The use of incumbent is odd unless you consider the possibility that Trump is still POTUS and he allowed the raid to take place or even ordered it to get 'evidence' seen.

Biden can't say it wasn't him because that would mean he isn't the incumbent. He can't blame Trump for doing it because that would also reveal who the real incumbent is. It's a no win for Biden.
