure that the Secretary of State didn’t water down the case. When Libby talked privately to friends about his rivals at State during the Powell era, it often sounded like the head of one political party speaking about the other, ascribing the worst motives and rarely giving Powell’s team the benefit of the doubt.

In an interview on Fox News Channel’s “Sunday Morning Futures,” Sen. Ted Cruz (R-TX) slammed the $700 billion Inflation Reduction Act, a scaled-down iteration of the Build Back Better Act.

Cruz told host Maria Bartiromo that the legislation was “terrible” and a “massive power grab” by the Democrats because it would raise gas prices and double the size of the Internal Revenue Service.

“The Democrats are on the verge of ramming through what really is a terrible bill,” Cruz warned prior to the bill’s passage. “This bill will hammer manufacturing. It will kill manufacturing jobs in this country. It will hammer small businesses. This bill will drive up gas prices. It has billions in new taxes on U.S. oil and gas production. We introduced amendments trying to take those new taxes out, so all the Democrats say they’re worried and want to lower gas prices — they all just voted to raise gas taxes and to raise your price at the pump.”

“This bill creates 87,000 new IRS agents,” he continued. “It doubles the size of the IRS. Those IRS agents are designed to come after you. They’re not designed to come after the billionaires and the big corporations. They’re designed to come after small businesses and working families across this country. Now no one is giving Libby the benefit of the doubt, at least in interpreting his mysterious jailhouse note to Judy Miller. That letter ended with a personal passage that seemed to cry out for accompaniment by moody background music: “You went into jail in the summer. It is fall now. You will have stories to cover—Iraqi elections and suicide bombers, biological threats and the Iranian nuclear program. Out West, where you vacation, the aspens will already be turning. They turn in clusters, because their roots connect them. Come back to work—and life. Until then, you will remain in my thoughts and prayers. With admiration, Scooter Libby.”

Was this a hint to Miller about staying on the same page—either with her journalistic colleagues who seem to have backed Libby’s story to the grand jury, or with her fellow former believer in Saddam’s WMD stockpiles? Patrick Fitzgerald certainly wanted to know if Libby was trying to coach the reluctant witness to bolster his own case. Libby helpfully pointed out earlier in the letter that “every other reporter’s testimony makes clear that they did not discuss Ms. Plame’s name or identity with me, or knew about her before our call.”

Or, Scooter may have been playing with coded meanings that most of us are too dull to see. This suspicion arises naturally because of Libby’s connection with Straussianism. Leo Strauss, the German-Jewish political philosopher, is seen by many as one of the intellectual fathers of neoconservatism. Wolfowitz, Libby’s teacher at Yale, was a graduate student at the University of Chicago during Strauss’ ascendancy, and Libby won membership into that conservative club via Wolfowitz. Part of Strauss’ teaching is that ancient philosophers wrote on two levels: for the mumbling masses, but also, and often in contradiction of the literal message, on an “esoteric” level that only initiates could make out. Some Straussians have adopted this code themselves. So, where Homer Simpson would interpret Libby’s note as ham-handed fawning over Judy, a Straussian close reader might discern something more devious: a literary file in the cake for both of them.

It’s surprising, in any case, to find Libby is at the center of a press scandal. The daily communications operation is not something he cares much about. Rove, by contrast, spends a portion of every day running his own press operation. He sends BlackBerry messages, forwards polling data, and argues his case to influential journalists. Libby flies at a higher altitude, talking mostly to marquee columnists and preferring longer and more in-depth conversations to the rat-a-tat-tat required by reporters on deadline.

Libby does enjoy the intellectual cat-and-mouse game of longer form interviews, those who have worked with him say. He challenges basic assumptions and presses on a reporter’s sloppy definitions. In my experience interviewing him, if a line of reasoning was in any way harmful to the administration or the vice president, it was sometimes impossible to get past the gorilla dust. His shimmy and shake sometimes got so bad, I wondered if he would even admit to working for the vice president. “It’s very lawyerly kind of amusement,” says a former aide.

When the Cheneys hosted a party in February 2002 for the paperback publication of Libby’s book, the guest list was not filled with workaday journalists, but with the elite from New York and Washington: Sally Quinn and Ben Bradlee, Leon Wieseltier and Maureen Dowd. In those early days after 9/11, it seemed like the relationship between the press and the media elite might turn out to be a fairly cozy one. The Bushies hated “old Washington,” but as Libby and the vice president spoke from the landing at the bottom of the stairs, it seemed as if their half of the administration understood the quiet commerce between the ruling elite and the more permanent Washington establishment. Maureen Dowd, who was invited to that party, ended that fantasy.

Democrats Block Plan Requiring Biden to Keep Title 42 at Southern Border

Senate Democrats blocked a measure to include in their “Inflation Reduction Act” which required President Joe Biden to preserve the Center for Disease Control and Prevention’s (CDC) Title 42 authority at the United States-Mexico border.

In April, CDC officials announced that the Biden administration would end Title 42 authority at the southern border by May 23. The authority, first imposed by former President Trump in March 2020, allows Border Patrol agents to quickly return illegal aliens to Mexico.

The following month, Trump-appointed Judge Robert R. Summerhays ordered Biden to keep Title 42 in place while the issue makes its way through the federal courts. The Biden administration, though, has continued pushing to end Title 42.

Sen. James Lankford (R-OK) offered an amendment to the Democrats’ Inflation Reduction Act — passed on Sunday — that would have required Biden to keep Title 42 in place to help reduce record-breaking illegal immigration levels.

Despite Sens. Kyrsten Sinema (D-AZ), Joe Manchin (D-WV), Jon Tester (D-MT), Gary Peters (D-MI), Maggie Hassan (D-NH), Raphael Warnock (D-GA), Catherine Cortez Masto (D-NV), Mark Kelly (D-AZ), and Chris Coons (D-DE) all previously claiming they opposed ending Title 42, they voted with all other Senate Democrats to block the amendment.

For months, the Biden administration had prematurely started winding down Title 42.

Without Title 42, Biden officials admit that up to half a million border crossers and illegal aliens — the equivalent of the resident population of Atlanta, Georgia — could arrive at the border every month.

Rep. Andy Biggs (R-AZ) told Breitbart News that he would expect 30,000 border crossers and illegal aliens every day at the border without Title 42. In April, Breitbart News exclusively reported that up to 6,000 foreign nationals in Tijuana, Mexico, were waiting to rush the border when Title 42 ends.

The Biden administration’s plan for ending Title 42, which Breitbart News reported and published, details “broadscale release mechanisms” that transform the border into a mere checkpoint for foreign nationals arriving every day.

Libby is fussy and precise with reporters, which is why friends and colleagues find it so hard to believe that he would have been involved in leaking Plame’s identity, obstructing justice, or committing perjury. Libby was an exacting source for anyone who talked to him. After using a Libby quote, it was not unusual for reporters to receive a call from the vice president’s press shop. Mr. Libby wanted to know why only a portion of his comment was used. “He would prefer that if a reporter was going to quote him that it be an unedited transcript,” says one who worked closely with him. Other reporters were scolded if a Libby quote hidden under the attribution of “senior administration official” was placed near sentences that he thought might identify him, even if no reasonable reader could come to such a conclusion. In other words, he’s as careful as they come in Washington.

Those who know him say that if you’re going to be stuck in an undisclosed location with somebody, Scooter Libby isn’t a bad choice. He can do tequila shots on the saddle-shaped seats of the Wyoming bar near the vice president’s vacation house and deconstruct poetry afterward. He is also athletic. He skis, plays in a regular touch football game, and rode a mountain bike so hard one time at an AEI retreat, he fell and broke his collar bone. Once, at one of the undisclosed locations, he helped the Cheney grandchildren play pretend-Halloween, answering the door to the tricksters and handing out candy as if they were in their own neighborhood.

A man who likes to stay out of the limelight knows something about disguises. But I. Lewis Libby appears to be on the verge of losing the option of a low profile for good. If Fitzgerald announces his indictment, “Irving” will soon become a household name.

President Trump will reportedly pardon Scooter J. Libby, the former chief of staff of Vice President Dick Cheney who was convicted of lying to the FBI and obstruction of justice, ABC News reports. Trump has reportedly “signed off” on the pardon and had been considering it for months. Libby was convicted in 2007 during the investigation into the leak of covert CIA operative Valerie Plame’s identity and sentenced to 30 months in prison. He claims he “forgot” that Cheney told him Plame’s identity a month before he originally said he had found out. President George W. Bush commuted Libby’s sentence, sparing him jail time, but did not pardon him. Libby has also had his law license and voting rights restored since his conviction. Trump has already pardoned former Arizona Sheriff Joe Arpaio after he was found guilty of criminal contempt.

"If there is no immortality technology, I'll be dead in the next 35 years," he laments. Death is inevitable - currently at least - because as we get older the cells that make up our bodies lose their ability to repair themselves, making us vulnerable to cardiovascular disease and other age-related conditions that kill about two-thirds of us.

So Itskov is putting a slice of his fortune in to a bold plan he has devised to bypass ageing. He wants to use cutting-edge science to unlock the secrets of the human brain and then upload an individual's mind to a computer, freeing them from the biological constraints of the body.

"The ultimate goal of my plan is to transfer someone's personality into a completely new body," he says.

Itskov's interest in making the impossible possible began as a child in the Soviet Union in the 1980s. "My biggest dream was to be a cosmonaut, to fly in to outer space," he says. One science fiction novel made a lasting impression: "The hero took some immortality pill and he ended up flying the orbit of Earth. I remember myself questioning what I was going to do if I'm immortal."

But does his plan to allow us all to upload our minds to computers amount to anything more than sci-fi? The scientific director of Itskov's 2045 Initiative, Dr Randal Koene - a neuroscientist who worked as a research professor at Boston University's Center for Memory and Brain - laughs off any suggestion Itskov might have lost touch with reality.

"All of the evidence seems to say in theory it's possible - it's extremely difficult, but it's possible," he says. "So then you could say someone like that is visionary, but not mad because that implies you're thinking of something that's just impossible, and that's not the case."

The theoretical possibility Randal refers to is rooted in questions about how our brains work that neuroscience has yet to answer. Our brains are made up of about 86 billion neurons, connected cells that send information to each other by firing electrical charges that propagate through this organ in our skulls like waves.

But exactly how the brain generates our mind is a mystery like no other in science, according to the neurobiologist Prof Rafael Yuste of Columbia University. "The challenge is precisely how to go from a physical substrate of cells that are connected inside this organ, to our mental world, our thoughts, our memories, our feelings," he says.

In 1989, the United States invaded Panama as part of Operation Just Cause, which involved 25,000 American troops. General Manuel Noriega, head of Panama's government, had been giving military assistance to Contra groups in Nicaragua at the request of the U.S.—which, in exchange, allowed him to continue his drug-trafficking activities—which they had known about since the 1960s. When the DEA tried to indict Noriega in 1971, the CIA prevented them from doing so. The CIA, which was then directed by future president George H. W. On 27 July 1986, Israeli counterterrorism expert Amiram Nir briefed Vice President Bush in Jerusalem about the weapon sales to Iran.

In an interview with The Washington Post in August 1987, Bush stated that he was denied information about the operation and did not know about the diversion of funds. Bush said that he had not advised Reagan to reject the initiative because he had not heard strong objections to it. The Post quoted him as stating, "We were not in the loop." The following month, Bush recounted meeting Nir in his September 1987 autobiography Looking Forward, stating that he began to develop misgivings about the Iran initiative. How a Dem Congressional Staffer Faked Being an FBI Agent and Became a Fugitive

The unbelievable story of how a congressional staffer bought loads of gear to fake being an FBI agent and, when he was approached by the Secret Service, led them on a chase.

A young congressional staffer for Rep. Brad Schneider (D-IL) was quietly fired last year after he faked being an FBI agent and led cops on a chase through the capital, resulting in a weeks-long nationwide manhunt.

It took four different law enforcement agencies three months to eventually catch up with the staffer 500 miles away. And it was only after a Secret Service agent managed to track down the online shops that sold the staffer mock “federal agent” gear and a bogus license plate for his fake police car—decked out with a siren and flashing lights—that authorities were able to arrest him.

The congressional staffer in question, Sterling Devion Carter, admitted in court to openly carrying a firearm illegally. Federal prosecutors dropped the law enforcement impersonation charge, and he narrowly avoided prison time. (When Carter pleaded guilty at 24, he barely made the age cutoff to take part in a local District of Columbia prison diversion program for young first-time offenders, according to his lawyer.)

That defense lawyer, Robert Lee Jenkins Jr., acknowledged to The Daily Beast that Carter lost his job because he impersonated an officer and openly carried a weapon in the District of Columbia. Jenkins said his client would not speak about the matter.

Carter’s misadventure, which has never been reported until now, started on Saturday, Nov. 14, 2020.

Two plainclothes officers with the Secret Service were busy dealing with angry, post-election MAGA protests in Washington when they spotted what looked like a police car with an odd license plate; the font seemed taller and bolder than it should be. But the rest of it looked authentic. To the untrained eye, the blue Ford Taurus would easily pass as an unmarked police cruiser. According to D.C. court documents, Carter had tricked out the otherwise boring sedan with blue emergency lights, a laptop computer mount on the front dashboard, a spotlight near the driver’s side view mirror, and even a barrier separating the front half from the back half—ready to transport detainees.

Sterling Devion Carter posed as an FBI agent and forged signatures to give himself salary increases while he was a congressional staffer.

Carter, who was standing near his parked car, was wearing a black T-shirt that read “federal agent,” a police duty belt, a Glock pistol, extra ammunition, handcuffs, a radio, and an earpiece. That was enough to convince passersby, who kept thanking him for his service, according to court records.

But something also seemed off about Carter. For one, he put his pistol magazines in pouches clipped behind his gun, making it practically impossible to reload the pistol in a firefight with his free hand. It was a rookie mistake and someone actually trained to shoot with a handgun would notice it, according to a person familiar with the investigation.

The closer real federal agents got to him, the more Carter moved away toward city police already on scene, this person recalled. When the agents ran the suspicious car’s plates, the results came back empty.

Shortly after noon, the agents contacted the Secret Service Joint Operations Center and asked for uniformed officers to confront this mystery man. When five bicycle cops with the Secret Service approached him, Carter simply said he was “FBI,” according to a police report. His baseball cap and facemask made it difficult to identify his face, the police report said. When they asked him for credentials, he said he didn’t have them on him, then flipped on his emergency lights and sped away. One agent pedaled as hard as he could on an electric bike through several D.C. streets, but gave up after a few blocks for “officer safety reasons,” the report says.

The subsequent investigation became a joint effort by the Capitol Police, FBI, D.C. Metropolitan Police Department, and the Secret Service. But it was a long shot by one investigator, Secret Service Special Agent A. Pascual, that actually tracked Carter down.

According to an affidavit by a fellow Secret Service agent, Pascual deduced that the unidentified suspect might have been wearing a T-shirt made by a small business in Florida, 13 Fifty Apparel.

Working off a surveillance photo of the yet-unidentified fake cop, Pascual and the business owner, a Coconut Creek police officer named Christopher Lewis, together figured out that it was probably a small or medium shirt. And they knew the shirt was relatively new, because it bore a 13FA logo on the sleeve—something the company just started doing little more than a year earlier.

According to that affidavit, Lewis gave the Secret Service agent the list of everyone who’d bought that shirt in the previous three-plus years, and Pascual narrowed down the 399 customers to the 21 people living near the nation’s capital. Pascual and an unnamed investigative analyst at the Secret Service then ran all 21 people through law enforcement databases and narrowed it down “based on photos, race, and other demographic information.” Only one, a man by the name of Sterling Carter, seemed to match the description from officers who had encountered him that day: Black, roughly 150 pounds, and 25-30 years old.

The law enforcement affidavit filed in local D.C. court claims that Pascual also arrived at Carter’s identity a second way: by reaching out to a website that makes custom license plates.

According to the affidavit, Pascual somehow figured out that the mystery fake cop bought his counterfeit plate at SignsAndTagsOnline.com. When Pascual gave them the replica D.C. tag number, a customer service representative turned over an invoice. Once again, it was Sterling Carter.

But it wasn’t until three weeks after the police chase that the Secret Service discovered that Carter was an actively credentialed congressional staffer with security access across the Capitol building—while simultaneously being a wanted fugitive.

His neighbors told federal agents they’d seen Carter dress up like law enforcement before, openly carrying his firearm—which is illegal in the District of Columbia for anyone other than police—and they remembered Carter referring to his fake police car as his “work vehicle.”

Secret Service agents with a search warrant broke into Carter’s home on New Year’s Day 2021, where an affidavit says they found his Glock 19 pistol, the extra magazines, ammunition, and even the receipt for the police car siren.

He was arrested weeks later in Georgia, his parents’ home state. He then spent 81 days in jails across Georgia, Oklahoma and the District of Columbia.

Faced with The Daily Beast’s questions this week, Rep. Schneider’s office did not explain why it made no public mention of the incident at the time.

When the congressman’s office was made aware about Carter’s impersonation of an officer, it gave Carter the option to resign or be fired, according to an officer’s sworn statement. Carter, who was still on the run in Georgia, called Schneider’s office from his personal cellphone and chose to resign—but still kept his government-issued phone, according to those police records.

However, that initial investigation opened a can of worms that did eventually go public. Schneider’s office discovered that Carter, who as operations manager oversaw congressional staff pay, had given himself an $80,000 raise.

Starting in November 2019, just three months into his new job on the hill, Carter had been routinely filling out payroll authorization forms and faking the signature of Schneider’s chief of staff to bump up his monthly salary, according to an FBI affidavit.

When Carter was criminally charged in February 2022, Schneider’s office said the staffer had been fired and that “the office is determined to pursue justice for American taxpayers, repayment for the loss to the US Treasury, and to make right by the US Congress.” He pleaded guilty to that crime too.

Last week, U.S. District Judge Carl J. Nichols sentenced Carter to nine months in federal prison for the theft of public funds. As of this week, Carter is still out and will soon turn himself in to start his sentence, according to his defense lawyer.

In a court memo, federal prosecutors criticized Carter for betraying the public’s trust.

“Instead of taking this responsibility seriously, the defendant decided to selfishly use that responsibility to illegally enrich himself, including using his ill-gotten gains to further his other crimes including through the purchase of a vehicle and a federal firearms license,” assistant U.S. attorneys Molly Gaston and Nicole Lockhart wrote.

Carter, who could not be reached for comment on this story, appears to have gone dark online. He made his last public Facebook post during the violent attack on the Capitol on Jan. 6, 2021. Friends who knew he worked in Congress wished him well and asked him to stay safe. Carter, who was still on the run at the time, thanked the same law enforcement agencies that were at that very moment trying to hunt him down.

“I want to thank Capitol Police, Secret Service, MPD, and all the other law enforcement agencies for keeping my colleagues safe!” he wrote. “WE ARE BETTER THAN THIS!”

To try to unlock its workings, many neuroscientists approach the brain as if it were a computer. In this analogy the brain turns inputs, sensory data, into outputs, our behaviour, through computations. This is where the theoretical argument for mind uploading starts. If this process could be mapped, the brain could perhaps be copied in a computer, along with the individual mind it gives rise to.

That's the view of Dr Ken Hayworth, a neuroscientist who maps slivers of mouse brain at the Janelia Research Campus in Virginia by day, and by night grapples with the problem of how to upload his mind. Ken believes mapping the connectome - the complex connections of all the neurons in a brain - holds the key, because he believes it encodes all the information that makes us who we are, though this is not proven. "In the same sense that my computer is really just the ones and zeros on my hard drive, and I don't care what happens as long as those ones and zeros make it to the next computer it should be the same thing with me," he says, "I don't care if my connectome is implemented in this physical body or a computer simulation controlling a robotic body."

But Ken is a realist. "We are pitifully far away from mapping a human connectome," he acknowledges. "To put it in perspective, to image a whole fly brain it is going to take us approximately one to two years. The idea of mapping a whole human brain with the existing technology that we have today is simply impossible." And there's another theoretical challenge. Even if we could create the wiring diagram of a human brain, mind uploading would also most likely require reading the constant activity of all its neurons too.

Here Itskov might get some unexpected help, according to Yuste - who helped bring about the world's biggest neuroscience research project, the Brain Initiative. As part of this $6bn American programme aimed at solving the mysteries of brain disorders like Alzheimer's, he is hoping to map the continual interaction of neurons - the patterns of firing - in the brain over time, "We want to measure every spike from all the neurons at once simultaneously. Many people said it's just impossible."

It is an approach that does not rely on mapping the connectome first. In research yet to be published, Yuste has for the first time imaged over time the hypnotic electrical flashes that make up the activity of nearly all the neurons - up to several thousand - in one of the simplest nervous systems in evolution, a tiny invertebrate called a hydra. "It was very exciting," he says. But "today we just cannot tell you what these patterns mean. So it's a bit like listening in on a conversation in a foreign language that you don't understand."

Within 15 years Yuste hopes to map - and interpret - the activity of all the neurons in a mouse cortex. But the ultimate aim is to read the activity of the human brain.

"If the brain were a digital computer, if you wanted to upload the mind you need to be able to decipher it or download it first. So I think the Brain Initiative is a step that is necessary for this uploading to happen."

But Itskov is far from home and dry. At Duke University, one leading neuroscientist argues that the brain's dynamic complexity - from which the human condition emerges - cannot be replicated. "You cannot code intuition; you cannot code aesthetic beauty; you cannot code love or hate," says Dr Miguel Nicolelis, who is developing a mind-controlled exoskeleton aimed at helping the paralysed walk. "There is no way you will ever see a human brain reduced to a digital medium. It's simply impossible to reduce that complexity to the kind of algorithmic process that you will have to have to do that."

Yuste is also very far from certain the brain works like a computer and could ever be copied in a machine. But because neuroscience cannot yet explain how exactly the brain gives rise to us and prove that mind uploading is impossible, he believes society should start considering what the consequences might be if Itskov succeeded in his ambition.

"The pathway that leads with the new neural technologies to our understanding of the brain is the same pathway that could lead, theoretically, to the possibility of mind uploading," says Yuste. "Scientists that are involved in these methods have the responsibility to think ahead."

Mind uploading would usher in a world fraught with risks.

"If you could replicate the mind and upload it into a different material, you can in principle clone minds," says Yuste. "These are complicated issues because they deal with the core of defining what is a person."

Itskov is more sanguine: "I will answer you to the question of ethics by the opinion which was given to me by his holiness the Dalai Llama when I visited him in 2013. His point was that you can do everything if your motivation is to help people."

But this assurance is not enough for Yuste, who sits on the Brain Initiative's ethics panel: "I would put mind uploading in the list of the topics that should be very carefully discussed and thought through."

Itskov is already planning his endless life. "For the next few centuries I envision having multiple bodies, one somewhere in space, another hologram-like, my consciousness just moving from one to another."

It is estimated that 107 billion people have died before us. As our understanding of the brain advances in the decades ahead it will become clear whether Itskov is really the momentous visionary he claims to be, or merely the latest dreamer of impossible dreams.

Breakthrough infections after post-exposure vaccination against Monkeypox

Abstract

Background A third-generation smallpox vaccine was recommended in France for individuals who had a high-risk contact with a PCR-confirmed Monkeypox patient. We aimed to describe the outcomes of high-risk contacts receiving third-generation smallpox vaccine as an early post-exposure ring vaccination (EPRV) especially tolerance and potential breakthrough infections after the first dose.

Methods We performed an observational analysis of all consecutive individuals vaccinated with the IMVANEX® smallpox vaccine after a high-risk contact defined as close skin-to-skin or mucosal contact and/or indirect contact on textile or surface and/or droplets exposure defined by a contact at less than 2 meters during at least 3 hours with a PCR-confirmed Monkeypox patient.

Results Between May 27th and July 13th, 2022, 276 individuals received one dose of IMVANEX® with a median delay of 11 days [IQR 8-14] after exposure with a confirmed Monkeypox patient. Mode of exposure was droplets for 240 patients (91%), indirect contact for 189 (71%) and unprotected sexual intercourse for 146 (54%). Most of the patients were men (91%, n=250) and men who have sex with men (88%, n=233). The vaccine was well tolerated with no severe adverse event. Among the 276 vaccinated individuals, 12 (4%) had a confirmed Monkeypox breakthrough infection with no severe infection. Ten out of 12 patients developed a Monkeypox infection in the five days following vaccination and two had a breakthrough infection at 22 and 25 days.

Conclusion EPRV with a third-generation smallpox vaccine was well tolerated and effective against Monkeypox but did not completely prevent breakthrough infections.

Sheriff: Georgia Couple Arrested for Allegedly Using Their Adopted Children to Produce Child Pornography

Two Georgia men were charged for allegedly using their adopted children to produce pornographic material, according to the Walton County Sheriff’s Office (WCSO).

Authorities charged William Dale Zulock, 32, and Zachary Jacoby Zulock, 35, on July 28 with charges pending for aggravated child molestation and sexual exploitation of children. William Zulock also received an additional charge of child molestation, WSB-TV reported.

Detectives initially conducted a search warrant on a home in Loganville on July 27 at approximately 4:00 p.m. after receiving information from the Georgia Bureau of Investigation that an individual was allegedly downloading child sex abuse material.

When detectives interviewed the unidentified suspect after the raid, they allegedly discovered that the individual was receiving child pornographic material from another suspect. Furthermore, they allegedly discovered that the other suspect was producing the material with at least one child in the same home they both lived in.

After further investigation, authorities proceeded to raid a home later that day in Oxford, 35 miles east of Atlanta, at 11:30 p.m, where they believed two young children were inside with two adult male suspects, identified as the Zuclock couple.

A child services team also joined the raid with authorities to ensure that the two young children were brought out safely.

“During the execution of the search warrant, evidence that both adult males-the adoptive fathers of the sibling pair residing in the home–were engaging in sexually abusive acts and video documenting this abuse,” the WSCO stated.

Both William and Zachary Zulock were booked into the Walton County Jail early the next morning.

The WSCO noted that the two young boys who were rescued from the home are now safe. The sheriff’s office also noted that the investigation is ongoing.

William and Zachary Zulock have been charged with using their two adopted children to make child pornography.

A Georgia couple has been charged with using their two adopted children to record child pornography, police said.

Walton County Sheriff’s Office raided a home in Loganville July 27 on reports that a man there was downloading child porn.

After interviewing the suspect, who was not identified, police said they learned there was another suspect in the county who was “producing homemade child sexual abuse material with at least one child who lived in the home,” the sheriff’s office said Thursday.

Around 11:30 p.m. that same night, executed a search warrant in Oxford at the home of William Dale Zulock, 32, and Zachary Jacoby Zulock, 35.

Walton County’s Division of Family and Child Services joined deputies in responding to the home to help protect the two brothers who lived there.

During their search, deputies found evidence the pair, who were the children’s adoptive fathers, “were engaging in sexually abusive acts and video documenting this abuse,” the sheriff’s office said.

Early the next morning, the Zulocks were both booked at the Walton County Jail.

Both men were charged with aggravated child molestation, sexual exploitation of a child and enticing a child for indecent purposes, WSBTV reported. William Zulock was additionally charged with child molestation.

Carlyle CEO Kewsong Lee steps down in abrupt early departure

(Reuters) -Private equity firm Carlyle Group Inc said on Sunday its chief executive officer (CEO) Kewsong Lee, 56, has stepped down with immediate effect months before the scheduled end of his five-year contract.

In a statement, Carlyle said it and Lee mutually agreed they would not renew Lee's contract as CEO which finishes by end-2022, without disclosing reasons. The firm, which announced earnings two weeks ago without flagging potential leadership changes, said Lee also stepped down as a board member.

Co-founder Bill Conway would serve as interim CEO while a search for a new candidate takes place, the company said.

Lee, who turns 57 this week, could not immediately be reached for comment. His departure comes 18 months after Carlyle announced a strategic plan to accelerate growth and increase shareholder value.

In a memo to global staff on Sunday after the announcement, reviewed by Reuters, Conway said the firm had set up a CEO office consisting of key senior leaders, with whom he would work closely.

So, the idea came to me that it shouldn’t be to hard to build a botnet that forces people to solve CAPTCHAs for you. Some malware convinces people to buy MoneyPak cards in order to get their computer working again so perhaps that sort of strategy could be used? But what would be a _believable _scenario where somebody would be forced to solve a CAPTCHA image?

I remember back to a crazy incident where Comcast (an ISP) started injecting Javascript into pages over HTTP. This is horrific for so many reasons but it’s completely true.

WALTON COUNTY, Ga. — A Walton County couple has been arrested and are facing child sex crime charges for acts deputies say they committed against their adopted children.

Last month, the Walton County Sheriff’s Office raided a home in unincorporated Loganville where they believed a man was downloading child pornography. When interviewing him, the suspect admitted to collecting child porn and identified a second suspect in Oxford.

The suspect told deputies that the other suspect was making the child porn with at least one child who lived in his home. The first suspect’s identity has not been released.

Deputies were able to get arrest warrants for both adult men living in the home, William Dale Zulock, 32, and Zachary Jacoby Zulock, 35.

Walton County’s Division of Family and Child Services joined deputies in responding to the home to help protect the two children in the home.

After making sure the children were safe, investigators found evidence that the couple, who were the adoptive fathers of the pair of brothers living there, were recording themselves committing sexually abusive acts against the children.

Both men are being held in the Walton County Jail on charges of aggravated child molestation, sexual exploitation of a child and enticing a child for indecent purposes. William Zulock has an additional charge of child molestation.

Deputies say their investigation is ongoing, but the boys are now safe.

Abstract

Proponents of vaccine mandates typically claim that everyone who can be vaccinated has a moral or ethical obligation to do so for the sake of those who cannot be vaccinated, or in the interest of public health. I evaluate several previously undertheorised premises implicit to the ‘obligation to vaccinate’ type of arguments and show that the general conclusion is false: there is neither a moral obligation to vaccinate nor a sound ethical basis to mandate vaccination under any circumstances, even for hypothetical vaccines that are medically risk-free. Agent autonomy with respect to self-constitution has absolute normative priority over reduction or elimination of the associated risks to life. In practical terms, mandatory vaccination amounts to discrimination against healthy, innate biological characteristics, which goes against the established ethical norms and is also defeasible a priori.

Conclusion

Proponents of the view that some or all people have a moral or ethical obligation to vaccinate are implicitly committed to a further moral obligation, to develop a comprehensive and consistent argument in favour of the obligation to vaccinate, grounded in objective facts or a priori reasoning. This has not been accomplished as a matter of principle (the argument from consistency). I have developed an argument to the contrary. Vaccine mandates involve a range of discriminatory measures intended to augment the natural state of our immune system in the interest of public health. This amounts to discrimination on the basis of innate biological characteristics. The strongest mandate of compulsory vaccination would essentially make our innate biological state unlawful. Tuberculosis vaccine passes safety test

No other infectious disease has killed more people than tuberculosis. Currently, only one vaccine is available to prevent severe courses: Bacillus Calmette Guérin (BCG). However, it is not equally effective against all types of tuberculosis. Especially infants and immunocompromised patients are therefore in urgent need for more effective tuberculosis vaccines. A clinical trial in South Africa has now shown that the new vaccine candidate VPM1002, developed by Max Planck researcher Stefan H.E. Kaufmann and his team, is equally safe for newborns with and without HIV exposure and has fewer side effects compared to BCG.

At least 20 million people worldwide suffer from tuberculosis, according to World Health Organization (WHO), with 10 million new cases every year and about 1.5 million deaths annually. The disease is caused by mycobacteria, which predominantly affect the lungs, but can also infect any other organ. Tuberculosis is particularly common in low income countries. Here, the WHO recommends that newborns be immunized against it as soon as possible.

First used 100 years ago, the BCG vaccine against the disease contains attenuated pathogens of cattle tuberculosis. "We know that BCG can prevent so-called tuberculous meningitis and miliary tuberculosis in infants with a 75 to 86 percent effectiveness rate. But this is not the case for the most common form of the disease, pulmonary tuberculosis, in all age groups. Here, BCG is only insufficiently effective," explains Kaufmann, Emeritus Director at the Max Planck Institute for Multidisciplinary Sciences in Göttingen and the Max Planck Institute for Infection Biology in Berlin.

Since the 1990s, the infection biologist and his team have been working on an improved next-generation vaccine, called VPM1002. To achieve this, the researchers genetically modified the attenuated BCG vaccine strain so that immune cells can better recognize the pathogens. "We developed VPM1002 in no small part to combine increased safety with improved efficacy for immunocompromised children," the Max Planck researcher reports.

The group of immunocompromised children includes, for example, HIV-exposed infants born to HIV-positive mothers. In a clinical trial in South Africa, an international research consortium including Kaufmann has now compared VPM1002 with BCG in HIV-exposed and non-HIV-exposed newborns. The study examined both the safety and the immune response induced—called immunogenicity—associated with the formation of immune cells and immunostimulatory proteins. The conclusion of the study: VPM1002 is safe in both HIV-exposed and non-HIV-exposed newborns, has fewer side effects than BCG, and elicits a similar immune response.

In the randomized phase II double-blind study in South Africa, 416 eligible newborns were randomly selected and vaccinated before day 12 of life. 312 of them received VPM1002, and 104 received the BCG vaccine. As the study showed, VPM1002 triggered fewer vaccine-related adverse reactions than BCG. This was true for reactions occurring at the injection site, such as scarring and abscess formation, as well as enlargement of lymph nodes. This finding is important because local and regional reactions after vaccination are among the limitations of the BCG vaccine, Kaufmann points out.

Newborns with or without HIV exposure showed similar immunogenicity with both vaccines. However, starting at six weeks of age, the BCG-triggered immune response was greater than in even younger infants.

Phase III study investigates protection

"Studies such as those described here examine a vaccine's immunogenicity, but not its protection. For the latter, we have already developed a larger phase III clinical trial and have successfully enrolled mothers with their newborns to participate. Now the clock is ticking," Kaufmann said. The infectious biologist expects initial results showing whether VPM1002 can provide comparable or better protection than existing BCG vaccines in about three years. In addition, the VPM1002 vaccine is currently evaluated in adults in two other phase III clinical trials in India for protection against tuberculosis. These trials are expected to be completed in 2023 and 2024, respectively.

The Max Planck Society licensed the VPM1002 vaccine to the company Vakzine Projekt Management (VPM) in 2004. Starting in 2012, the company continued to develop the vaccine in collaboration with the Serum Institute of India, one of the world's largest vaccine manufacturers. "Serum Institute of India is giving access to a unique solution for tuberculosis elimination by detect-treat-prevent strategy. VPM1002 is a unique component of this strategy, and it will help in preventing infection and disease. The ongoing phase III trial is one of the key trials in order to strengthen our scientific rationale. Pleased to see that we have completed recruitment of all infants in such an important trial," said Umesh Shaligram, Executive Director R&D of Serum Institute of India.

A Wu-Tang Clan fan in the UK has been handed a £500 fine for using the n-word while rapping the lyrics to the group’s debut single “Protect Ya Neck.”

According to The National, Kyle Siegel, a 25-year-old white man from Norgaet, Lerwick, was recording himself rapping the 1993 song for TikTok while standing in a women’s bathroom stall.

What Siegel didn’t realize was there was a mixed race woman in the cubicle next to him who was left “severely shocked” by the incident, which took place at the Scalloway Boating Club around 1 a.m. on February 20, 2022.

Siegel admitted saying the word during a hearing at Lerwick Sheriff Court, but said he had no idea the complainant was in the stall next to him as he spit the lyrics to “Protect Ya Neck.” He also admitted conducting himself in a disorderly manner, entering the women’s bathroom in which there were a number of people present and uttering the word.

Procurator Fiscal Duncan Mackenzie told the court the singing was loud enough for the complainant to hear, which resulted in an argument developing between Siegel and the woman before the incident was reported to the police.

Siegel’s lawyer, Tommy Allan, said his client was “singing along to a TikTok on a friend’s phone.”

Allan then gave Sheriff Ian Cruickshank a brief breakdown of who the Wu-Tang Clan are, explaining how they’re a hugely pioneering group formed in Staten Island, New York City, and that all of its members come from an “ethnic background.”

Several children may have been exposed to the virus, according to health officials in Illinois.

An adult at an Illinois day care center has tested positive for monkeypox, and a number of children may have been exposed to the virus, health officials in Illinois announced on Friday.

At this time, officials did not disclose the number of children that may have been exposed to the virus. Screening of children and staff from the day care, which is located in the Rantoul area of Illinois, near Champaign, is currently underway, and no additional cases have been discovered as of yet.

"All available state, local and federal resources are being deployed to assist families," state officials said during a press conference on Friday afternoon. "Pediatricians are on site, as we speak, to screen children for cases and they're mobile testing and vaccines for their families. Health officials will continue to stay in contact with families and provide information and resources in the coming days."

The day care has been cleaned, and it is still open, officials said.

"The people who have been exposed, potentially, do not need to be in quarantine, so they are being screened and assessed. Anyone with even a tiny little suspicion, we will put them in isolation pending any type of results, but they have the guidance for cleaning and they have done that probably a lot more than is even necessary," officials said.

The individual with monkeypox "also works in a home health care," and health officials have been in contact with the one client who has been impacted.

"The person with monkeypox is in isolation, is being medically monitored, and is doing well," officials added.

The disease is typically spread through prolonged skin-to-skin contact with infected people's lesions or bodily fluids, according to the Centers for Disease Control and Prevention. In addition to lesions, which can appear like pimples or blisters, the most common symptoms associated with monkeypox are swollen lymph nodes, fever, headache, fatigue and muscle aches.

Officials reported that Illinois Gov. J.B. Pritzker had been in touch with the White House, and at the state's request, "the Food and Drug Administration has authorized use of the vaccine for anyone under 18, without jumping through the normal hoops in this process."

"That means that anyone with their guardian's approval will be vaccinated today," officials said.

ABC News has reached out to the FDA and the White House for clarity on whether a formal authorization has been made for children to receive the JYNNEOS vaccine.

On Tuesday, the FDA confirmed to ABC News that "numerous" children have been granted access through a special permission process that operates on a case-by-case basis.

If a doctor decides a person under 18 was exposed to monkeypox and the benefit of the vaccine is greater than any potential risk, they can submit a request to the FDA. In a statement, the FDA said numerous such requests have been granted, but did not say exactly how many.

At this time, the majority of monkeypox cases confirmed domestically and globally in the current outbreak have been detected in gay, bisexual or other men who have sex with men. However, health officials have repeatedly stressed that the virus does not discriminate, and anyone exposed to monkeypox can contract the virus.

At least five children in the U.S. have now positive for monkeypox, according to state and local officials from across the country.

On Thursday, the Biden administration declared the current monkeypox outbreak to be a public health emergency in the U.S.

Globally, more than 28,000 cases of monkeypox have been confirmed across 88 countries, including 7,500 cases reported domestically.
