ROME — Secretary of State Mike Pompeo recently published a sharp letter excoriating the Vatican’s plans to renew an agreement with the Chinese government on Church operations in China. He promoted the article in a tweet, concluding, “The Vatican endangers its moral authority, should it renew the deal.”

An indignant Vatican took the article more as a calculated affront than a diplomatic gesture. The friction broke into the open on Wednesday as Mr. Pompeo arrived in Rome and met with prelates and others who are hostile to Pope Francis, while the Vatican denied him a meeting with the pontiff and rebuffed his efforts to derail the deal with China.

“Pompeo asked to meet” the pope, who turned him down because Francis had “clearly said that he does not receive political figures ahead of the elections,” Cardinal Pietro Parolin, who, as secretary of state, is the Vatican’s second-ranking official, told reporters.

But to some observers on both sides of the tensions between the Roman Catholic Church and the Trump administration, Mr. Pompeo’s visit is as much about the coming presidential election as about China policy. Mr. Pompeo dismissed that suggestion as absurd, but intended or not, his trip signals that President Trump is on the side of those conservative American Catholics who worry about the church’s direction under Francis and think he is soft on China.

Francis and Mr. Trump, who have exchanged sharp words in the past, present starkly different visions on issues ranging from the environment to immigration to the threat of populism. In appealing to the Vatican’s support for religious freedom as a reason to drop its China agreement, Mr. Pompeo seemed to seek common ground, but in a way that upset the pope’s chief allies and delighted his chief critics.

Cardinal Parolin said Mr. Pompeo’s article had caused “surprise” at the Vatican, because this visit to Rome by the secretary and the meetings with high officials at the Holy See had already been in the works and would have been a “more opportune” forum for airing grievances. He added that Mr. Pompeo’s choice to publish in First Things, a conservative Christian magazine that has called Francis a failure as Pope, also mattered.

(RNS) — The recent report detailing the Vatican’s response to the scandal surrounding ex-Cardinal Theodore McCarrick shows why it’s a mistake to canonize popes (or anyone) quickly after their deaths.

According to the Vatican report released last week, Pope John Paul II received warnings about McCarrick from Vatican officials and New York Cardinal John O’Connor in 1999. Two years later, McCarrick was installed as archbishop of Washington, D.C.

John Paul was beatified in 2011, six years after his death, and was made a saint three years later.

It’s not just popes: The church needs more time to examine any person’s life. The people of Argentina, for example, wanted to canonize Eva Peron immediately after her death in 1952. At the time, thankfully, the mandatory waiting period before the canonization process could begin was 50 years. Though she is still revered by many Argentines, Peron’s reputation has been clouded in recent years by accusations that she and her husband harbored Nazis after World War II.

John Paul reduced the waiting period from 50 to five years, because he wanted to canonize individuals who were still relevant to today’s generation. His successor, Pope Benedict XVI, waived even that for John Paul’s canonization in response to popular demand.

As a result, when John Paul was canonized a mere nine years after his death, independent historians did not have access to the secret files of the Vatican, so it was impossible for outsiders to judge his cause. As more information is disclosed, questions are raised about his actions.

Canonizing popes is a special problem because their canonizations are more about ecclesial politics than sanctity. Those pushing for sainthood are their fans who want their pope’s legacy to be reinforced. It is a vote for continuity against change, as elevating a pope to sainthood makes it more difficult to question and reverse his policies.

Politically, it is difficult to oppose the canonization of a pope because opposition is portrayed as disloyalty. Those who openly or secretly oppose canonization are usually proponents of change.

As a compromise, two popes are sometimes made saints at once: Pope John XXIII was made a saint the same day John Paul was in April of 2014. Progressives liked John while conservatives liked John Paul.

The practice, meant to soothe friction between factions in the church, goes back to Pope Calixtus and Hippolytus (the first anti-pope) in the third century. Legend has it that these opponents, whose supporters fought openly in the streets of Rome, reconciled after being sent to the Sardinian tin mines by the pagan Roman authorities. Both were honored as saints by the church of Rome in an effort to unify the church.

The joint canonization of John XXIII and John Paul II similarly brought together liberal and conservative factions who had been at odds since Vatican II, which was initiated by John.

I would not be surprised to see Popes Francis and Benedict canonized on the same day within 10 years of their deaths.

The politics of canonizing popes aside, saints are supposed to be models for Catholics and others to imitate. How can anyone who is not pope really model him or herself after a pope — unless you are a cardinal who wants to be a pope?

My preferred candidates for canonization are lay people, especially married couples and young people. I would canonize the Rwandan students at Nyange Catholic Girls’ School who were beaten and killed by Hutu militants in 1997 when they refused to separate into Hutu and Tutsi groups. Their witness against genocide and for solidarity would mean more to young people than any pope.

Were these young women perfect? Not likely, but they don’t need to be: Saints are not perfect; they are also sinners. We need to remember that St. Peter denied he knew Jesus.

But when scandals like McCarrick’s become known, it makes people question the whole system. Which isn’t always a bad thing. When Josemaría Escrivá, the controversial founder of Opus Dei, was canonized in 2002, a Jesuit wag responded, “Well, that just proves everyone goes to heaven.”

The Order claims continuity with the Knights Hospitaller, a chivalric order that was founded c. 1099 by the Blessed Gerard in the Kingdom of Jerusalem.[6] The order is led by an elected Prince and Grand Master.[7] Its motto is Tuitio fidei et obsequium pauperum (defence of the faith and assistance to the poor). The Order venerates the Virgin Mary as its patroness, under the title of Our Lady of Philermos. Its modern-day role is largely focused on providing humanitarian assistance and assisting with international humanitarian relations, for which purpose it has had permanent observer status at the United Nations General Assembly since 1994.[8]

The Order maintains diplomatic relations with 112 states,[5] enters into treaties, and issues its own passports, coins and postage stamps. Its two headquarters buildings in Rome enjoy extraterritoriality,[9] similar to embassies, and it maintains embassies in other countries. The ANSA news agency has called it "the smallest sovereign state in the world".[10] The three principal officers are counted as citizens.[2] Although the Order has been a United Nations General Assembly observer since 1994,[5][11] this was granted in view of its "long-standing dedication […] in providing humanitarian assistance and its special role in international humanitarian relations";[8] the same category is held by other non-state entities such as the International Olympic Committee and International Committee of the Red Cross.[12]

The Order has 13,500 Knights, Dames and Chaplains. A few dozen of these are professed religious. Until the 1990s, the highest classes of membership, including officers, required proof of noble lineage. More recently, a path was created for Knights and Dames of the lowest class (of whom proof of aristocratic lineage is not required) to be specially elevated to the highest class, making them eligible for office in the order.

The Order employs about 52,000 doctors, nurses, auxiliaries and paramedics assisted by 95,000 volunteers in more than 120 countries, assisting children, homeless, handicapped, elderly, and terminally ill people, refugees, and lepers around the world without distinction of ethnicity or religion.[note 1] Through its worldwide relief corps, Malteser International, the order aids victims of natural disasters, epidemics and war.[citation needed]

An Ottawa woman who has devoutly catalogued the clergy sexual abuse scandal in Canada for more than a decade has decided to shut down her encyclopedic blog known as Sylvia’s Site.

In a recent post, Sylvia MacEachern said she will no longer update the site or allow people to post comments because of concerns that she “may be doing more harm than good.”

MacEachern, a practising Catholic, said she has been deeply pained to see “diocese after diocese” forced to sell off churches to settle victims’ damage claims.

“Countless good, decent Roman Catholics are suffering because a diocese was sued for the sins and crimes of defiant, deviant priests who, in pursuing their own perverted passions, betrayed the faithful entrusted to their care, their fellow priests, the church, and God,” MacEachern wrote.

Last month, the Supreme Court of Newfoundland and Labrador approved the sale of 13 Catholic churches in that province to pay for the settlement of damage claims by sexual abuse victims at the Mount Cashel Orphanage. The St. John’s orphanage was operated by the Christian Brothers, an all-male religious order sanctioned by the Catholic Church.

She documented clergy abuse, MacEachern said, to protect children by ensuring Catholic parishioners had the means to learn about suspected predators, and to pressure church officials into removing sexual offenders from the priesthood.

MacEachern first began to write about clergy sexual abuse as the editor of The Orator, a small publication aimed at Canadian Catholics. She blogged during the Cornwall Inquiry into child sexual abuse, and was a regular visitor to the Ottawa courthouse to follow the cases of local priests accused of abuse.

She has communicated with hundreds of sexual assault victims from across the country during the past 12 years.

“You will have a grown man or woman who one day decides to Google the name of their priest molester,” MacEachern once told an interviewer. “Most of them can’t explain why. They hit the site and discover, ‘Gosh, he’s already been charged and convicted.’ ‘Gosh, he’s dead, but there have been several lawsuits.’ They suddenly realize, ‘I am not the only one.’ ”

Meet Timothy Michael Dolan

(born February 6, 1950) is an American cardinal of the Catholic Church. He is the tenth and current Archbishop of New York, having been appointed by Pope Benedict XVI in 2009.

Dolan served as the president of the United States Conference of Catholic Bishops from 2010 to 2013 and was elevated to the rank of cardinal in 2012.

Sexual abuse scandal

In 2002, the St. Louis archbishop assigned Dolan to investigate Roman Catholic priests accused of sexual misconduct in the archdiocese. During the investigation, Dolan spoke with parishes, victims, and the media about the scandals, and invited victims of clerical abuse to come forward.[10] Commenting on his meetings with them, Dolan said: "it is impossible to exaggerate the gravity of the situation, and the suffering that victims feel, because I've spent the last four months being with them, crying with them, having them express their anger to me".[75] Dolan dismissed abusive priests, which earned him the ire of some St. Louis parishioners who remained loyal to their dismissed priests and referred to Dolan's investigation as a "witch hunt".[10]

In a 2003 letter to Cardinal Joseph Ratzinger, requesting that the Vatican process be expedited for the laicization of priests who he believed were "remorseless and a serious risk to children", Dolan wrote: "As victims organize and become more public, the potential for true scandal is very real."[76] In

May 2012, The New York Times revealed that the Archdiocese of Milwaukee, then headed by Dolan, had paid some abusive priests – although already dismissed from their priestly duties – up to $20,000 to leave the priesthood immediately rather than force the church to initiate time-consuming and expensive laicization proceedings against them.[21]

The archdiocese noted that the "unassignable priests" were still receiving full salaries and would continue to do so until they were formally laicized;[21] and that the payouts were a "motivation" so that the priests would not contest being defrocked. The Survivors Network of those Abused by Priests sent a formal protest asking, "In what other occupation, especially one working with families and operating schools and youth programs, is an employee given a cash bonus for raping and sexually assaulting children?"[21] Dolan had previously responded to accusations that he had given "payoffs" to accused priests as "false, preposterous and unjust".[21]

In 2011, Dolan thanked the head of the Catholic League, Bill Donohue, for a press release, reproduced on the Archdiocese of New York website, in which Donohue referred to the non-profit support group Survivors Network of those Abused by Priests as a "phony victims' group".[77]

In July 2013, documents made public during bankruptcy proceedings for the Archdiocese of Milwaukee showed that Dolan had sought permission to move $57 million in church funds to prevent them from being accessed by victims of clerical abuse. In a 2007 letter to the Vatican requesting permission to move the funds, Dolan wrote "By transferring these assets to the trust, I foresee an improved protection of these funds from any legal claim and liability."[76][78] Dolan had previously denied that he tried to shield assets from child sex abuse victims claiming compensation, calling the accusations "old and discredited" and "malarkey."[79] The Vatican approved the request in five weeks.[76]

In 2018 after the Pennsylvania report and the McCarrick scandal, a CNN interviewer asked Dolan whether homosexuality was a cause of the abuse. He answered: "I don't think that's the sole root of it. The sole root of it is a lack of chastity, a lack of virtue. This isn't about right or left. This isn't about gay or straight. This is about right and wrong."[80]

In 2019, Dolan was reported to have received, together with other influential U.S. Catholic leaders, substantial monetary gifts from West Virginia bishop Michael J. Bransfield, who had resigned following allegations of sexual misconduct. Bransfield's diocese had reimbursed him for the gifts. Although Dolan did not reply to a request for comment, other bishops reported that they did not know that Bransfield had been reimbursed by the diocese or that he was accused of sexual misconduct at the time that they received the gifts, and that they had returned the funds or given them to charity.[81]

The ink is barely dry on the new apostolic constitution governing the Roman curia, Praedicate Evangelium, but now it is being altered in a highly unusual ad hoc manner. Vatican's handling of allegations against Cardinal Ouellet is baffling

The Vatican's mishandling of the allegations of sexual misconduct against Cardinal Marc Ouellet is simply hard to fathom.

Twenty years after the explosion of abuse cases in the Boston Archdiocese shined a harsh light on the Catholic Church's disgusting propensity to doubt sexual abuse victims and protect their abusers, have church leaders learned nothing at all?

A recap: Ouellet, the long-term leader of the Vatican's influential Dicastery for Bishops, was revealed in August to be part of a list of alleged abusers named in a class-action lawsuit in Canada.

According to court documents, the Vatican acknowledged the specific allegation against the cardinal — "nonconsensual touching of a sexual nature" against an adult laywoman in Quebec in 2008 — as early as February 2021.

The Vatican did not publicly address the complaints until after they were made public in Canada in August. While it might make good sense to keep quiet about allegations against any official while investigations are ongoing, it beggars belief that it would take 18 months for those investigations to conclude.

One would think investigations against one of the church's highest-ranking officials would merit swift attention. One would likewise think the people of God are owed at least some indication that one of their leaders stood accused of assault.

It also does not make sense that, as the Vatican revealed in its Aug. 18 statement about the case, that the person tasked with looking into the matter would be a close associate of the accused prelate.

In this instance, the Vatican said Pope Francis had assigned Belgian Jesuit Fr. Jacques Servais to consider the allegations against Ouellet. Servais and Ouellet have known each other since at least 1991 and are both long-standing members of a six-person group, the Lubac-Balthasar-Speyr Association, that promotes the work of theologians Jesuit Fr. Henri de Lubac and Swiss Fr. Hans Urs von Balthasar.

In fact, Servais' organization in Rome, Casa Balthasar, proudly touts its association with Ouellet.

That the investigator would be so close to the investigated is simply nonsense. It also stands in stark contrast to Francis' own landmark 2019 motu proprio on the handling of abuse allegations against bishops, Vos Estis Lux Mundi, which clearly states that those investigating allegations of abuse "must be free of conflicts of interest."

To be clear, Ouellet has called the allegations made against him "false" and said, "I firmly deny having made any inappropriate gestures toward her." The Vatican has said that after receiving Servais' report on the matter, Francis decided "there are insufficient elements to open a canonical investigation for sexual assault by Cardinal Ouellet."

But now what? Who can trust the results of an investigation undertaken by an individual with such a close association to the accused?

The assessment of the Survivors Network of those Abused by Priests (SNAP) was that the pope "passed up a perfect chance to demonstrate that even those closest to him … are not immune to investigation."

The only remedy here is transparency. Francis and the Vatican must now clearly outline how Servais conducted his investigation of the allegations, and what he did or did not find. The pope should also consider asking another investigator to reexamine the findings. There are plenty of lay experts available.

It would also be a good time to clarify whether Vos Estis, one of the major reforms of this papacy, remains in effect. The document entered into force for a three-year ad experimentum period on June 1, 2019. It has now been formally lapsed for nearly three months.

Vatican bans investments in porn, weapons, other products at odds with doctrine

ROME – Aiming both to streamline and to reform its investment practices, the Vatican announced Tuesday that it’s banning investment in firms whose activities are contrary to the teachings of the Catholic Church, including pornography and prostitution, gambling, the arms industry, abortion services, and contraception.

All organizations that are part of the Holy See or the Vatican City State are now required to opt for low-risk investments guided by ethical, social, and environmental criteria.

With a document published this week that takes effect Sept. 1, the Vatican’s Secretariat for the Economy, headed by Spanish Jesuit Juan Antonio Guerrero Alves, the Vatican’s various investments will now be consolidated in the Administration of the Patrimony of the Apostolic See (APSA).

The document states that money should serve to “contribute to a more just and sustainable world,” always bearing in mind that it should preserve “the real value of the net worth of the Holy See and generate a sufficient return to contribute in a sustainable way to the financing of its activities.”

Investments must also “be aligned” with the teachings of the Catholic Church, thus excluding investments that “contradict fundamental principles, such as the sanctity of life or the dignity of the human being or the common good.”

Come September, all investments will go through an account in the so-called Vatican Bank (technically, the Institute for the Works of Religion or IOR) controlled by APSA.

“Investing in one place and not in another, in one productive sector and not in another, is always a moral and cultural choice,” says the document.

In the past, through an investment fund partially financed by the Secretariat of State, the Vatican reportedly had poured millions into companies that produced goods that clash with the Catholic Church’s teaching, including in a pharmaceutical company that produced the morning-after pill, the porn industry, and even in the production of the movie “Rocketman,” a biopic of singer Elton John.

Although a moratorium of one year is foreseen to adapt to the required criteria, before the end of October all organizations must communicate to APSA the investments they have and who manages them, as well as the contracts, banking information or other related documents.

Simultaneously, the Vatican has set up a Committee for Investments, a body foreseen in the new apostolic constitution Praedicate Evangelium, enforced in June.

This committee, led by American Cardinal Kevin Farrell, will be in charge of carrying out the necessary consultations to develop “the investment strategy” and to evaluate at the same time “whether the decisions are appropriate, with particular attention to the conformity of the investments with the principles of the Social Doctrine of the Church, in addition to the parameters of return and risk according to the investment policies.”

The move could potentially prevent major Vatican financial scandals, such as the controversial deal over a building in London. Between 2014 and 2018, the Vatican Secretariat of State invested more than $200 million in purchasing the London property. In addition, payments to brokers and debts collected on the property raised the total investment to nearly $400 million.

In July, the Vatican announced it had sold the property that remains at the center of a trial of 10 people, including Cardinal Angelo Becciu, who is accused of financial malfeasance. The church lost an estimated 217 million euros ($242 million) in the failed investment.

In 2019, the Archdiocese removed Weakland’s name and statue from the downtown Cathedral acknowledging his guilt in protecting abusive clergy. But Archbishop Listecki rejected this option in favor of a public celebration, inviting city leaders, the public, and the press to attend.

During his tenure as Archbishop of Milwaukee, Weakland transferred dozens of known sex offenders into new assignments where they were warmly welcomed by trusting Catholic families. These offenders then proceeded to abuse their children.

Weakland coerced survivors into signing predatory settlement agreements and wielded the full force of the institutional Church including highly-paid corporate lawyers, complicit law enforcement officials, and the cultural prestige of the Church to prevent survivors from achieving justice.

Weakland once wrote in his column for the archdiocesan newspaper that “not all…victims are so innocent. Some of them are streetwise and savvy.” And in an interview with the Milwaukee Journal Sentinel six years later, he dangerously equated homosexuality with pedophilia, while offering his opinion that when a priest offender is no longer sexually interested in a child after they reach a certain age, “that’s when the squealing comes in” and “you have to deal with it.”

Weakland did not act alone. Many of his co-conspirators in the cover-up will be presiding at the altar and kneeling in the pews Tuesday afternoon. In the announcement of Weakland’s death, Archbishop Listecki made no mention of sexual abuse and cover-up. We expect he will make no mention of it during Tuesday’s service.

Although the disgraced archbishop apologized for his “sinfulness” in a hush money settlement of an abuse claim against him, he never asked for forgiveness or publicly apologized directly to the thousands of victims for his role in their abuse.

By holding a public celebration of Weakland’s life and career, Archbishop Listecki is signaling his endorsement of Weakland’s leadership. Victims are alarmed that the Archdiocese of Milwaukee is returning to Weakland’s patterns and practices including the concealment of criminal evidence of child sexual abuse.

Attorney General Josh Kaul is in possession of Church documents that indicate that the number of alleged offenders under Weakland’s watch is much higher than the 48 publicly-identified clergy, and there may be as many as 218 additional offenders.

If the Archdiocese of Milwaukee wants to repair the harm caused by Archbishop Rembert Weakland, they must start with the truth. Tens of thousands of pages of court-ordered released documents demonstrate Archbishop Weakland’s complicity in the facilitation of child sexual abuse. But this is only a fraction of the material held by Archbishop Jerome Listecki in the archdiocese’s secret archive. Listecki publicly refused to turn this over to Wisconsin Attorney General Josh Kaul last year. He must do so now.

VATICAN CITY (ChurchMilitant.com) - The Sovereign Military Order of Malta, once known as the Knights Hospitaller, is under immense pressure from the Holy See as new reforms threaten its historical sovereignty.

The 900-year-old order, famous for its role in the Crusades and the Great Siege of Malta, has been racked by a constitutional crisis, prompting longtime members to warn that proposed reforms threaten its status as a sovereign entity. The Order of Malta currently runs many humanitarian programs worldwide and uses its sovereignty to sign treaties, maintain neutral status in war zones and conduct diplomatic relations. But after a series of controversies weakened its sovereign status, the order faces a crisis as it awaits the pope's decision on its constitution.

"When I look at what we have become, I am ashamed," the order's president, Marwan Sehnaoui, wrote in an Aug. 26 letter bemoaning the crisis.

Troubles surrounding the historically sovereign order began when Grand Master Fra' Matthew Festing removed Grand Chancellor Albrecht von Boeselager from his post and expelled him from the order in 2016 for allegedly authorizing distribution of condoms and contraceptives to the poor. The grand master is the head of the order and acts as its sovereign, while the grand chancellor sits on the sovereign council of the order and leads its executive branch.

Cardinal Raymond Burke, the cardinal patron of the order and the pope's representative, backed the dismissal and expulsion despite von Boeselager's claim he was unaware of the contraceptives' distribution. Burke and Festing asserted Pope Francis had approved the move, but the pontiff repudiated it, claiming he wanted the dispute resolved through dialogue.

The order's sovereignty became tenuous after Pope Francis commenced an investigation into Festing's decision. As a result, the pope reinstated von Boeselager and demanded Festing's resignation. The pope also sidelined Burke by appointing Cdl. Giovanni Angelo Becciu his special delegate to the order and furnishing him with responsibility for the cardinal patron's duties. Becciu was later stripped of his rights as cardinal owing to a sensational financial scandal, and replaced by Cdl. Silvano Tomasi in 2020. Becciu is currently on trial and denies all charges.

The order is a sovereign entity under international law, with the pope wielding authority over the order's religious affairs. But the Holy See has asserted that this religious authority extends to the activity of the professed knights, who control the levers of power within the order. Many of the knights have objected to this interpretation, pointing out that this means de facto the order does not have control over its internal governance.

Among religious orders represented in the College of Cardinals, the largest are the Salesians, who now number ten.

This is all very good news and I applaud the Holy Father for these appointments. I began my human rights work in Timor-Leste, during Indonesia’s brutal and bloody occupation, and worked there throughout and beyond its transition to independence.

I have had the privilege of meeting the current Bishop of Dili, Virgilio do Carma da Silva, and am so pleased he has been made his country’s first cardinal. It is a signal of solidarity and respect for that beautiful, benighted and often forgotten half-island that fought for freedom and human dignity for a quarter of a century with immense sacrifice and has risen from the ashes over the past two decades in an inspiring way.

As someone who has lived, traveled in and loves Asia, I am delighted that Singapore and Mongolia now have cardinals. And as someone who was inspired and received into the Church by Myanmar’s Cardinal Charles Bo, a Salesian, I am delighted to see the presence of Salesians, including the new East Timorese Cardinal.

My spirituality has had many influences, particularly drawing from Jesuit, Dominican and Benedictine traditions, but several of the heroes of my faith happen to be Salesians.

And yet in the consistory, out of 226 cardinals, there is one cardinal — and one Salesian — conspicuous by his absence, and that is Hong Kong’s 90-year-old Bishop Emeritus, Cardinal Joseph Zen. On May 11 this year, he was arrested by the Hong Kong police for the crime of being a trustee of a charity providing legal aid to protesters facing prosecution. Next month, he will go on trial.

Xi Jinping’s campaign of “Sinicization” does not stop with the state-approved Church in China. It has penetrated the highest echelons of the Vatican itself.

When Cardinal Zen was arrested, the police took his passport. In itself that is not uncommon for those arrested in Hong Kong. But one has to wonder whether the Vatican did not regard that as rather convenient. Did the Vatican invite Cardinal Zen to the consistory? Did the Holy See make any efforts to appeal to the Hong Kong and Chinese authorities to return Cardinal Zen’s passport and allow him to travel to Rome? Were any diplomatic efforts of any kind made by Rome to at least signal that His Eminence would be welcome if he could travel? These are questions the whole world should be asking — not of Beijing, but of the Vatican.

If the answer to these questions is "no" and "none," then my heart breaks for the future of the Church. Especially when it comes at a time when, just two weeks ago, China held its own rival gathering of clergy, when 345 bishops, priests and religious met for the 10th National Congress of Catholicism in Wuhan, in the presence of senior Chinese Communist Party officials, to elect the new leaders of the Catholic Patriotic Association (CPA) and the Bishops Conference of the Catholic Church in China.

Strikingly, among a conference of supposedly Catholic bishops and clergy, among this gathering there was much talk about Xi Jinping Thought, advancing the goals of the Chinese Communist Party, patriotism (which in this context means loyalty to the Party more than the country), and little if any mention of God, our Lord Jesus Christ, Our Lady, the Holy Bible or Catholicism. The focus was on the regime’s campaign of “Sinicization” of the Church — which, rather than the “inculturation” familiar to Catholic theology, essentially means the wholesale coercion, indoctrination and takeover of the Church by the regime in Beijing.

What worries me is that Xi Jinping’s campaign of “Sinicization” does not stop with the state-approved Church in China. It has penetrated the highest echelons of the Vatican itself.

Why else would a pope who admirably speaks out on many issues of injustice around the world, including the genocide of the predominantly Muslim Rohingyas in Myanmar, be so persistently and consistently silent about one of the worst mass atrocities of contemporary times, the genocide of the predominantly Muslim Uyghurs?

Part II

Why else would a pontiff who speaks out for persecuted Christians in the Middle East and elsewhere, and rightly so, be so silent about the persecution of Christians in China?

Why else would a pope who has regularly defended the Yazidis fail to call out the crime against humanity of forced organ harvesting perpetrated against Falun Gong practitioners?

Why else would a pope who has often led inter-faith dialogue refuse to meet the Dalai Lama?

Why else would this pope ignore the dismantling of freedoms in Hong Kong and the threats to Taiwan’s very existence?

Why would a pope who wants to convey compassion and mercy refuse to meet one of his most senior and elderly cardinals, as he did when Cardinal Zen traveled to Rome in vain in 2020, despite knowing it was likely to be Zen’s last visit?

And why has the Vatican’s response to Cardinal Zen’s arrest and forthcoming trial been so tepid, merely noting the news “with concern?”

Cardinal Zen, despite his arrest, should have been invited by the pope to the consistory, and the Vatican should have appealed to the Chinese and Hong Kong authorities to release Zen’s passport so he could travel. Failure to do either is a stain on the moral authority of the Holy See.

Over the past few days, I have been in Rome. I did not go for the consistory, but I happened to be there at the same time. For the first time in the nine years since I became a Catholic, I felt very profoundly mixed feelings — and a very heavy heart.

On all my previous visits I felt only the joy of being in the Eternal City. On several previous occasions I have had the privilege of joining private, and public, audiences with the Holy Father.

In 2015, just two years after he received me into the Catholic Church in St Mary’s Cathedral, Yangon, I had the honor of being in St Peter’s in Rome to see my friend Cardinal Bo receive the red biretta, as Myanmar’s first ever Cardinal.

This time it felt different. I love Rome, I love the Church and I love the Holy Father. Indeed, I was received into the Church in Myanmar only 10 days after Pope Francis was elected. I have grown up as a Catholic under Pope Francis, and his message of mercy, grace, peace and love is much-needed in our world today. I am also saddened to see his health deteriorate, and the pain he is clearly in when he walks.

But there was a pain in my heart and soul too — a spiritual pain, afflicting the conscience.

I was attending a conference, and with that conference, I could have once again attended a private audience with the Holy Father, as I have been privileged to have done on several previous occasions. Ordinarily, I would have loved to and would have made it a priority to do so, especially after the past two years of absence due to the Covid-19 pandemic. With the world facing so many enormous challenges at this time, I would have been eager to see the Holy Father in person once again, for a moment of encouragement and instruction. But this time, I had to wrestle with my conscience. I love Pope Francis. On most issues his message is beautiful. But I have a very deep, profound problem with the position the Vatican has taken under his papacy on China. And so I thought it better not to go.

I could not in all consciousness make platitudes to a pontiff whom I love and yet whose silence on the genocide of the Uyghurs grieves me. I could not in good conscience shake hands and make small talk with a pope who refused to meet one of my heroes, Cardinal Zen, and won’t speak out for him. I could not with integrity smile and not ask him why he never speaks out for persecuted Christians in China. And I could not, without hypocrisy, present myself to him at a time when he is poised to renew a deal with a regime that stands accused of crimes against humanity for forced organ harvesting, a regime that threatens democratic Taiwan, and a regime that has destroyed Hong Kong’s freedoms and torn up its international treaty promises.

Yet at the same time, the audience was not in any way an appropriate place to make my conscience known. I could not have raised any of these issues, without souring the occasion, embarrassing my hosts, or making for an awkward, perhaps angry, photograph with the Holy Father, none of which I would want to do. So on this occasion, it was best to stay away.

But on the Vatican’s deal with China, I cannot and will not be silent. It is truly an appalling betrayal of the faithful in China and of all that drew me into the Church in the first place.

I joined the Church because I read the Catechism from start to finish. I cannot find where in the Catechism it calls us to sell out our values and stay silent about the truth.

I joined the Church because I read the Compendium of the Social Doctrine of the Church from start to finish, and many papal encyclicals. I cannot find where the Catholic Social Teaching tells us to be silent in the face of genocide, crimes against humanity, religious persecution, unjust imprisonment, forced organ harvesting, forced abortion, human trafficking, torture and other injustices.

I joined the Church because I was inspired by its many examples — throughout history — of courage in defense of freedom, justice, human dignity and truth, epitomized by Cardinal Zen. I cannot fathom the Vatican’s apparent rejection of him.

I will never leave the Church I joined nine years ago because I believe at its heart it contains a truth that outshines the world’s lies. I just wish its leaders would rediscover that truth and stop kowtowing to Beijing’s lies. In the Eternal City, let’s see a revival of eternal courage to defend an eternal truth that beats anything Xi Jinping and his sordid regime has to offer. Let us have the courage of our convictions, stand up, stand tall and hold that eternal flame boldly and brightly in the face of bullies.
