I have always interpreted not judging someone as not criticizing them, because you may not know all of the information. And if you criticize someone else, you may also be criticized falsely.

But institutions can be run properly.
Think of Army barracks, or Navy ships.
Very structured, organized, and clean, even if crowded.
But there have been a group of "do gooders" who have demonized institutions and now advocate for CILAs, group homes for people with special needs, that it is more like a home structure. Seems like a great idea on the surface, however, the opportunity for neglect and/or abuse in a CILA is greater than in a well staffed institution that has lots of eyes seeing what's going on.
Whenever I see these films that pull on people's heartstrings, I always think of propaganda with an agenda.
I used to work at a really nice institution for Spec. needs kids that was dismantled because the State decided that it was better to place the kids into CILAs.
A CILA is a community-integrated living arrangement, which is a living arrangement certified by a community mental health or developmental services agency where 8 or fewer recipients with mental illness or recipients with a developmental disability who reside under the supervision of the agency.

People do the same thing with the Black population. They walk on eggshells, they pander, they choose every word and phrase carefully to avoid being called racist. They bend over backwards and knell to the Black and hug & kiss them to show that they aren't racist. And how do Blacks treat Whites? They say that all Whites are racist and kill Whitey.

But sometimes the game must be played for awhile to get to the finish line.

I have worked with special needs kids & adults.
